The Communist Party of India-Maoist (CPI-Maoist)-infested States, including Jharkhand and Maharashtra, have set up a Special Task Force (STF) in their bid to jointly tackle the Maoist problem, Director General of Police of West Bengal Bhupinder Singh told PTI. West Bengal, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra Pradesh, Maharashtra and some other Maoist-hit States have selected 30 officers for the STF to deal with the Maoist problem, he said. The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Of the 30 officers selected for the task force, four are from West Bengal, the officer said, adding, "The force would be named soon and it will be pressed into action as and when the training programme is completed."

Maharashtra home department has proposed compulsory two years’ services of the Government officials in Communist Party of India-Maoist (CPI-Maoist)-infested areas, taking serious cognizance of their reluctant attitude to work there, reported DNA. "We have proposed to the chief minister that two years service there should be made compulsory for class I and II officials in the initial period," Home Minister R.R. Patil said. About 30 percent posts of the officials are vacant in Gadchiroli District and officials do not prefer going to the area due to security reasons. "Six Naxals surrendered to the police on the Republic Day and we hope that more would join them," Patil said. The Government would also recruit 2,300 Police Force especially for the security of the District, he added.

DNA reports on February 4 that senior officers in the Central Para-military Forces said violence levels had gone down in Chhattisgarh and Maharashtra primarily because of the increased deployment of Security Forces (SFs). An officer said there were over 45,000 SFs in Chhattisgarh and Maharashtra, while the figure in Jharkhand stood at 35,000 (350 companies). Starting April 2009, at least 65 people, including the Communist Party of India-Maoist (CPI-Maoist) cadres, SF personnel and civilians, were killed every month in Maoist violence. In October 2009, over 100 persons were killed. There is significant improvement in the situation. From October 2009 to January 26, 2010, only 57 casualties were registered. In January 2010, there was just one death due to the Maoist violence in Maharashtra, whereas there were 87 deaths in Left-Wing Extremism in January 2009. The report quoted an unnamed senior official who is part of the anti-Maoist operations saying, “We want to first dominate these areas and then operate on the basis of specific information.” The officer added that the SFs killed 68 Maoists, arrested 1,858, and uncovered 234 landmines and bombs, 1,778 kilograms of explosives, over 33,000 rounds of ammunition and over 300 weapons from the Maoists in 2009.

The Central Government has set up combined Special Operation Groups (SOGs) of State Police Forces and Central Reserve Police Force (CRPF) in Left Wing Extremism-affected States, which will coordinate among themselves for joint operations, reports Times of India on March 4. The SOGs will commence operations in seven most LWE infested States -- Jharkhand, Bihar, Chhattisgarh, West Bengal, Orissa, Maharashtra and Andhra Pradesh. PTI reports that the Communist Party of India-Maoist (CPI-Maoist) is now raising specially trained small teams to eliminate leaders of various political parties across the country. The central committee of the CPI-Maoist at a recent meeting has decided to raise "action teams" in all States dominated by them to target political leaders and workers, a Union Home Ministry official said quoting intelligence inputs. He said the Maoists were planning to launch the attack in both rural and semi-urban areas in West Bengal, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh and Maharashtra. "Apprehending threat, many political leaders in the areas dominated by the Maoists have started resigning from their respective political parties," the official said. Besides, the policy-making body of the CPI-Maoist also directed its cadres to target any vehicle used by security personnel even if civilians travel along with them, he said.

The Union Government on July 14 asked Chhattisgarh, Orissa, Jharkhand and West Bengal Governments to set up a Unified Command to fight the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The proposal was made at a meeting of the Chief Ministers of the Maoist-affected States presided over by the Prime Minister. Union Home Minister P. Chidambaram told journalists after the meeting that the proposed Unified Command would be headed by the four States' Chief Secretaries. The Unified Command will have a retired Major General as a member. The four States were asked to appoint an Inspector-General (IG)-rank Police officer to take care of anti-Naxal operations; and appoint an IG Central Reserve Police Force (CRPF) as IG (Operations) for that State to work in close coordination with the IG (Anti-Naxal operations) of that State. The Centre also offered the four States more helicopters, logistics support and intelligence sharing to fight the Maoist menace. It sanctioned about 16,000 additional Special Police Officers, taking the total number of such posts to about 30,000. It also decided to fund the establishment or strengthening of 400 Police Stations in the affected districts at INR 20 million a Police Station on an 80:20 basis over two years. The States were asked to set up an empowered group, chaired by the Member-Secretary, Planning Commission, to modify the norms and guidelines to implement development schemes having regard to the local needs and conditions in the affected Districts. It was decided to improve road connectivity in 34 worst affected Districts. A number of roads and bridges are proposed to be included at a cost of INR 9.5 billion by the Road Transport and Highways Ministry. The Chief Ministers were told that the Planning Commission was considering a Special Development Plan for the affected districts with the focus on primary education, healthcare, drinking water and road connectivity.

