Meanwhile, Chief Minister (CM) Naveen Patnaik on January 8, expressed concern over inroads made by the Left Wing Extremism (LWE) in four central Odisha Districts and asked senior Police officers to pay special attention to curb their influence, reports The Hindu. Addressing the valedictory function of senior Police officers’ conference in Bhubaneswar, CM Patnaik said, “The Left wing extremism continues to be a major concern for the State. Though we have been able to contain the menace to the areas bordering our neighbouring States, the recent movement and activities of the Maoist cadre in the districts of Bolangir, Kalahandi, Kandhamal and Boudh is worrisome.” “We should handle this new development effectively. We have already created adequate resources in terms of manpower, equipment and other logistics supplemented by the deployment of central armed police forces. There is no reason why the police leadership cannot counter the inroads made by the Maoist into the central Odisha,” the Chief Minister pointed out.

The Odisha State Government has decided to chalk out a ‘new strategy’ to check Left-Wing Extremism (LWE) in the State, particularly Balangir, Kalahandi, Kandhamal and Boudh Districts at the unified command meeting on January 13, reports The Times of India. Earlier, Chief Minister (CM) Naveen Patnaik said LWE continues to be a major concern for the State at the senior police officers' conference. "To tackle the Maoist menace in the State, the meeting focused on two crucial issues - strengthening intelligence gathering network and proper coordination between local Police and central paramilitary force," a senior police officer, who attended the meeting, said requesting anonymity.

Ramesh said the duo had plans to attack employees and damage machines of Dilip Buildicon, the firm that has been assigned the INR 4.1 billion project aimed at converting the 80 kilometres RamgarhBokaro stretch into four lanes. But following a tipoff, a Police team arrested the rebels near Dilip Buildcon's camp office at Beltand before they could execute their plans. "Maoists wrote a letter to MS Dilip Buildicon in the second week of this month, demanding 10 per cent of the project cost as levy. The mail, carrying the letterhead of North Chhotanagpur Maoist Committee, also threatened the firm officials of dire consequences if they failed to pay up. Subsequently, we had beefed up security at its camp office. But, yesterday, we received a tipoff about the Maoists' plan to damage machineries being used in the construction and attack the workers. Immediately, we laid a trap to nab them," the SP said. "The security men hid in bushes and pounced on the duo as they tried to go near the camp office. During interrogations, the duo admitted that they had come to attack the employees as the firm did not pay the levy," said an officer. Further investigations revealed that the Maoist squad, led by ‘area commander’ Santosh Mahto, served similar threat letters to the owners of three stone crushing units and the contractor engaged is building Narki Bridge in Gomia recently. Led by Dinesh Manjhi, a gang, also comprising Manga Manjhi, Dhaneshwar Manjhi, Babuchand Manjhi and the two arrested, has been collecting levy from firms, contractors and government engineers working in the area for quite some time now.

The Centre will come up with 100 All India Radio (AIR) Stations in Naxal-Left Wing Extremist (LWE) -affected States in the country and the fiwin the confidence of the people who are residing in the insurgency-hit areas. “Private radio channels still fear setting up radio stations in Naxal-affected areas and that is one of the reasons we have decided that AIR itself will set up 100 radio stations by 2017 to tackle the menace of Naxalism in the country,” said Minister of State for Information and Broadcasting Rajyavardharst Radio Station will be constructed in Gadchiroli District of Maharashtra, reports The Asian Ageon February 16. The Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra has said Maoist menace is coming back again in Odisha and Telangana after lying low for some time with the overall situation in Left-Wing Extremism (LWE)-affected States remaining "fluid", reports The Times of Indiaon February 19. The DG said while LWE activity in Odisha had by-and-large cleared up, it is now "coming back" in Narayanpatna area of Koraput District. He added "There could be many reasons (for this) -- non-application of Standard Operating Procedures or lax Policing. The inherent danger is always there...even in Telangana and some places in Andhra Pradesh." "As of now, I would say the situation is fluid but if the drive (operations and development together) continues as it is at the present, then I think it (Naxal violence) is going to take a turn for the better only. There shouldn't be any let down (in operations and development works) in affected areas," he said when asked to give his assessment of the Left Wing Extremism situation in the country. He also said "But, you cannot wish away the problem (Naxal violence) till the area under their control is taken back totally. We have to create a development hub in these areas so that after security forces conduct an operation, the gap is filled up by ushering in development works in such areas. "The idea is that Maoists do not get space to organise themselves back."

