The Chhattisgarh Government has told the Election Commission (EC) that as many as 233 polling stations across 18 Districts face a high Naxal [Left Wing Extremist (LWE)] threat and it may be risky for polling parties to access them in the coming assembly elections, reports The Times of India on September 2. During the EC's interaction with Chhattisgarh administration in Raipur last week, senior state officials requested the poll panel to consider relocating or rationalizing these polling stations in interior villages across 12 Naxal-infested assembly segments of south Chhattisgarh and also the northern Districts of Sarguja and Rajnandgaon. They sought shifting of these booths to safer locations like the Panchayat/Gram Sabha (village level local self-government institution) office or their amalgamation with polling stations set up in populated areas with road connectivity.

Meanwhile, decrying the election system in the country, the CPI-Maoist has officially boycotted the coming Assembly Election in Chhattisgarh, reports The Hindu on October 15. Describing elections as a “big lie” the Maoists have “appealed” to the voters to “boycott the poll” and support the alternative government of the Maoists in Dandakaranya region. The Maoist communiqué dated October 10 signed by the Spokesperson of the party in Dandakaranya, Gudsa Usendi, was released on October 15. While asking the residents of Dandakaranya to boycott the poll, the Maoists have not clearly indicated (in the release) if they are going to punish or impose any penalty on the electors, if they vote.

The CPI-Maoist is using the 'none-of-the-above' (NOTA) option for voters, allowed by the Supreme Court, to buttress their assembly election boycott call in Chhattisgarh, reports The Times of India. According to reports, the Maoists have been conducting training camps with dummy Electronic Voting Machines (EVMs) for villagers in Bastar region to familiarize them with the NOTA option if they decide to vote. Such camps have been spotted in villages in Sukma, Dantewada, bordering Andhra Pradesh, and in interiors of Bijapur and Naraynapur Districts, said a source. Villagers are being "trained" to choose none but the NOTA option if they manage to reach polling booths to cast their votes.

As Chhattisgarh is gearing up for the Assembly polls that are scheduled to be held on November 11, more than 400 Communist Party of India-Maoist (CPI-Maoist) commanders and guerrillas held a meeting on October 29 at Bastar to disrupt the elections, said intelligence reports, reports IBN Live. The Intelligence agencies have alerted the Centre and the State about a possible Maoist attack between November 8 and 10, said reports. Dainik Bhaskar adds that as per reports received from Intelligence Bureau, the Maoists are planning a major attack along the borders of Chhattisgarh and Madhya Pradesh. The Bharatiya Janata Party (BJP) Prime Ministerial candidate, Narendra Modi, and the Congress Vice President, Rahul Gandhi, are planning to visit Chhattisgarh to improve the prospects of their respective parties in the coming assembly elections. Both the candidates are said to be possible targets of the potent Maoist attack.

as intelligence inputs point to "assiduous preparations" by the CPI-Maoist to disrupt the November 11 poll in Chhattisgarh, the Election Commission (EC) has agreed to relocate around 150 polling booths in the Naxal-infested interiors of south Bastar to "safer" places along the arterial roads, reports The Times of India. Though the Union home ministry and Chhattisgarh government had identified 299 booths as "hyper-sensitive" and requested the EC to shift them out as polling parties and paramilitary forces would risk landmine attacks while accessing these booths, the Commission ensured that only as many booths were relocated as agreed among the candidates of all parties. "After the deliberations, there is consensus in favour of relocation of around 150 polling stations. These may now be shifted to places closer to the roads, or even safer locations within the villages, such as the panchayat office," an EC official told The Times of India.Intelligence agencies have lately reported large-scale mobilization of Maoist cadres in Naxal-dominated areas of Chhattisgarh, assembling and planting of IEDs on routes to polling booths and formation of small "crack" teams to locate suitable ambush points to target polling parties and security forces. This has led the Union Home Ministry to seek stepped up counter-Naxal operations not only in Chhattisgarh but also adjoining areas of Maharashtra, Odisha and Andhra Pradesh. Other measures advised are aggressive intelligence-gathering, proper road-opening, assessing possible ambush points and dismantling of IEDs possibly planted there. The nodal officer appointed by the Chhattisgarh Government after the Darbha Ghati massacre to coordinate security for political events has also been asked to coordinate the arrangements for VIP movement and rallies.

The voters defied the poll boycott called by CPI-Maoist as well as a heightened threat of IED/armed attacks to record 67 percent turnout till 6pm on November 11, reports The Times of India. "As compared to 55% recorded in 2008, polling in these constituencies had touched 63% till 3 pm. We are hopeful that the final figures may be anything between 65% and 70%...Given that around 20% of the electorate, as per convention, never participates in polling, the turnout this time is beyond our expectations," said an unnamed Senior home ministry official.

Five Communist Party of India-Maoist (CPI-Maoist) cadres, including a woman, were arrested in separate search operations in Chhattisgarh's Bijapur District, for attacking security personnel during the first phase polling on November 11 in the State, reports The Times of India on November 20. A team of Central Reserve Police Force (CRPF), Commando Battalion for Resolute Action (CoBRA) force and District force arrested them from the forest under the limits of Basaguda Police Station, said a senior Police official. The search party was on a combing operation in Basaguda area when it spotted two people fleeing from the forest. Security forces nabbed them after chasing them for sometime, he said. During interrogation, they admitted their involvement in an attack on security personnel in forests of Tarrem village on November 11, when polling for state assembly elections was held in the region, he said. In another incident, three Maoists were held by a joint group of Chhattisgarh Armed Force (CAF) and District force from the forests of Bhusapur and Marudbaka villages two days ago, the official said. The Maoists, reportedly members of Pamed/Usoor area committee of CPI-Maoist, were earlier involved in several cases of crime, including attempt to murder, planting bombs and attacks on police party in the region, he added.

While most of the IEDs weigh 2-5 kg, some were even found to weigh 30 kg, claimed officials. The first phase of Chhattisgarh elections witnessed higher-than-expected turnout but in eight districts worst affected by Left Wing Extremism (LWE), at least 20 booths recorded zero polling, an official said, reports The Indian Express. A Ministry of Home Affairs (MHA) internal note said "security forces frustrated Maoist plan to disrupt polls." One of the reasons attributed to the eight percent increase in voter turnout compared to the 2008 Assembly elections in these 18 constituencies was the "reach of the security forces deeper into these areas over the past one year." Since November last year, the Central Reserve Police Force (CRPF) established 20 new camps in areas like Narayanpur, Kondagaon and Sukma. Many polling booths were located closer to these camps so that people could vote despite a ban called by the Communist Party of India-Maoist (CPI-Maoists). MHA lauded the meticulously planned induction of 564 companies of additional forces, post-induction training including IED detection and most importantly scaling up anti-Maoist operations closer to poll date.

Manish Kunjam, the Communist Party of India (CPI) candidate of Konta constituency in Chhattisgarh, where the polls have already been held on November 11, alleges that the media reporting on the first phase of elections is “provoking” the Maoists, reports The Hindu on November 17. “The media is routinely highlighting the fact that villagers here have defied the Maoist diktat and voted fearlessly. This may provoke the rebels,” he said in a press statement. “The fact is if the Maoists want, they can influence voting in cities too – in rural areas, no one would dare to vote despite the presence of a large number of forces, unless the Maoists approve of it. The villagers know, they are the ones who have to stay in the village after the forces leave,” Kunjam added. He appealed to media to refrain from provoking the Maoists.