PTI reports that not satisfied with the prevailing situation in the Naxal-affected areas in the eastern region, the Railways have decided to extend suspension of night movement of trains in parts of West Bengal and Jharkhand till August 3.The decision comes in the backdrop of Communist Party of India-Maoist (CPI-Maoist) observing a week-long 'martyrs week'. The Home Ministry has already issued an advisory to Maoist-affected states and asked the Railway authorities to tighten security in public places and around their properties to foil any attempt by the Naxalites to strike during this period. The suspension of night operations will remain in vogue from 10 pm to 5 am between Kharagpur and Tatanagar and between Kharagpur and Adra, said a Railway Ministry official. Both the South Eastern as well as the East Coast Railways have diverted or rescheduled several trains in view of the suspension notice. In view of the ‘martyr’s week’ observance by the Maoists, the Railways have also stepped up vigil in Naxal-hit states like West Bengal, Jharkhand, Orissa, Bihar, Chhattisgarh and Maharashtra. The MHA advisory has also asked the Railway Ministry to ensure proper security to trains and passengers travelling through these states and sought deployment of additional guards in bridges and railway stations. The Railway official said special task forces have been kept on standby to meet any eventuality, while trains are being run in bunches escorted by pilot engines, the official said. Speed restrictions have also been put on the locomotives.

Two Naxal [Left Wing Extremism]-infested Districts in Maharashtra would soon get aid of INR 5.8 billion from the Centre to build infrastructure. The file in this regard has been sent to the Planning Commission for final sanction of the funds, Patil said. The funds would be used for building roads, bridges and also irrigations projects, Patil said. The bridges on rivers like Pranhita and Godavari will facilitate smooth flow of road traffic in border regions of Maharashtra, Chhattisgarh and Andhra Pradesh, he added. The State Government has proposed infrastructure developmental works of INR 18.93 billion in the Naxal-hit areas and the Centre approved the funds for the first phase, the Union Home Minister said.

Reviewing the Communist Party of India-Maoist (CPI-Maoist) insurgency in the country, the MHA said: “Naxal violence continued to cause concern. In Dantewada, Chhattisgarh, 75 Central Reserve Police Force (CRPF) and 1 State Police personnel were killed by the Maoists in an ambush on April 6, 2010.” “Unified Commands have been created in the States of Chhattisgarh, Jharkhand, Odisha and West Bengal.” “The honorarium for Special Police Officers (SPOs) has been raised from INR 1, 500 to INR 3, 000 per month. The ratio of cost sharing per SPO between the Centre and the States has been fixed at 80:20. 12,000 additional SPOs have been sanctioned to Andhra Pradesh, Chhattisgarh, Jharkhand, Maharashtra and Odisha.” On July 14, 2010, the Prime Minister Manmohan Singh chaired a meeting the Governors/Chief Ministers of 7 LWE-affected States in New Delhi. “On the development front, Government has approved an ambitious Integrated Action Plan (IAP) for sixty Districts, affected by Left Wing Extremism. It is proposed to make a block grant of INR 250 million to each District for the remaining four months of 2010-11 and INR 300 million to each District for 2011-12,” said the Ministry.

Hindustan Times reports that the Maharashtra State Government announced a development package of INR 6.54 billion for the Naxal [Left Wing Extremism]-hit Gadchiroli District for its overall development on December 16. Replying to a debate in the State Assembly Nagpur on the problems of the tribal District, the State Home Minister RR Patil said that the development package was finalised with the help of Union Government to solve various problems of the District. The State has already received INR 550 million towards two instalments of the package. It takes an integrated view of the overall development of the backward District under this INR 6.54 billion package included construction of irrigation dams, roads, national highways, bridges and etc. Of them, INR 300 million were granted for purchasing equipments, like helicopter.
