A ‘HaatBazaar’ (weekly market) was reopened with the joint initiative of Security Forces (SFs) and Netanar village in Bastar District, reports The Hindu on January 21. The rural ‘haats’ were facing closure due to Naxal Left Wing Extremist (LWE) violence in Bastar District for a decade. Netanar’s sarpanch
(localself government institution head),Sahadev Naag told, “We always wanted to restart the market here but fearing Naxal violence, which breaks out at any time in the area, local traders and villagers avoided it.” It is important to note that in 2011, six SFs, including Darbha Police Station House Officer (SHO), were killed in an ambush of with the Communist Party of India (CPIMaoist) cadres at the place which is very close to where the weekly market is being held.

Hundreds of villagers of Malkangiri District of Odisha on January 23, gathered in an antiCommunist Party of IndiaMaoist (CPIMaoist) rally in Jagdalpur, administrative headquarters of Bastar District of Chhattisgarh, in the bordering region of Odisha and Chhattisgarh, and raised voice against the ‘torture’ by the Maoists, reports odishatv.in. The Jana Varjan SamabeshPrajameli (public meeting) was attended by inhabitants of at least 15 villages in the region. “In the absence of security forces and DVF (District Voluntary Force) jawans, Maoists enter some remote villages and start torturing the villagers. Sometime they even rob the villagers their belongings,” said a villager. “If security is tightened in these Maoistprone areas, then they will not dare to enter these places to trouble the innocent villagers,” stated another villager. Meanwhile Police said it will analyse the situation and take proper step. “Attending a large gathering here (Jagdalpur), the villagers of Tulsi, Mahupadar, Dundipadar and Kirmiti (Odisha) allege that a lady along with some other Maoists is torturing them. We have intensified antiMaoist operation and deployed some forces in those regions. Very soon we will neutralize the Red Rebels who are active in the area”, said Bastar (Chhattisgarh) Superintendent of Police (SP), RN Dash.

The Communist Party of India-Maoist (CPI-Maoist) have introduced horses in insurgency hit conflict zone of Bastar in Chhattisgarh to turn their guerrilla warfare more effective, intelligence report said, reports The Asian Age on March 7. A senior Police officer posted in the region disclosed on March 6, that Maoists, mounted on horses, were seen ambushing Security Forces (SFs) at Chareli under Mirtur Police limits in Bijapur District on March 3, leaving two Policemen dead.Two Chhattisgarh Armed Force (CAF) jawans, Budharam and Gabbaram Kashyap, claimed to have seen Maoists opening fire on them from AK-47 rifles and other sophisticated weapons while riding horses in the forest area. The officer said, intelligence earlier tipped-off on Maoists’ move to upgrade guerrilla warfare tactics to make it mobile and deadly. There are reports of rebels receiving training on the new warfare tactics in Abujhmaad in south Bastar District of Narayanpur, in which horses were used. “It appears the rebels have taken a leaf out of Chambal robbers’ strategy of ambushing security forces riding horses,” he added.

Air Chief Marshal Birender Singh Dhanoa visited the Naxal-infested Bastar District on April 17, reports PTI. The aim of the visit was to boost the morale of the Indian Air Force (IAF) personnel deployed there. A statement issued by the Ministry of Defence (MoD) said, "During the visit, he was briefed by the local commanders of various paramilitary forces deployed in Bastar area. He reviewed the operational preparedness of forces deployed in the sector. He also interacted with personnel from various state agencies and air warriors to boost their morale." The IAF has been operating its helicopters in the Bastar region since the past several years to give logistical support of Central Armed Police Forces and police personnel fighting the LWEs in the state.