The Union Minister of Home Affairs (UMHA) Rajnath Singh on February 18 reviewed the Naxal-[Left- Wing Extremism (LWE)] situation of Andhra Pradesh (AP) in Visakhapatnam where he credited security agencies, developmental programmes and policies of the State Government for the improved scenario, reports The Deccan Chronicle. He said the LWE activities across States were restricted to 141 districts in 2015 from 162 districts in 2014. The State has already completed construction of 11 fortified police stations, the Minister was informed. The UMHA has also approved one extra battalion of Border Security Force (BSF) personnel to AP. Assuring the State Government of speedy clearance of projects, the Minister said under the Road Requirement Plan (RRP)-2, the Centre has approved laying of 1,200-km of roads in AP out of total 5,400-km to be laid across the country. Construction of 53 mobile towers has been allotted under the first phase to boost the communication network in LWE-affected areas of AP. Of these, 33 towers have already been activated. According to the UMHA, in 2014, there were 1,091 incidents of Maoist violence in the 10 States in which 310 people lost their lives. In 2015, of the 226 deaths, 168 were civilians and 58 were Security Force (SF) personnel. Further, as many as 89 Maoists were also killed and 1,668 were arrested and 570 cadres surrendered before authorities during the year. They will aid security forces and bridge the disconnect between the far flung areas under Maoist influence. The remaining 20 are under construction, the meeting was informed.

Senior Police officers said the number was achieved after a shift in strategy that has seen an increased use of District Reserve Group (DRG), a unit of the State Police, that has among its recruits several surrendered Maoists. Bastar Inspector General of Police (IGP) S.R.P. Kalluri said, “The turning point in Bastar has been the use of the DRG. I have no hesitation in saying that much of the credit goes to lower rung surrendered Maoist cadres, who have specific information. They never lose their abilities in a jungle, and they are motivated to see that Naxalism ends so that they can go back to their villages.”

The DG said while LWE activity in Odisha had by-and-large cleared up, it is now "coming back" in Narayanpatna area of Koraput District. It is all a part of a bigger conspiracy to render the indigenous Tribals landless. Tribal women are being gang-raped. In a written reply to a question raised by Congress Member of Legislative Assembly (MLA) Deepak Baij, Local-Self Government Minister Ajay Chandrakar, who is in-charge of the Home Department, said, “543 encounters took place between Police and Naxalites from 2013 till January 2016 in the Maoist-affected districts of Chhattisgarh”. A maximum of 52 LWEs were gunned down in Bijapur, where 14 security personnel also lost their lives during this period. Also, 48 Policemen and 29 LWEs were killed in Sukma District, the Minister said. Moreover, a total of 852 LWEs cadres surrendered in the State in the last three years and a sum of INR 149.37 lakh was given to them as relief aid. Besides, 20 of them were also given government jobs, he said.

Of this, Jharkhand has the highest number of abductions and killings. While there were eight abductions in Jharkhand, two of them lost their lives at the hands of the Communist Party of India-Maoist (CPI-Maoist). Chhattisgarh followed with four abductions and two killings. Last year (2015), there were 115 incidents of abduction by Maoists in which 62 people lost their lives. Chhattisgarh had the highest number of incidents at 39 followed by Jharkhand at 30.

