Meanwhile, the People’s War Group (PWG) has reportedly declared that Indian Administrative Service (IAS) officers would be added to its list of targets because they were collaborating in the suppression of the Naxalite movement in the State. A media report quoting the Khamman district committee secretary of the PWG said Indian Police Service (IPS) officers and leaders of the Telugu Desam Party (TDP) and the Bhartiya Janta Party (BJP) leaders above the mandal (administrative) level would continue to be targeted.

Left-wing extremist Naxalite group, the People’s War Group (PWG), on July 1, said it might have to reconsider its attitude on talks, if the government failed to announce cease-fire and create a conducive atmosphere in the State by July 20. On that day the two sides are due to hold face-to-face talks. The PWG also wanted a supervisory committee to be constituted to oversee the talks-process and suggested names of 14 persons from different walks of life for inclusion in the panel. In a statement, issued in Hyderabad on July 1, PWG State Committee Secretary Ramkrishna strongly condemned the recent encounters stating it not only indicated that "their (PWG) restraint was being viewed as lenience", but also offended all those who have been taking the talks- process ahead. The statement accused Warangal range Deputy Inspector General of Police (DIG) Gautam Sawang of issuing political statements which were nothing but a warning to all those who have been standing up in support of "revolutionary and democratic movements". He also demanded the government to tender an apology for the Khammam encounter and institute a judicial inquiry, announce cease-fire and stop combing operations. Two women PWG cadres were killed in an encounter near Mamillavai and Valavanoor Reserve Forest Are of Aswapuram and Paloncha mandals (administrative unit) Khammam district on June 24.

According to media reports, a farmer couple in Katukapalli village, Karimnagar district, have sent an e-mail to Amnesty International (AI) seeking help in the restoration of their 14-year-old daughter abducted by left-wing extremists, Naxalites of the People’s War Group (PWG). The couple alleged that the Naxalites were ‘forcibly recruiting’ youngsters like their daughter Padma into the PWG, while the latter contended that the girl ‘‘joined the movement of her own accord’’, said reports. It further added that hundreds of parents in the region were undergoing similar agony after their children were forcibly taken away by the PWG.

According to media reports, two local-level leaders of the ruling Telugu Desam Party (TDP) and a postman were thrashed by left-wing extremists—Naxalites—of the People’s War Group (PWG) in Gorlaveedu village, Bahupalpalli mandal (administrative unit), on October 13. 12 armed Naxalites belonging to the Chityal area Sammanna dalam (squad) went to the houses of the leaders and thrashed them. The Naxalites also reportedly demanded of the two leaders to resign from the TDP and had warned them of dire consequences if they continued to work in the party. According to a media report of November 18, the Central Military Commission (CMC) of the People’s Guerrilla Army (PGA), the armed wing of left wing extremists––Naxalites–– of the People’s War Group (PWG) has threatened to "attack the enemy" (police). In an e-mail message sent to PGA’s "friends", the PGA also indicated of the changed tactic under which a people’s army of peasants might attack the "enemy" with traditional weapons like sticks, axes, knives and spears. This would be besides the ‘fight’ that is being carried out by its armed cadres. According to the message, the PWG would have seven guerrilla zones in the country. This includes those formed in the States of Andhra Pradesh, Orissa, Madhya Pradesh, Maharashtra and Bihar (Kaimur area). Besides, it is also in the process of forming such zones in Jharkhand and West Bengal. The message said, "In guerrilla zones, we must rally people in a big way, and we must enhance their initiative to participate in the guerrilla war. We must turn every village and forest area into a battlefield. We can utilise every opportunity to hit at the enemy only if we can depend on the people’s militia". The message also talks of the PGA teaching the "art of war" to the people’s militia and use of local resources for the purpose.
