In a reaction to massive popular participation in 2008 Assembly Election, militant outfits like Lashkar-e-Toiba (LeT) and HM have warned the people in areas like Shopian District, Sopore in Baramulla District and Bandipora District against taking part in the upcoming Panchayat Polls in the State beginning in later part of April, according to The Times of India. Security Forces (SFs) arrested five militants of Hizb-ul-Mujahideen (HM), identified as Abdul Rashid Bhat alias Moulvi, Manzoor Ahmad Wani, Zahoor Ahmad Ganai, Mehraj-ud-din Ganaie and Mudasir Ahmed Sheikh, along with arms and ammunition from Pattan in Baramulla District. Recovery include three AK rifles, one pistol, three AK magazines, 300 rounds of AK rounds, one pistol magazine, two Chinese hand grenades, four rounds of pistol ammunition and one radio set of Kenwood. Deputy Inspector General (DIG) North Kashmir Range, Muneer Khan, said that the militants were operating in Kunzer village of Pattan area. The module was set up on the directions of a HM ‘commander’ Maqsood Ahmad Bhat alias Tariq, resident of Mamoosa, Pattan, presently serving detention in the jail. The aim of module was to revive militancy and to spread terror among people in areas like Pattan, Khore, Shirpora, Kunzer and Tangmarg (all in Baramulla District). The group was offering arms training to school going children in the adjoining orchards of Pattan. They had also intimidated people not to take part in the Panchayat elections and in fact had pasted threatening posters. The group was involved in two grenade blasts with one carried out on Army at Pattan market on September 9, 2010 and the second at Magam market on July 11, 2009. They had also made an unsuccessful attempt on the life of Abdul Karim Dar, Chairman Municipal Committee, Kunzer in 2010.

Times of India reports that Qurat-ul-Ain has become the centre of a new controversy in Kashmir. Separatist leaders are threatening an agitation if she isn't released. The Police say they have a watertight case against her; she is a Lashkar-e-Toiba (LeT) courier. "We have been watching her for a while and picked her up only after we learnt that she was part of the team that targeted the police station," said a senior security source. "Militants use young girls like Qurat-ul-Ain to reconnoiter targets, to act as couriers, because they don't draw too much attention. But the same is also true of us here: some of our best sources here are women," said an unnamed senior Police officer. Another top officer said, "Let's be honest: we have lost control of the main street here. It's the militants who control the mohallas of old city." "The basic problem is that the militant presence is strong. Surgical strikes won't help. What's needed is large-scale crackdown like we did in the early 1990s. Push in a large number of troops, surround a locality and go house-to-house. But the political leadership won't hear of it. Meanwhile, the militants are exerting their grip recruiting more people and eliminating our sources," said another security source.

Mirwaiz, while addressing a press conference at his residence, said that he would be forced to ask people to come on streets and lodge protests. "There are curbs on people and protests against the human rights violations in the Valley are not allowed," he alleged, and asserted, "Our programmes have been peaceful so far and people have been following the same. But the situation is going out of control and peoples' anger has crossed all the limits. I believe there would be violence and agitation if the people are not allowed to register their protest in a peaceful manner." He also supported the strike call given by APHC-G chairman Syed Ali Shah Geelani against the killing of Nazim Rashid. "I am not in favour of strikes but protest in the form of strike is the last resort in Kashmir," he added.

Army on August 4 warned of the possibility of terrorists attempting to disrupt peace in Jammu and Kashmir especially in view of the upcoming Independence Day (August 15), reports PTI. "There is a need to be more vigilant in view of the possibility of terrorists attempting to disrupt the existing peace in the Region, especially during the coming days on account of the Independence Day," said the Security Advisor to the Jammu and Kashmir Government and General Officer Commanding (GOC, White Knight Corps) Lieutenant General J P Nehra. He said, "The downward slide in terrorism should not lull us into complacency as the intentions of terrorists and their infrastructure across the LoC is still intact." DNA reports that militants have resorted to old tricks of soft target killings to instill fear among the people of Jammu and Kashmir. According to officials, over two dozen civilians have been killed by militants in 2011 in the State. Data given by Police says at least 19 civilians have been killed by militants so far in valley alone. Sopore tops the list with five followed by Srinagar and Kupwara with four killings each. Ganderbal has witnessed two civilian killings so far. So far, Baramulla, Shopian, Awantipora and Budgam have witnessed one killing each. “We are comfortably placed in terms of militancy on all parameters except for civilian deaths. Last year the number was 22 and this year it is 23. There is marked decline in all the parameters. Like I said there is no room for complacency,” said Chief Minister Omar Abdullah. “There seems to be no logic to these killings by militants which have happened in a series. Actually they are under tremendous pressure after their leadership has been eliminated,” said an unnamed top Police officer.

Militants abducted two persons, including a recently elected Panch (member of Panchayat, village level local self Government institution), from Pulwama District in the night of August 8, according to PTI. 50-year-old Ghulam Mohammad Wagay was abducted from his house at Drangkalan in Rajpora, His 47-year-old neighbour Mohammad Qasim was also abducted by the militants and taken to some unknown location. Wagay was recently elected as Panch from his village, while Qasim had withdrawn from the contest after filing nomination papers for the elections. According to preliminary investigations, Wagay and Qasim had received extortion threats recently from the militants, Police said.

A 62-year-old man, who identified himself as a journalist from Kashmir, on September 17, filed a complaint with the Police claiming that terror outfit Harkat-ul-Jihad-al Islami (HuJI) had demanded INR one million from him threatening his life, according to Daily Excelsior. Amanullah Khan, a resident of Srinagar, lodged a complaint with the New Market Police Station (Kolkata) in this regard. Khan, who came here on personal business and was staying in a hotel in Central Kolkata, was questioned by the Special Task Force.