In a written reply to a question from Duryodhan Majhi, Bharatiya Janata Party (BJP), the Chief Minister said the killed security personnel included 36 from Andhra Pradesh and nine from Chhattisgarh. He said 152 Maoists were killed in Police encounters during the period. As many as 919 Maoist-related violent cases occurred in the State since 2005, he added.Further, the CM added that annual incidents of violence related to CPI-Maoist have remained below 100 during the last four consecutive years in Odisha, reports The Hindu on March 29. Since 2013, the number of LWE violence reported from different districts has come down below 80 per year in sharp contrast over 100 incidents of violence each in preceding four years, said CM Patnaik. The year 2009 was the worst year in terms of numbers of violence. In that year, 148 such cases were reported while the following year (2010) too witnessed large incidents of violence. But in last three years, 2015, 2014 and 2013, numbers of violence in each year remained between 70 and 80. Till February 29, 2016, there has been report of 26 such cases. Security Forces have managed to neutralise over 20 Maoists in a year on four occasions. The CM said since 2014 as many as 171 Maoists had surrendered before the State Government. But out of 171, only 68 Maoists surrendered and joined the rehabilitation policy. Two of these surrendered Maoists were members of Central Committee and State Committee. At present, 19 Districts of Odisha are affected by the Maoist violence while there are recent reports of Maoist activities in Boudh and Angul Districts. To combat the Maoists, 17 battalions (9 CRPF and 8 BSF battalions) of Central Armed Police Force are supporting the State police. Odisha has received INR 2,955.79 crore under the Integrated Action Plan, Security Related Expenditure Scheme, Special Infrastructure Scheme, Construction and Strengthening of Fortified Police Scheme and Modernisation of Police Forces Scheme.

Following a spurt in Maoist activities in areas bordering Chhattisgarh, Andhra Pradesh and Jharkhand, operations would be intensified in these areas very soon, he added. A source in the District Administration office said Maoists had asked villagers to send "at least one child from each family for induction". The rebel outfit recruits children in its bal dasta (child squad). The District Police had earlier saved 24 children, including 14 girls, in March from the clutches of Maoists after their parents sought protection. Gumla District Collector Shrawan Sai said on May 2, 84 children in the two residential schools in Bishunpur and Ghaghra blocks would stay in hostels. The schools are run by the Welfare Department. Most of the students are from villages in Bishunpur, Ghaghra and Nirasi blocks, which are tribal-dominated. Sai said 200-odd children, 50 percent of whom are girls, from Maoist-affected villages have enrolled and all of them would be shifted to the two newly constructed buildings. The District Collector made it clear that only those children "staying in the two hostels" would not be permitted to go home for summer holidays.

Armed with bow and arrows and other traditional weapons, youth in the area can be seen patrolling the peripheral areas of their villages throughout the night to ban the entry of Maoists. The practice started two months ago in Kumakoleng and Nama villages that are under Kumakoleng gram panchayat located about 22 kms from Tongpal Police Station on the National Highway- 30 which connects Jagdalpur to Sukma. “We were disturbed with the Maoists’ act of obstructing development which had resulted lack of power supply and no proper road connectivity in our villages. In the name of police informers, innocent villagers have been killed,” Aayta Karma, a resident of Nama village, said. “Braving Naxal threats, the youth from these two villages have decided not to allow anymore violence in the area. Now we want development and peace,” Karma added. “While patrolling, youth come face-to-face with Naxals twice, but on both the occasions the ultras fled after facing strong opposition from us,” he said. “Villagers from Kumakoleng have requested us to set up a police camp in their area which is quite in the interior. We have assured them to think over it. As of now, we have stepped up patrolling in the region to ensure security to them,” Sukma Additional Superintendent of Police (ASP) Santosh Singh said.

The ambitious plan to deploy such a large number of women in the most challenging combat theatres in the country's internal security domain got moving, with a batch of 567 women passing out from the force's training centre in Ajmer last week. K. Durga Prasad, CRPF Director General (DG), said the batch will now be deployed in phases in LWE areas in the 'company formation' style, which means about 100 personnel at one time. "These women have been trained keeping in mind the LWE tasks rendered by us. We thought to give them the toughest assignment in the initial years of their service itself," Prasad said.