Chhattisgarh Police in Raipur District told reporters that security in Naxal [Left Wing Extremism (LWE)] affected areas of Bastar region has been stepped up as the Communist Party of India-Maoist (CPI-Maoist) cadres are observing ‘Jan Pituri’ (Revolutionary Week) on June 5, reports The Indian Express. Bastar division comprises of seven Districts namely Dantewada, Bijapur, Bastar, Narayanpur, Kondagaon, Sukma and Kanker. ‘Jan Pituri’ week is observed every year in the memory of their slain leaders of CPI-Maoists. During this period which generally coincides with the arrival of monsoon, CPI-Maoist cadres focus on recruitment of fresh cadres by spreading their propaganda. Meanwhile, the Deputy Inspector General (DIG) of Police (Dantewada range), Sundarraj P told reporters that IEDs planted randomly in forests pose a big challenge in the counter-insurgency operations, reports Firstpost on July 24. According to Police data, nearly 22 security personnel sustained injuries in 31 IED blasts triggered by Naxals in the first six months this year in Bastar range. Security Forces (SFs) recovered at least 170 IEDs of various natures (like pressure IEDs, pipe bombs) in the same period from the region, which comprises seven Districts - Bastar, Kanker, Kondagaon, Narayanpur, Dantewada, Sukma and Bijapur.

The Central Reserve Police Force (CRPF), on July 26, claimed that area controlled by Communist Party of India-Maoist (CPI-Maoist) has "shrunk in three states in last two and a half years", reports DNA. Rajiv Rai Bhatnagar, the CRPF Director General (DG), however, admitted that South Bastar remains to be an area of problem. He said, "There is substantial decline in areas controlled by Naxals in Bihar, Jharkhand, and West Bengal. Disturbance in these areas are very less. Our major concern is in South Bastar of Chhattisgarh." He said that after the attack, in which 25 men of the CRPF died in April in Sukma area, the force has changed their strategy to deal with Maoists. "In all ten left wing affected extremism states CRPF is deployed and working in close collaboration with state police forces and other central agencies," he said. Further he stressed that in last two and half years, there has been an overall reduction in violence and increase in surrenders, apprehensions and neutralization of Maoists. It is a reflection of efficacy of our operations and capacity building measures adopted by the force. He also said that to deal with Naxals in Bastar, CRPF is raising one Bastariya battalion comprising of local tribals of south Bastar having good knowledge of local language, terrain and modus operandi of Maoists outfits. "It'll provide tactical advantage to the force in fighting Maoists and also bring the tribals to mainstream," he said. He said that in last year from July 20, 2016 to July 20, 2017, the force neutralized 51 Maoists, apprehended 1,111, facilitated 834 surrenders. The force managed to recover 562 arms and 1180 improvised explosive device. Due to the pressure mounted on the Maoists through sustained operations, 834 Maoists surrendered including the important Maoist leaders Kundan Pahan, Member of Jharkhand Regional Committee (JRC), Nakul Yadav, Member of Bihar Regional Committee (BRC), Kanhu Ram Munda, Secretary, Bihar Jharkhand Odisha Border Regional Committee (BJOBRC) and Dimba Pahan, Member of Jharkhand Regional Committee (JRC).

Vice-President M Venkaiah Naidu, on November 1, called upon the Communist Party of India-Maoist (CPI-Maoist) to give up violence and join the democratic process by fighting polls to serve the people, reports The Pioneer. “If you have faith in your ideals, come and contest polls. Give up violence”, the Vice President exhorted Maoists in his address while inaugurating a five-day glittering ‘Rajyotsava 2017’ function at smart city Naya Raipur of Chhattisgarh. “Give up your illusion. Believe in democracy’, he told Maoists who have significant presence in State’s forested patches in Bastar. Naidu said that Maoists will not gain anything by disrupting developmental processes and by demolishing hospitals and schools. “They need to shun violence and join the mainstream of development.”

In June this year, the Chhattisgarh Police had launched an operation involving 1500 personnel from the State Police and Paramilitary, called ‘Operation Prahaar’ in Sukma, where four jawans were killed, and while the Police claimed that over 20 Maoists were killed, only one body was recovered. Senior Police officials said that nearly every District launched ‘Operation Prahaar’ on November 6 evening, with close to 2000 personnel involved. DM Awasthi, also informed, “These operations were launched by the State Police, Central Reserve Police Force (CRPF), other Paramilitary, District Reserve Guard (DRG) and Special Task Force (STF) last evening across the Districts of Sukma, Bijapur, Narayanpur, Dantewada, Kanker and Bastar. Close to two thousand personnel are involved, and the operations are ongoing and will last at least till tomorrow,” adds Indian Express.
