Ahead of polling in areas along the borders of Pakistan and Bangladesh, the Union Ministry of Home Affairs alerted Security Forces to step up vigil due to fears that Fake Indian Currency Note (FICN) and drugs could be smuggled into India and supplied to voters, Daily Mail reports on April 20. Over 170 Lok Sabha constituencies in Punjab, Uttar Pradesh, Bihar, Jammu and Kashmir, West Bengal, Assam and Gujarat - the states which share their borders with either Pakistan, Nepal or Bangladesh - will go to the polls in the last four phases of the general election beginning on April 24. The Home Ministry has issued a directive asking security forces to keep strict vigilance along the borders to ensure peace and to check anti-social activities ahead of the polling. "An order has been issued to check trans-border crimes and smuggling of narcotics and fake Indian currency notes through effective domination of the border by carrying out round-the-clock surveillance," said an official from the Home Ministry.

Tral is a part of Anantnag Parliamentary constituency, which is going to polls on April 24. "Thousands of people have laid down their lives for the sake of Islam. It is the time when you should renew your pledge to evict India from our sacred land. The first step towards this goal is to boycott polls. Therefore it is our request to everyone to stay away from the polls," reads the poster in Urdu. It also warned the people against joining the election rallies of the mainstream political parties. "We request people not to join or go near any election rally. Particularly the panches and sarpanches are asked to mend their ways and stop their activities forthwith. Otherwise they should remain ready for the consequences," add the posters.

The figures of the Election Commission revealed that in Pulwama District’s Tral Assembly segment of Anantnag constituency, 1121 votes were polled out of 83460 votes; in Pampore, 4712 votes were polled out of 77685; in Pulwama, 3196 votes were polled out of 77971 and in Rajpora, 15, 669 votes were polled out of 88531. The figures for Shopian District’s Shopian Assembly segment revealed that 20, 322 votes were polled out of 80, 205 and in Wacchi Assembly segment 14, 854 votes were polled out of 76, 023. The Anantnag District figures revealed that out of 83104 votes in Anantnag Assembly segment, 15676 votes were polled; in Dooru 32, 077 votes were polled out of 72, 216; in Kokernag, 39, 609 votes were polled out of 85488 votes; in Shangus, 30249 votes were polled out of 81431 votes; in Bijbehara, 31, 184 votes were polled out of 86,353 votes and in Pahalgam, 44, 640 votes were polled out of 79,260 votes. In Kulgam District’s Noorabad Assembly segment 54, 073 votes were polled out of 71, 363 votes; in Devsar, 35, 905 votes were polled out of 86, 757 votes; in Kulgam 16, 563 out of 92, 629 votes and in Homeshalibugh out 14, 267 votes were polled out of 75, 479 votes. The CEO said that 37.76 per cent votes were cast in Anantnag, 36.68 per cent in Kulgam, 6.32 per cent in Pulwama, 20.43 per cent in Shopian Districts and figures of exact polling are being received from various other far flung areas of these Districts, which would subsequently add up the final poll percentage. He said that 40 per cent of the migrant voters also exercised their franchise for which polling booths were set up at Jammu, Udhampur and New Delhi. The CEO said five Observers, 205 Micro Observers and 8267 polling personnel were deployed for the Parliamentary Constituency. He said that 12 candidates are in the fray for the Constituency.