This comes days after the Maoists warned security personnel of retaliation alleging police excesses in the cut-off area. The programme comprised rural sports and games, entertainment, folk dance, awareness drive and medical camp with a message against the Maoists apart from addressing the grievances of the villagers. Over 5,000 tribals from 20 nearby villages attended the programme. "The villagers were made aware of the anti-tribal and anti-development attitude of the rebels and urged to join hands with administration for their all-round development," said Deputy Inspector General of Police (DIG) (South-West Range) S. Shyni, who interacted with the villagers at the programme. The Guntur Police arrested a woman Maoist leader identified as Bhutam Annapurna alias Aruna, who came to the capital region on the pretext of taking treatment last month (April). Through some organisations, which are fighting against the government for allegedly destroying greenery along Krishna river bund and in getting suitable compensation to the land losers, Maoists are trying to meet some farmers and those who are feeling distressed. A top Police officer said there are no underground activities in the capital region but there was information on movement of Maoists in Krishna and Guntur Districts. The CPI-Maoist was first banned along with its affiliates in Chhattisgarh in April 2006 under section 3 of Chhattisgarh Special Public Security Act-2005, and since then the State Government has been extending the ban every year. The six frontal organisations of the Maoists that have also been banned are -- Dandakaranya Adivasi Kisan Mazdoor Sangh, Krantikari Adivasi Mahila Sangh, Krantikari Adivasi Balak Sangh, Krantikari Kisan Committee, Mahila Mukti Manch and Jantana Sarkar. The ban will be effective from April 12, 2016, for the next one year, the official added.

At least 17 armed groups are active in Jharkhand but Police say that most of them are just running extortion rackets targeting businessmen and the salaried. Besides, some of these gangs are also accused of raping women and trafficking girls. Sources said the trigger for the decision was the murder of a television journalist in Chatra District, allegedly by a splinter Maoist outfit for his refusal to pay ‘tax’ to the outfit. “Unlike the Maoists, the various other armed groups operating from our jungles like People’s Liberation Front of India (PLFI) and Tritiya Prastuti Committee (TPC) have no ideology. They extort money and indulge in violence. They do not deserve mercy and needs tough treatment,” Das said. Communist Party of IndiaMarxist (CPIM) legislator Sunnam Rajaiah, in a statement on August 17, severely condemned the alleged kidnap by the Communist Party of IndiaMaoist (CPIMaoist), of five Adivasi villagers from Pega village of Chintoor mandal (administrative unit) in East Godavari District, reports The Hindu. The villagers, Kangala Muttaiah, Sode Dulaiah, Kangala Nagaiah, Kanithi Ramaiah and Kangala Satyam, were working in their field when they were kidnapped on the pretext of being ‘Police informers’, Rajaiah alleged. All the five were taken to Chhattisgarh, and reportedly tied to trees, Rajaiah said, claiming that they were taken away on the basis of wrong information. Family members of all the five were under fear, as there was threat to their lives. The issue has already been brought to the notice of Civil Liberties Committee leaders and Virasam foundermember Vara Vara Rao, he said.

Mullick said that two top Maoists, identified as Amitabh Bagchi alias Anil and Taufid Mullah alias Kartik, whom their leader Kishenji has been claiming were arrested in Patna on August 19, were arrested from the Ranchi railway station only in the evening of August 24, reports PTI. He said that Anil, a politburo member and Kartik, a state committee member of the outfit, were arrested on a tip off from the Ranchi railway station. They were produced in a local court which remanded them to police custody for six days. Baghchi is a resident of Shyambazar in Kolkata and Mullah of Murshidabad District in West Bengal, Mullick added. Times of India adds that Anil and Kartik were produced in the Chief Judicial Magistrate court in Ranchi and forwarded to the Birsa Munda Central jail (Jharkhand). It quoted Mullick as saying that the duo was arrested while trying to board a Patna-bound train at the Ranchi railway station. An FIR has been lodged against them in the Chutia Police station under various Sections, including 121 Indian Penal Code (waging a war or attempt to wage a war against the government of India), Mullick said.

