Meanwhile, the Gadchiroli Police said that the Naxal [Left Wing Extremism (LWE)] dalam (squad) ‘commanders’ manage to raise around INR 50 million to INR 70 million every year by means of extortion and other such activities, reports The Asian Age. The main source of funds for the Naxals in Gadchiroli is extorting money from the contractors dealing in tendu leaves, which are used for making beedis, and is one of the major produces of the District. Another target was the road contractors. “Naxalites extort money from the road contractors, who have to pay them, as they either threaten to stall construction of roads or set their machinery on fire. The Naxals raise INR 3 million to INR 4 million every year through this,” said an unnamed senior officer of the Naxal cell. Discussing the fund trail, the Police sources told The Asian Age that Kosa Reddy, the ‘secretary’ of the Dandakaranya Special Zonal Committee (DSZC), retains some of the money needed for the functioning of the dalams, and then hands over the rest of the sum to the Central Committee chief Mallojula Venugopal, who is the head of planning and finance for activities in four States.

The Maharashtra Government is opening a regional Public Works Department (PWD) office at Sironcha in the Naxal [Left-Wing Extremism (LWE)]-affected Gadchiroli District to expedite inter-state bridge and road works in the area, PWD minister Chhagan Bhujbal has said, reports The Times of India. As a part of the initiative to bring development to Naxal-hit areas, the PWD is undertaking construction of three big bridges across Godavari, Indravati and Pranhita rivers at an estimated cost of over INR 3.32 billion collectively. Bhujbal feels that construction of roads and bridges in these areas will help in curbing Naxal activities, a spokesperson for the minister said in a statement on June 11.

Seventy one elected representatives of civic bodies in Gadchiroli District of Maharashtra have resigned from their posts, apparently due to Communist Party of India-Maoist (CPI-Maoist) threat, reports Indian Express. Talking to reporters in Gadchiroli on June 20 evening, Chief Executive Officer (CEO) of Gadchiroli Zilla Parishad (ZP, district level local self-Government institution) Sumant Bhange said 71 elected representatives have resigned in the last one month. Of these representatives, one is ZP member, four Panchayat Samiti (block level local self-Government institution) members and 66 village Panchayat (village level local self government institution) members, he said.

concerned over mass resignations of panchayat (village level local self-Government institution) members in Gadchiroli District, the Centre has asked the Maharashtra Government to ensure safety and security of elected representatives from CPI-Maoist threats in the Naxal [Left Wing Extremism (LWE)] hotbed, reports Business Standard on June 24. Union Home Minister P. Chidambaram spoke to Chief Minister Prithviraj Chavan recently and asked him to do the needful to protect the elected civic body members in Gadchiroli, many of who have put in papers after the Maoist intimidation. Official sources said during last one month, two Gadchiroli zilla parishad (district level local self-Government institution) members from Etapalli tehsil (revenue unit) quit their posts following Naxal ultimatum. Four panchayat and one zilla parishad member in Bhamragarh in the District had also resigned from their respective posts. The sources said of late Maoists have abducted many panchayat or zilla parishad members in Gadchiroli and released them only after they agreed to abide by the Naxal diktats. The Maoists, they said, do not want any development in rural areas of Gadchiroli as under-development and lack of connectivity give them free run in these remote areas.

Gadchiroli Superintendent of Police (SP), Suvez Haque told The Hindu that he did not have the complete information about the Nadekal incident, since he joined after that incident took place. “But about the Fulagondi incident, I have told the SDPO of Korchi to investigate and we will take action if anybody is found violating human rights,” he said. On 28 November last year, the people and local representatives of Korchi had submitted a demand charter to the government representatives in Gadchiroli. It included 22 demands. The demands included construction of roads in the region, payments of wages under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), improvement of health facilities in the region and cancellation of mining leases. “But not even a signal demand was fulfilled, on the contrary police atrocities have increased in the region which has forced us to take this extreme step,” said Vairagade.

The Sarpanch (head of Gram Panchayat, village level local self government institution) association of Korchi tehsil (revenue unit) in Gadchiroli District decided to observe a day-long hunger strike on July 28 (today) protesting District administration's alleged neglect of developmental issues, reports The Times of India. On July 25, the village headmen association and other organizations are to observe 'chakka jaam' (transport strike) in a follow up action. District collector, Gadchiroli, Abhishek Krishna said that the officials were available at his office where the village headmen can come for a meeting anytime. "Out of 23 demands we have come to know about, 14 have already been met and while on others work is underway. There are a few which are not in our hands but we have sent them to higher ups for resolution," said Krishna. He said there is no question of mining in the area as the district administration had sent proposal for cancellation of prospective licence. "Last year, around Rs 12 crore were spent in Korchi. Around Rs 7 crore were spent through the gram panchayat where sarpanchs handled the projects. Neglect of development is a baseless allegation," said Krishna adding that district administration was also trying to ensure a bank is opened at Kotgul in Korchi tehsil.

The Communist Party of India-Maoist (CPI-Maoist) in Gadchiroli District hit out strongly at leaders who have been using the “Gandhian” ideal of non-violence in spearheading the community forest rights (CFR) movement in tribal areas, reports The Indian Express. They have charged Mohan Hirabai Hiralal, who pioneered the model in Mendha-Lekha village, with “waylaying the tribals from the path of conflict”. “Hiralal is a follower of Vinoba Bhave, who had sought land from the rich. He is trying to cover up the violence by capitalists against the poor by professing non-violence,” says a press note released by the Gadchiroli divisional committee of CPI-Maoist. CFR has been provided by the Forest Rights Act and Mendha-Lekha was the first village in the country to secure it after a long struggle. It paved the way for thousands of villages in the country to get community rights over their traditional nistar (utility) forests.

District administration of Communist Party of India-Maoist (CPI-Maoist)-affected Gadchiroli is hoping to see reversal of the Maoist induced trend of resignations by elected representatives, reports The Times of India. With two panchayat samiti (block level local self government institution) members from Etapalli having withdrawn their resignations, senior officials felt that the democratic machineries would soon return to normalcy. Buoyed by the success of Korchi where the village headmen and their deputies withdrew their en masse resignations after a negotiation, District collector Abhishek Krishna felt that several elected representatives are willing to return to the democratic set up. "Only two out of four panchayat samiti members had furnished resignations in proper format but now both have withdrawn them. Other resignations were not accepted as they were not in a proper format," said Krishna. The withdrawal means that the panchayat samiti would become functional once again.

Maharashtra Home Minister RR Patil on August 14 said that there was no dearth of funds for development projects in Gadchiroli District but the Communist Party of India-Maoist (CPI-Maoist) were putting up hurdles, reports Zee News. "There is no dearth of funds for developmental projects in the district. The state government has provided ample funds to all the departments. Funds are not the problem but the Naxalites create hurdles in carrying the developmental works," the Minister said. The local people themselves should now raise their voice against the Naxal [Left Wing Extremism (LWE)]-movement and there was no point in blaming the administration, Patil added.