Over 500 ‘stone-pelters’ were detained to ensure free and peaceful conduct of the elections, scheduled on April 30 (today) in Jammu and Kashmir’s Srinagar-Budgam Parliamentary constituency, reports New Indian Express. Police have also placed separatist leaders Syed Ali Geelani and Mirwaiz Umar Farooq under house arrest. Besides, Shabbir Shah, Mohammad Yasin Malik, Nayeem Khan, Ayaz Akbar and some other separatists and activists have been detained and lodged in different Police Stations. “The arrests have been made and will continue to be effected to instil confidence among the voters so that no one attempts to intimidate the people by resorting to violence against those who want to exercise their franchise,” Central Reserve Police Force (CRPF) Spokesperson Kishore Prasad said. “As many as 241 companies of Paramilitary Forces will be deployed in the Srinagar-Budgam Parliamentary constituency comprising three Districts -- Srinagar, Budgam and Ganderbal-- to ensure incident-free and peaceful conduct of the Lok Sabha [Lower House of Indian Parliament] polls tomorrow,” Kishore Prasad said. “After violence and stone-pelting incidents in the South Kashmir constituency, we have taken more security measures to ensure peaceful conduct of the polls,” he said. Prasad said the areas were being watched and mobile bunkers were placed at vulnerable and sensitive pockets. “Besides, road opening parties will patrol the areas and security men will provide round-the- clock security to polling booths and staff,” he added. He said more police and paramilitary men would be deployed in stone-pelting-prone areas. Authorities have set up 1,546 polling booths at 968 locations in the high-profile constituency from where 14 candidates are in the fray. Of these polling booths, 1,021 have been declared as hyper sensitive and 470 as sensitive.

A brisk 71.28 per cent turnout was recorded in first phase of polling for 15 Assembly constituencies of Jammu and Kashmir with people defying various odds including election boycott call given by the separatists and adverse weather conditions with cold wave sweeping many parts of the segments that went to polls on November 25, reports Daily Excelsior. The turnout in 15 Assembly Constituencies recorded about 10 per cent increase in voting this time as compared to 2008 Assembly Elections and 20 per cent as compared to April-May 2014 Lok Sabha polls. Assembly segment wise percentage of voters turnout for 15 constituencies included Nobra (75.6), Leh (67), Kargil (69.45), Zanskar (71.44), Doda (79.6), Bhaderwah (70.1), Ramban (68.78), Banihal (73.32), Kishtwar (77.09), Inderwal (74.32), Ganderbal (59), Kangan (76), Sonawari (80.1), Bandipora (70) and Gurez (77.15).

The highest turnout of 82.74 percent was recorded in Chrar-i-Sharief, while the lowest of 30 percent was seen in Sopore. Uri recorded 79 percent, Rafiabad 53, Sangrama 56.15, Baramulla 45, Gulmarg 72, Pattan 60, Chadoora 65, Badgam 70, Beerwah 74, Khansahib 73, Tral 37.68, Pampore 46.48, Pulwama 38.31 and Rajpora 47.07. The turnout in freezing cold for 16 seats - all in the Valley was less compared to the earlier record 72 per cent polling though it was higher than that in the 2008 polls.

At a post-polling press briefing, chief electoral officer Umang Narula said the voting percentage figures received from the 18 constituencies were tentative and were expected to go up. Srinagar District (eight seats) recorded 28% polling, Shopian (two seats) 50%, Anantnag (six seats) 61% and Samba District (two seats) 81%. While Shangus recorded the highest turnout (67.27%) in Kashmir Division, Vijaypur saw the highest (81.31%) in Jammu Division. He said the polling percentage in nearly all the constituencies that went to the polls had increased compared with the 2008 assembly polls. When Zadibal had recorded 17.30% voting in 2008, this time it saw 23.34%, he said. Khanyar constituency in Srinagar recorded 26.12% compared with 17.41% in 2008. The poll boycott call given by separatists and militants affected voting at several polling stations in downtown Srinagar. Till 11am only seven of 563 votes had been cast at the polling station in a school at Chota Bazaar. At 106 Chota Bazaar polling station only two of 261 voters had turned up till 11.45am.

The Bharatiya Janata Party (BJP) took to highest ever tally of 25 in the history of Jammu and Kashmir Legislative Assembly elections making it second largest party in the State just three seats behind the PDP. Ruling National Conference (NC) recorded worst ever performance with just 15 seats while the Congress bagged 12 seats, down from the tally of 17 in the outgoing Assembly. For the first time since 1996, Nationalist Panthers Party (NPP) was wiped out in the elections drawing blank as all its three sitting Members of the Legislative Assembly (MLAs) including Harshdev Singh lost the polls. People’s Conference (PC) of separatist turned mainstream leader Sajjad Lone, an unofficial ally of the BJP, won two seats while Communist Party of India-Marxist) (CPI-M) lone member Mohammad Yusuf Tarigami retained Kulgam seat for fourth time.