The incidents of Communist Party of India-Maoist (CPI-Maoist) violence have come down by 54 per cent in the country, Union Home Minister (UHM) Rajnath Singh said on September 2, adding it was his Government’s desire to bring an end to Naxalism [Left Wing Extremism (LWE)], militancy and terrorism, reports Financial Express. “There is no place for violence in a developed society and it is my desire to see that instances of Naxalism, militancy and terrorism are brought to an end in this country,” Singh said while speaking at the regional training centre of the ‘Greyhounds’, the special anti-Naxal operations force of Telangana and Andhra Pradesh located on the outskirts of the city of Hyderabad. Singh also said the Maoists morale at present is at its lowest and the incidents of Naxal violence have come down by 54 per cent in the various LWE-hit States of the Country. Sources claimed one of the accused may have carried out Naxal operations under the garb of a real estate firm.Police claim to have recovered 125 detonators, three 32 bore pistols, one 9 mm pistol, three 315 bore country-made revolvers, more than 80 cartridges, two laptops, 13 mobile phones, cash amounting to INR 75,000, apart from four cars and a motorcycle, from the men. Arun said an INSAS (Indian Small Arms System) rifle, “belonging to one of the forces”, and two other recovered rifles were of “very good quality” While five of the Maoists were arrested on Saturday night from Noida, four were arrested from nearby Sadarpur area around 4 am on Sunday. Apart from Ravidas, Ranjit Paswan and Krishna Kumar, Pawan Kumar Jha (25), Sunil Kumar Yadav (25), Shailendra Kumar (41), Sachin Kumar (28), Suraj (22), Ashish Saraswat (18), and Brij Kishor Tomar (22) were arrested. Six of the accused — Ravidas, Paswan, Sachin Kumar, Saraswat, Tomar and Suraj — are from UP. The others are from Bihar. Western UP, from where three of the men come, has virtually no Naxal presence. The State Government is ready for talk with any side, including the Communist Party of India-Maoist (CPI-Maoist), to solve the Naxal issue. “Government’s doors for talks with Naxals are always open provided that the dialogue must be under the purview of democracy and constitution,” State’s Home Minister Ramsewak Paikra said in a statement. The Minister said Chief Minister (CM) Raman Singh had already said many times in past that the Government is ready for peace talk with Naxals if they shun violence and arms. Moreover, the CM had also said that the Government was ready to embrace Naxals, who want to surrender and join the mainstream, Paikra said. The State Government has formulated an attractive surrender and rehabilitation policy for the Maoists who wish to surrender and lead a peaceful life, he said, adding that surrendered cadres are taking benefits of the policy. “The government’s policy and intention is clear for a permanent solution of the Maoist problem,” he said. In a press release sent to the media and signed by CPI-Maoist Andhra Pradesh State committee official spokesman Shyam on October 26, the Maoists said the AOB encounter was a major covert operation, in which 6,000 Police personnel were used. He alleged that Police utilised the services of some covert operatives to lace the food served to the Maoists with sedatives, and gunned down the leaders and dalam (squad) members after they fell unconscious. In the five-page release, the Maoists said they would also eliminate former Naxalites [Left Wing Extremists (LWEs)] who joined hands with the Police. “The AOB encounter is a planned attack by the State and Central governments. In the name of law, Constitution and democracy, police are protecting ‘political fraudsters’ and killing Maoists with an eye on awards,” Shyam alleged. The banned outfit said Greyhounds commando Abu-Bakr did not succumb to bullet wounds as claimed by Police, but accidentally slipped into water during the operation. According to the publication the Peoples Liberation Guerrilla Squad (PLGS) had warned one Kochu Ravi, who allegedly gather information for the Police and spread lies about the Maoist movement among the tribals living in the Pattakkarimbu colony. "Ravi, who hails from Thiruvananthapuram, is a non-tribal who works as forest watcher," it said. "The people's liberation guerrilla squad members have warned him of severe punishment if he continued with such activities," said the publication and alleged that the Government was trying to create a chain of informers by promising money and mobile phones. The warning against Ravi was applicable to the all those who were engaged in spying and if they did not stop helping Police the Maoist party would be forced to take punitive action against them, the article said. Similar kind of operations would be carried out in other parts of Bastar,” IGP Kalluri said. He further said that joint operations are being carried out concurrently in all parts of Bastar region. Speaking on the backdrop of killing of Mundagaon Naxal LOS (local organisation squad) ‘deputy commander’ Boti Kashyap at Narayanpur wherein a 12 bore gun a Self-Loading Rifle (SLR) and other items were seized, the IGP said that whatever Security Forces (SFs) get after encounter or searching are made public. He said that from June 2014 and by 2016, 45 automatic arms have been recovered from Left-Wing Insurgents. Notably, according to a report of the Union Ministry of Home Affairs (UMHA); during the same period 1,915 arms have been recovered from Left Wing Extremists from various parts of the country. Officials told that they have been alerted by bank authorities following high transactions in these accounts during November 10-15. The bank accounts had deposits of INR 60 million during the period. He added that Communist Party of India-Maoist (CPI-Maoist) might have deposited the old notes in these accounts to redeem the defunct money.Meanwhile, more than 50 banks in Naxal-hit areas of Chhattisgarh have recorded deposits of nearly INR 200 million within two weeks till November 22, reports The New Indian Express. Based on an intelligence report, transactions in these accounts have been put on hold. Police suspect the money deposited belonged to the Naxals and that the latter is using the bank accounts of other people to escape the demonetisation drive.Special Director General (Naxal Operations and Special Intelligence Bureau) Durgesh Madhav Awasthi told: “We have issued an instruction that after demonetisation. The Naxals will bring out huge hoarded money buried in the ground for mobilisation in a bid to save it from becoming illegal tender. They are applying the two-way approach to save their money: first, they are returning old money to their contractors and asking them to provide new currencies after getting it converted; secondly, they are using their rural and urban networks to deposit their money in banks.” “We are getting such information from all eight Naxal-hit districts. In the last three to four days, we have identified people in whose accounts money was deposited, and have sent their names to the Superintendent of Police (SP), Collector and banks, asking them to stop transactions in such accounts till it is established that the deposited money belongs to account holders. The depositors will themselves speak about the source of money. It is also possible, in some cases, that money belongs to the depositors,” he said. “However, as per information, Maoists have deposited big amounts in the accounts of people having very little transactions or having ‘Jan Dhan’ accounts. I have instructed Superintendents of Police and bank officials to inquire into such accounts. More than 50 accounts have been traced so far, but their numbers are increasing. We have information of Rs. 15-20 crore being deposited in such accounts,” he added.

