Central Government is pumping in INR 5.8 billion under the non-plan security-related expenditure scheme (SRE), a special security scheme which would include strengthening road connectivity and recruiting 12,000 more Special Police Officers (SPO) to boost its fighting power against the Communist Party of India-Maoist (CPI-Maoist) in mineral-rich central and eastern India. The Government has decided to raise the number of its focus Districts to 60 from the current 35. The new focus Districts, according to the sources, are in West Bengal and Madhya Pradesh. "Over INR 2 billion has already been released under SRE," an official familiar with developments told IANS. He said that over INR 3.2 billion would be released before March. SRE would include expenditure on logistic details and camp facilities for security forces, hiring of vehicles, helicopters, weapons or communication equipment, building road connectivity and bridges. It also includes the ex-gratia grant paid to families of the victims of Maoist violence, special training given to police personnel and provision of insurance for police personnel involved in anti-Maoist operations.

Indian Express reports that the Jharkhand Government proposes to set up a new force called State Industrial Security Force (SISF) to provide security to industry and banks in the Communist Party of India-Maoist (CPI-Maoist)-infested areas, in the State Budget presented in the Assembly by Deputy Chief Minister Hemant Soren on March 7. The battalion of SISF, comprising ex-servicemen, planned to be raised will be recruited and their training will be completed by the end of fiscal year 2011-12. To deal with the Maoists, the Budget proposes to open 92 Police Stations and strengthen the Special Branch of the Police by setting up Cyber Security and Surveillance System and Intelligence Training School for its staff. Soren, presented a deficit budget of INR 38.6577 billion, said 18,000 Police posts were vacant. Of these, 11,000 posts of constables and 850 posts of Sub-Inspectors would be filled up in the coming financial year. "In order to overcome the problem of the Naxalites [Left Wing Extremism], the administrative officers were sensitised. The effort was also being made to help improve institutional system," Soren added.

Telegraph reports that the Odisha Government has decided to raise another 50 Special Operations Group (SOG) to combat the Communist Party of India-Maoist (CPI-Maoist) menace in the State. State Home Secretary U. N. Behera said, “The State has already formed 50 SOG units comprising 1,800 jawans [troopers]. Another 1,800 jawans will be recruited under the SOG units.” “We have plans to recruit another 5,000 constables to fill up the vacancies. The Government has already given the financial approval,” Behera added. Apart from raising the SOG units, the Government is also planning to set up four counter-insurgency anti-terrorists (CIT) schools in the State. Behera said the proposed CIT schools would impart training to the troopers of Odisha Police. The schools would come up at Chandaka, Rourkela and Koraput. Similarly, Police training schools would also come up at Bairi and Sambalpur. The Odisha Government has also decided to urge the Centre to initiate steps in providing an 18-seater chopper to the State. “We have started negotiating with the Pawan Hansh. During our proposed meeting with the cabinet secretary, we have decided to raise this issue,” said a senior officer. Five battalions of the Border Security Force (BSF), seven battalions of the Central Reserve Police Force (CRPF), 50 units of the SOG, four battalions of the India Reserve Battalions (IRB) and personnel of one Commando Battalion for Resolute Action (CoBRA) battalion have been put into service across the Maoists-infested Districts in the State. While the BSF has been deployed in Malkangiri and Koraput, CRPF troopers have been posted in Rayagada, Gajapati, Sundergarh, Kandhamal, Mayurbhanj, Deogarh and Keonjhar.

The Odisha Government has drawn up plans to develop roads with an investment of INR 21 billion during the fiscal 2011-12, reports orissadiary.com. The State Government has decided to develop 800 kilometres stretch of roads along with construction of Road Over Bridges (ROBs) during the current financial year under different schemes under the State Plan and Non-Plan, works secretary SK Ray said after a high level meeting on the State Road Projects held in Bhubaneswar, presided over by Chief Minister Naveen Patnaik at the State Secretariat. As many as 14 major on-going road projects, covering five Left Wing Extremist (LWE) Districts, would be provided more funds to accelerate their early completion. The proposed ROBs to be taken up at the Lingaraj Passenger Halt, VSS Nagar, Saheed Nagar in Bhubaneswar, Balugaon-Banpur and at Soro, he informed.

The road transport ministry is finalising a proposal to develop 1,100 kilometres of road corridor along the Andhra Pradesh border linking it with Maharashtra, Orissa and Chhattisgarh. The latest plan to expand the road network tops up a 2009 project worth INR 73 billion to build 5,477 km of two-lane roads in the 33 Left Wing Extremist (LWE) hit Districts across eight States. "Areas along the Andhra, Chhattisgarh, Maharashtra and Orissa border are worst-hit by the Naxal [LWE] menace. The road network will bring development there, a part of the Centre's strategy to wean away the Naxalite support," said an official involved with the project. The two-lane corridor will cost approximately INR 25 billion.

