The Border Security Force (BSF) is overhauling its deployments in Malda District of West Bengal, ill-reputed as the national hub for Fake Indian Currency Notes (FICN) notes and illegal narcotics smuggling, Hindustan Times reports on January 30. The overhaul move has been initiated following a caution sent by the Union Ministry of Home Affairs (UMHA) to the West Bengal home department that Indo- Bangladesh border sector in Malda District of West Bengal, is increasingly becoming a corridor for movement of cross- border terrorists.According to the BSF Commandant, deputed in the Malda sector, A K Hotker, the border guard force is involving the local residents in the Indo-Bangladesh border villages in the Malda sector in getting information about outsiders frequenting these bordering villages. “Without the participation of the villagers we cannot really perform our duties of nabbing the cross- border terrorists using this bordering sector as the corridor,” he said.According to sources from the border guard agency of the Union government, four major steps are being taken as a part of the agency’s overhauling exercise in the Malda sector. The first is increasing the deployment of the BSF battalions in the Malda sector from the existing four to six. The second is deputing an experienced officer in the rank of deputy commandant in charge of each of the 58 border outposts (BOPs) in the Malda sector replacing the earlier arrangement of an Inspector in charge of each BOP. The third major overhaul, is that every cordon & search and ambush operation should be led by an officer minimum to the rank of assistant commandant. The fourth and the final part of the overhaul is deputing a specialized team of BSF officers and staff with specialization in marine combat to guard the 20 kilometer long riverine border in the Malda sector.

On February 17, two men, allegedly a part of a “well organised” racket of Fake Indian Currency Note (FICN), were arrested by the Delhi Police special cell along with fake notes with a face value of INR 6,00,000 the Police, reports The Hindu. All of the notes were of the INR 100 denomination. Identified as Sanjeev (31) and Arvin (35), both of whom are residents of Kairana in Uttar Pradesh, were arrested from Sonia Vihar in north-east Delhi, said Sanjeev Kumar Yadav, Deputy Commissioner of Police (special cell).According to the Police, both the accused indulge in circulating FICN, which they received from eastern UP-based sources. They then supply these notes to prospective buyers in different States, particularly within different districts of UP and the NCR.During questioning, the duo revealed that their eastern UP-based sources procured the notes from Nepal, with the source being Pakistan, and that the supply and circulation of FICN has significantly increased over the last two to three months, Yadav said. “Due to the circulation of high-value new currency notes in India, the general public normally doesn't verify the genuineness of currency notes of Rs. 100. The recovered currency notes are apparently so fine that in day-to-day dealing, it is difficult to identify them as FICN,” said Yadav.

Special Operation Group (SOG) of Ahmadabad Police on July 21 registered an offence against unidentified persons for depositing, during the past three months, a total of 4,426 Fake Indian Currency Note (FICN) in 10 different private and nationalized banks, reports The Times of India. SOG officials said the fake notes deposited include post-demonetization currency in the denominations of INR 500 and 2000 and pre-demonetization notes in the denominations of INR 500, 1000, 100, 50, 20 and 10. "Every three months, on the complaint of banks, we register such offences in which fake notes were deposited in banks," said Assistant Commissioner of Police (SOG), BC Solanki. However, what is significant is that though the time limit for depositing demonetizing currency in banks expired in March 2017, it is allowed only for those who were abroad during that period. However, the old notes could be deposited only in branches of Reserve Bank of India (RBI). It is noteworthy that though such cases are being registered every three months with the SOG, not a single case has been cracked.

As many as 762,072 pieces of fake notes were detected in the banking system last fiscal, a 20.4% increase over the previous year, the Reserve Bank of India (RBI) said August 30, reports Livemint. In 2015-16, 632,000 fake currency notes had been detected, RBI said in its annual report for 2016-17. It also said that barring INR 100, the detection of fake notes increased across denominations—notably, INR 500 and Rs 1000—during the last fiscal. In the annual report, RBI said that coincident with the announcement of the withdrawal of INR 500 and INR 1000 notes due to demonetisation, it launched a nationwide exercise to estimate the density of fake Indian currency notes (FICNs) detected during the counting and verification of notes. “The result showed the rate of FICN detected per million pieces of notes processed at CC (currency chest) level at 7.1 pieces for Rs 500 denomination and 19.1 pieces for Rs 1000 denomination, which were higher than the rate of detection at the Reserve Bank,” the annual report said. At the RBI’s currency verification and processing system, in 2015-16, there were 2.4 pieces of FICNs of INR 500 denomination and 5.8 pieces of INR 1000 for every million pieces notes processed. These figures rose to 5.5 and 12.4 pieces, respectively, during the post-demonetisation period.

The arrest came during investigation into a 2016 NIA case relating to seizure of FICN of face value INR 9.8 lakh, by the Border Security Force (BSF) from Malda District of West Bengal. NIA has already filed a chargesheet in the case naming arrested accused Nasir Sheikh and Tajik Sk. Searches were carried out at two places in Mumbai and one place in Kolhapur (Maharashtra) after the detention of three persons early on November 12. A total of 20 gold biscuits, each weighing 100 grams, have been recovered from their possession so far. The purity of the gold biscuits is being verified. A year after demonetisation of high value Indian currency notes, the Pakistan’s intelligence agency, Inter Services Intelligence (ISI) is back with a mirror copy of INR 2000 and 500 notes that was launched by the Reserve Bank of India (RBI) with new security features to neutralize Fake Indian Currency Notes (FICN) factories operating across the border, reports DNA India on November 15. Although, ISI suspected to have copied majority of security features of newly launched notes, the sudden increase in last two months is perplexing. The intelligence agencies have revealed the reason behind the surge. Sources said Pak’s ISI has managed to set up a proper unit in Pakistan-occupied Kashmir (PoK) and newly printed FICN is smuggled to Bangladesh before it reaches to India through FICN mules. The FICN business that involves both state and non state actors is using high quality machine and ink making the lot difficult to detect, identified and easy to slip as original. The Intelligence agencies officials last week have voiced concern over the high quality of INR 2000 FICNs, which makes them difficult to distinguish from real notes.

The agency had then seized FICN worth INR 9.8 lakh from the duo in demonetised denominations of INR 1,000 and INR 500. Both Tajel and Nasir were charge-sheeted by the NIA in June this year.
