PTI reported that the Communist Party of India-Maoist (CPI-Maoist)-sponsored Jharkhand bandh (general shut down) on January 2 evoked partial response with no untoward incident being reported from anywhere in the State. According to officials the bandh had affected life in some rural pockets in Palamu, Giridih, Hazaribagh, East and West Singhbhum Districts. Normal life remained unaffected in the state capital Ranchi and other District headquarters. While majority of the long-distance buses did not ply, several trains under Dhanbad Division of the East Central Railway were either cancelled or diverted. The bandh was called in Jharkhand, Orissa, Bihar, West Bengal and Chhattisgarh in protest against alleged "police atrocities and violation of human rights by government machinery".

PTI reports that cadres of the Communist Party of India-Maoist (CPI-Maoist) blew up a gram panchayat (village level self-Government institution) office building and a go down in Malkangiri District during a bandh (general shut down) called by the outfit on January 2 against alleged Police excesses. Around 50 armed Maoists attacked the gram panchayat office at Panasput in Chitrakonda area of Malkangiri and drove away those inside before triggering an explosion, Police said. The Maoists also stormed a go down located near the office and blasted it with explosives before disappearing into a nearby forest, they said. Nobody was harmed or injured, they added. Meanwhile, the bandh called by Maoists in Orissa and four other States against alleged Police excesses and the proposed anti-naxal operations had little impact barring stray incidents of tree felling in Malkangiri and disruption of traffic in Rayagada District. Many Government buses stopped plying in Malkangiri and Rayagada Districts, where trees were used to block roads.

A goods train was also derailed in the incident. The CPI-Maoist had called for a 24-hour bandh (general shut down) in Palamau commissionary on January 5 to protest against the alleged custody death of Rajendra Yadav, a resident of Tiladi village in Chattarpur. Express Buzz reports that while infrastructure programme like the rural connectivity is not making headway in the hinterland due to direct opposition from the Maoists, rural electrification programme is not facing any problem from the Maoists. Three Central agencies - NTPC, NHPC and PGCIL - executing the massive infrastructure programme in the State reported that the Government works undertaken in the Maoist-stronghold areas are going very smoothly. However, the contractors and their people have been warned against associating with the local Police and bring any Police personnel to their work sites. They have been further instructed to come to the workplace with identification card which should be visible and cooperate with the Maoists. They have been asked to suspend their works during bandh (general shut down) calls or economic blockades by the extremists, a highly placed source in the Government said. Although no significant progress has been achieved in Malkangiri, the contractors and their workers have not faced any problem in the District.

The strike evoked a mixed response as urban areas remained unaffected but normal life was hit in villages. While the strike call evoked no response in Patna, Gaya, Muzaffarpur, Bhagalpur and Purnea, it affected life in Aurangabad, Jehanabad, Arwal and Gaya Districts. As reported earlier Subodhji, Bihar-Jharkhand special area committee member of the CPI-Maoist, was arrested by the Special Task Force and the District Police in Patna on January 15.

The Communist Party of India-Maoist (CPI-Maoist)-backed People's Committee against Police Atrocities has called for a 12-hour bandh (general shut down) in three Maoist-affected Districts of Purulia, Bankura and West Midnapore on January 19 (today) to protest against the alleged killing of two of their supporters by joint-security forces. The PCPA vice-president Santosh Patra told PTI over phone that a PCPA supporter Kajal Soren was allegedly shot dead by joint-forces on January 15 and his wife Sabitri Soren was then raped and killed when she went to lodge a protest against the killing. "In protest against this illegal killing and brutal rape and murder, we call for a 12-hour bandh in three districts namely Purulia, Bankura and West Midnapore on Tuesday [January 19]," Patra said. Patra alleged Kajal and Sabitri, residents of Goaltore in Jhargram sub-division of West Midnapore District, were leading a demonstration for the withdrawal of joint-forces from Lalgarh when security men opened fire killing Kajal and injuring five others.

The indefinite shutdown called by the CPI-Maoist-backed People’s Committee against Police Atrocities (PCPA) in three West Bengal Districts against alleged atrocities by the joint Security Forces evoked partial response on the second day on February 3, reports IANS. The Police said that the shutdown had an impact in Jhargram and its peripheral areas of West Midnapore District, Barikul and Ranibandh in Bankura District, but Purulia District remained unaffected. However, schools and colleges functioned normally as educational institutions were kept out of the purview of the shutdown called by the PCPA, which also demanded immediate withdrawal of the joint forces deployed to combat Maoists.

The Communist Party of India-Maoist (CPI-Maoist) called a 72-hour bandh ( general shut down) in five States and partial bandh in three States on February 5 in protest against talks, scheduled to be held in West Bengal State capital- Kolkata, between the State Governments and the Centre on issues of price rise and internal security, reported Times of India. "We call for a 72-hour bandh on February 7, 8 and 9 fully in five states and partially in three states," Maoist leader Kishan told PTI over phone from an undisclosed location. "The states where bandh will be imposed fully are Bihar, Jharkhand, Orissa, West Bengal and Chhattisgarh," he said adding partial bandh would be enforced in Maharashtra’s three Districts- Bhandara, Godchiroli and Chadrapur, Madhya Pradesh's Balaghat District and north and south Telangana region in Andhra Pradesh. The Chief Ministers of the above States would meet Prime Minister Manmohan Singh on February 6-7 to discuss the issue of price rise. It would be followed by a meeting on internal security between Union Home Minister P. Chidambaram and Chief Ministers of West Bengal, Bihar, Jharkhand and Orissa on February 9.

The Maoists also set several houses in the village ablaze and abducted more than half a dozen villagers. Dutt described the incident as revenge killing by Maoists, because the villagers were not supporting the Maoists. The Maoists have called a 48-hour bandh (general shutdown) in West Bengal on December 5, starting from December 8 to protest against the arrest of four State Committee members, including State Secretary Kanchan. CPI-Maoist State Committee member Ashim Mondal alias Akash said: 'State secretary Kanchan da (elder brother) and other State Committee members – Ajoy da, Bidyut da and my wife, Anu, and party supporter Shankar have been arrested by city Police.' 'We will observe a shutdown on Dec 8-9 to protest against the arrests,' he said. 'By arresting the political leaders the state government is closing the doors for talks with the Maoists,' he said.

The Maoist-backed Peoples' Committee against Police Atrocities (PCPA) called for a 24-hour bandh (general shutdown) on December 20 in three Maoists-dominated Districts of Purulia, Bankura and West Midnapore. “The shutdown has been called in the three Districts as the common tribal people living in the areas were facing torture and harassment from the joint forces and armed cadres of the Communist Party of India-Marxist (CPI-M),” a PCPA spokesman told IANS on phone from Lalgarh area of West Midnapore. “We demand that the Government and Administration should stop atrocities on our people and urge people to support the shutdown,” the spokesperson added.
