PTI reports that cadres of the Communist Party of India-Maoist (CPI-Maoist) blew up a gram panchayat (village level self-Government institution) office building and a go down in Malkangiri District during a bandh (general shut down) called by the outfit on January 2 against alleged Police excesses. Around 50 armed Maoists attacked the gram panchayat office at Panasput in Chitrakonda area of Malkangiri and drove away those inside before triggering an explosion, Police said. The Maoists also stormed a go down located near the office and blasted it with explosives before disappearing into a nearby forest, they said. Nobody was harmed or injured, they added. Meanwhile, the bandh called by Maoists in Orissa and four other States against alleged Police excesses and the proposed anti-naxal operations had little impact barring stray incidents of tree felling in Malkangiri and disruption of traffic in Rayagada District. Many Government buses stopped plying in Malkangiri and Rayagada Districts, where trees were used to block roads.

Express Buzz reports that while infrastructure programme like the rural connectivity is not making headway in the hinterland due to direct opposition from the Maoists, rural electrification programme is not facing any problem from the Maoists. Three Central agencies - NTPC, NHPC and PGCIL - executing the massive infrastructure programme in the State reported that the Government works undertaken in the Maoist-stronghold areas are going very smoothly. However, the contractors and their people have been warned against associating with the local Police and bring any Police personnel to their work sites. They have been further instructed to come to the workplace with identification card which should be visible and cooperate with the Maoists. They have been asked to suspend their works during bandh (general shut down) calls or economic blockades by the extremists, a highly placed source in the Government said. Although no significant progress has been achieved in Malkangiri, the contractors and their workers have not faced any problem in the District.

They reportedly opened a few rounds of blank fire forcing over 3,400 workers to stop mining works. They also summoned the administrative officials of SAIL raw material division to sign a declaration to cease work till January 25. The workers were warned to break all ties with CITU. Simultaneously, six armed extremists, on two motorcycles, went around a market place nearby following which the shopkeepers downed shutters.

The Communist Party of India-Maoist (CPI-Maoist) called a 72-hour bandh ( general shut down) in five States and partial bandh in three States on February 5 in protest against talks, scheduled to be held in West Bengal State capital- Kolkata, between the State Governments and the Centre on issues of price rise and internal security, reported Times of India. "We call for a 72-hour bandh on February 7, 8 and 9 fully in five states and partially in three states," Maoist leader Kishan told PTI over phone from an undisclosed location. "The states where bandh will be imposed fully are Bihar, Jharkhand, Orissa, West Bengal and Chhattisgarh," he said adding partial bandh would be enforced in Maharashtra’s three Districts- Bhandara, Godchiroli and Chadrapur, Madhya Pradesh's Balaghat District and north and south Telangana region in Andhra Pradesh. The Chief Ministers of the above States would meet Prime Minister Manmohan Singh on February 6-7 to discuss the issue of price rise. It would be followed by a meeting on internal security between Union Home Minister P. Chidambaram and Chief Ministers of West Bengal, Bihar, Jharkhand and Orissa on February 9.

Communist Party of India-Maoist (CPI-Maoist) started their week-long general shut-down call in south Orissa from April 24 through acts of violence in Koraput and Malkangiri Districts to create panic in the minds of common mass in the night of April 23, reports The Hindu. A group of armed Maoists and their supporters stuck at Podapadar in Narayanpatna block of Koraput District. They damaged two uninhabited Government quarters there. Further, the Maoists dug up the road and cut down trees to block the Narayanpatna-Bandhugaon road. They cut down trees to block the road at Govindpalli ghat disrupting road communication between Malkangiri and Jeypore in Koraput District. In most places Maoists left banners and posters against the proposed major joint operation against them.

Indian Express adds that as per sources in the Union Ministry of Home Affairs (MHA), the 48-hour bandh called by Maoists in Bihar, Jharkhand, Chhattisgarh, West Bengal and Orissa was primarily prompted by the arrest of Maoist leaders Shambhu (Bihar) and Chandrasekhar Gorebale (Karnataka). Apart from this, say sources, the Maoists had also been rattled by other successes by Security Forces recently, including a raid by the Central reserve Police Force in Gaya (Bihar) jungles yielding a large amount of explosives and the destruction of a Maoist camp near the Jharkhand-Orissa border.