The Integrated Action Plan (IAP) -- under which the Centre has directly released INR 15 billion to Naxal [Left Wing Extremism]-affected Districts and left it to the discretion of a District-level committee comprising the District Collector, Superintendent of Police and District Forest Officer to earmark the development and infrastructure projects on which they are spent - has resulted in the initiation of works worth INR 27.32 billion in 60 Naxal-affected Districts, reports Economic Times. This initiative was piloted by Union Home Minister P Chidambaram and was cleared by the Union Cabinet. Of the INR 15 billion released, the District Administrations have spent Rs 7.026 billion so far on works ranging from setting up of drinking water facilities and sanitation, construction of school buildings, roads and health centres, and electrical lighting. Further, through the IAP, INR 250 million and INR 300 million would be directly disbursed to the District-level officials for 2010-11 and 2011-12, respectively.

The State Government has decided to include all the blocks (administrative division) in the National Rural Livelihood Mission (NRLM) by the end of the Twelfth Five Year Plan, reports IBN Live. The decision was taken at a meeting presided over by Chief Minister (CM) Naveen Patnaik in Bhubaneswar on July 8. Odisha is the first State in the country to launch the NRLM. The programme will be taken up initially in the Naxalite [Left Wing Extremism]-affected Districts and later extended to other areas. It was decided that blocks in which Western Orissa Rural Livelihood Project (WORLP) and Odisha Tribal Empowerment and Livelihoods Programme (OTELP) are being implemented will be included in the Mission scheme in the first phase. The CM also reviewed the implementation of the Targeted Rural Initiatives for Poverty Termination (TRIPTI) scheme. Out of 1,020 gram panchayats (village level local self-Government institution), in which the TRIPTI programme will be implemented, identification of beneficiaries and livelihood programmes have been finalised in 710 gram panchayats.

Bihar Police will spend INR 300 million for the purchase of bulletproof prefabricated barracks, which are currently being used by Central Police Organizations (CPOs) engaged in forward areas and a few States, including Chhattisgarh, reports The Times of India. According to a senior Police officer, around 50 such barracks would be installed in 15 Districts. Each barrack would be like a house as it would have bathroom, kitchen, dinning hall, toilet and bedrooms. It could be dismantled, transported to different places and set up as per the need, and would have the capacity to house 20 to 50 sepoys depending on its size. Each barrack would cost around INR 4-5 million or a little more. Apart from the bulletproof barracks, the Police headquarters would also purchase barbed wire to fence barracks, lighting facilities and generators.

Expressing concern over Maoists again assembling in certain areas of West Bengal, intimidating people and even resorting to violence, which recently claimed the lives of two persons in West Midnapore District, Chief Minister Mamata Banerjee said that she still believed good sense would prevail on them, reports The Hindu. “They can talk, discuss, negotiate, but murder is a criminal offence,” she said even as she welcomed those among them who wanted to return to the national mainstream. “No one has the right to murder,” she emphasised. The Chief Minister announced that her Government would provide a compensation of INR 200,000 to each of the families of the civilians whose kin were killed in Maoist attacks to be supplemented with the INR 300,000 financial assistance available from the Centre. “It will be given to those either murdered in attacks by Maoists or while resisting them,” she said. “Besides this package for civilian families, we are also considering providing either a government job to a member or a monthly pension,” Banerjee said. Her Government was working towards solving the problem of left-wing extremism through development and pursuing the peace process, Banerjee said, adding, “I do not believe in the politics of killing.”

"In the heart of the country, these two places are liberated zones. Our officers - be it deputy commissioners, block development officers or anganwadi workers and health employees - don't venture into these places of Jharkhand and Chhattisgarh. The public distribution system is not working," said the rural development minister, who was in Jharkhand to review projects in Saranda forest in West Singhbhum District. "We will develop all 56 villages in the Saranda forest as model villages. We will replicate it in other areas like Jungle Mahal in West Singhbhum and Abujhmad in Chhattisgarh. The Union government will spend Rs 277 crore for development work in Saranda, which includes construction of roads measuring 140 kilometres," said Ramesh. "It is because of non-functioning of post offices and banks in Maoist-dominated areas of Jharkhand, I have allowed the state government to make cash payment to beneficiaries of schemes under MGNREGA. I am hopeful that now when the workers will get cash payment, more people will come forward for work," he added.

The Union Cabinet on December 7 approved the proposal to extend the Integrated Action Plan (IAP), a scheme meant for carrying out development works in Naxal [Left-Wing Extremism]-affected Districts through local administration - to 18 more Districts with Andhra Pradesh getting one-third of it as "peace dividend", reports The Times of India. The scheme will now be implemented in 78 districts across nine Naxal-affected States from the next fiscal (2012-13).
