The Maoists have launched recruitment drive in bordering areas of Garhwa and Latehar Districts, reports The Times of India. They have launched the drive in Bargarh, Madhgarhi, Marda, Tiharo, Binda villages in Bhandaria block in Garhwa District. Their activities have also been reported from Baligarh, Birajpur and Tetardih villages of the adjacent Ramkanda Police Station area. The recruitment drive has been launched under the leadership of Vikasji, a senior Maoist leader to counter Operation Green Hunt against them. For this reason, they have demanded 5-6 youths from every village to recruit them in their armed squads. "Maoists have intensified their activities in many areas of the Bhandaria block since the last one month," sources said.

An encounter broke out between Security Forces (SFs) and the Communist Party of India-Maoist (CPI-Maoist) cadres at Sirinya village under Hariharganj Police Station in Palamu District of Jharkhand on November 4, reports The Times of India. Central Reserve Police Force (CRPF) and District Police surrounded the area following a tip-off that about 25 Maoists, including three ‘sub-zonal commanders’ had assembled near the Sirinya village. "During the encounter which lasted 30 minutes, Police CRPF combine fired fifty-two rounds. The surrendered Maoist was identified as Raj Kumar (35) of Japla village in Palamu. This is the first incident of a combatant Maoist with arms surrendering before Police," Superintendent of Police (SP) Palamu A T Mathew and CRPF commandant Anil Minz said. An American gun, carbine, a 303 bore rifle, a pistol and two 315 bore guns with 250 live cartridges, cell phones and other objects were recovered after the encounter, Police said.

Three Policemen and a prisoner were killed when about 100 armed Communist Party of India-Maoist (CPI-Maoist) cadres, including women cadres, attacked a Police van carrying 32 prisoners from Giridih court to the divisional jail at Mahadev Chauk in Giridih District on November 9, reported The Times of India. The Maoists succeeded in freeing eight of their comrades from the prison van. Police said over two dozen prisoners in the van also escaped after the attack. One prisoner, Sanjay Mahto, who refused to alight from the van, was gunned down by the Maoists. Director General of Police (DGP), G S Rath confirmed that three Policemen including Assistant Sub-Inspector of Police (ASI) Prabhu Nath Singh, Constable Raj Kumar Das, driver Sadanand Gagarai, lost their lives while six Policemen and three prisoners were injured in the attack. According to Police, the Maoists had put a tractor on Giridih-Tundi road near Ajjidih Mode which is close to the jail at the Mohanpur industrial estate to prevent the movement of vehicles on the highway linking Giridih to Dhanbad. The Maoists later triggered blasts on a truck which was damaged and the traffic was disrupted. The armed Maoists hurled bombs on the Police van and started firing on the vehicle. The Police van was attacked from all corners by the Maoists, witnesses said and claimed even the houses close to the road were damaged. One of the huts got burnt in the series of explosions. Giridih Police confirmed the Maoists had looted three rifles from the Policemen escorting the prisoners. Late in the evening, Police claimed that they arrested two Maoists, involved in the attack, from Bengabad. The eight Maoists who escaped after the attack have been identified as Baijnath Tiwari, Mithilesh Mandal, Nemchand Mahto, Sahdeo Soren, Chotaka Marandi, Bipin Mandal, Pantosh Hembrom and Rampravesh alias Ramesh Mandal, according to jail superintendent Ashok Chaudhury. Jail officials later said, four prisoners Ramesh Mandal, Surendra Hajra, Arjun Yadav and Babloo alias Sanjay Verma returned to the jail on their own.

The DGP said one Sahdeo Majhi who hails from Bishungarh area of Hazaribagh District may have played important role in collecting information about the movement of prisoner vehicle. Two of the eight Communist Party of India-Maoist (CPI-Maoist) cadres, who fled while being taken from court to jail after the Maoists fired on a transit van in Giridih town on November 9, have been found, reports Zee News. While one of the Maoists returned on his own, another was found admitted to a nursing home. The Maoist who returned was identified Baijnath while the other Bipin Mandal was in a nursing home where policemen injured in the attack were admitted, Inspector General of Police (Special Branch) S N Pradhan said. The other six Maoists were still missing, he said. Three of the ten weapons looted during the attack which left three policemen and a prisoner dead, were also recovered, he said. The intention of the Maoists, who arrived in a jeep and 12 motorcycles, was to free dreaded Maoist Anuj, Pradhan said. The jeep and motorcycles were recovered, he said. Pradhan said that only some of the Policemen escorting the van had showed courage in confronting the Maoists. He said six companies of Security Forces would be permanently deployed in Giridih District to prevent such incidents.

Para-military Forces on November 20 arrested a 23-year-old "Sub-zonal Commander" of Communist Party of India-Maoist (CPI-Maoist), identified as Prabhu Yadav, at Madhya village of Palamau District in Jharkhand, when he came to meet his family, reports english.samaylive.com. Later Yadav guided the Police to two places under Manatu Police Station where the SFs found a five kg Improvised Explosive Device (IED), seven gelatin sticks, 25 detonators and a 100-mt wire. A country-made pistol and Maoist literature was also seized from the extremist. Commenting on the arrest District Police official said "Yadav had killed three persons of rival extremist factions this year - two members of the Jharkhand Liberation Tigers (JLT) on April 16 and one Jharkhand Prastuti Committee (JPC) member on May 22."

The ailing rebel leader, who is in his mid-70s, was granted bail by the court of Justice SC Mishra. Police said though Roy was facing trial in various cases of violence, arson and murder in Jharkhand, West Bengal and Odisha, the state did not oppose his bail plea on humanitarian ground. There are 18 cases pending against him but he is very sick and recently underwent a surgery for cancer. Roy was arrested from Midnapore in West Bengal in May 21, 2005. However, R Roy would be out of jail only after he gets bail in another case, he added. Earlier, Roy's kin had met Union Home Minister Sushil Kumar Shinde around a fortnight ago, seeking amnesty on his behalf on account of his terminal illness and old age. Though Roy is charged with sedition, Shinde took a humanitarian view of the request and forwarded the matter to the Jharkhand government, suggesting that Roy be given relief from incarceration in what are probably his "last days".

Communist Party of India-Maoist (CPI-Maoist) politburo member and hardline strategist Katakam Sudarshan alias Anand, who carries a reward of INR 1.2 million on his head, is poised to replace Koteswara Rao alias Kishanji as the supreme leader of the Maoists in West Bengal, Jharkhand and Odisha, reports Hindustan Times. Kishanji was killed by Security Forces (SFs) in a gunfight on November 24, 2011. “We have information that Anand, who is a politburo member and among the senior leaders of the party is replacing or has replaced Kishenji. He would be or is heading the eastern regional bureau of the CPI(Maoist). We have alerted our forces who are keeping a strict vigil,” said a home department official. Sudarshan is known for his ability to draw up strategies in both the political and military spheres of action and mostly works at the planning stage. Sudarshan, who hails from Adilabad in Andhra Pradesh, is an engineer by training. He joined the Maoist fold in the 1980s. The Police describe him as “a soft spoken stocky man around 5ft 2inches tall with a dark complexion”. SFs suspect that Sudarshan planned the massacre of 75 CRPF personnel in Dantewada, Chhattisgarh on April 6, 2010.