Union Home Minister (UHM) Rajnath Singh on November 25, said he is confident that the threat of Naxal [Left Wing extremism (LWE)] violence in the country will be completely eliminated in the country in the next five years, reports The Times of India. Addressing a conference of the Director General of Police (DGP)s and Inspector General of Police (IGP)s of various States, Singh said since 2007, more security men were killed compared to the number of Naxals neutralised in country. However, this trend was reversed last year, he added. "This situation has further improved this year and Maoists are retreating in almost all states. Their own documents show that they are troubled. If we continue our fight with Maoists in this manner I am confident that the danger of Naxal violence will be completely eliminated in nearly five years," he said.

Union Minister of State for Home Affairs (MoSHA) Hansraj Gangaram Ahir blamed the Communist Party of India–Maoist (CPI-Maoist) for underdevelopment of tribals in the country while addressing media on December 16 in Ranchi District, reports, Times of India. He was attending the concluding part of three-day workshop on "LWE Theatre - Interstate operations and coordination' hosted by the CRPF, Ahir said that the living standard of tribals in most parts of the country is around 150 years behind that of our modern cities. "The Maoists have not allowed development work to penetrate to the far flung hamlets," he accused reiterating his government's commitment to wipe out Naxalism [Left Wing Extremism (LWE)] of all forms from the country with full might."We don't want to use bullets against our own people and its better if they understand our language (Hum chahte hain ki goli nahi boli se baat bane) and get prepared to shun violence," he said. Ahir expressed disappointment over use of Central Auxiliary Police Forces (CAPF) for controlling Left Wing Extremism in different states. "If we are not compelled to use our forces within the mainland they can be engaged at the borders," he said. He took a stock of the situation prevailing in all ten states which includes Jharkhand, Bihar, Chhattisgarh, Bengal, Maharashtra, Andhra Pradesh, Odisha, Telangana and parts of Madhya Pradesh and Uttar Pradesh considered to be red corridor region of the country. "Our Central Minister Rajnath Singh has agreed to extend full cooperation in terms of financial support and assistance of the security forces in these states to ensure that the development work is not affected," he said. Ahir pointed finger to the fact that most of the Central Welfare schemes like Pradhan Mantri Awas Yojna, extending loans under Pradhan Mantri Mudra Yojna and Skill Development Programmes have failed to reach the tribal hamlets because of CPI- Maoist presence. "Construction of schools, health centres, railway, industry, irrigation projects and roads have also suffered because of presence of Maoists which has not just retarded government's effort for development but has deprived the tribals of facilities that they should enjoy as citizens of an independent nation," he said underlining the fact that everyone in the country has equal right to life and opportunities.

Sambasiva Rao has said that the Communist Party of India-Maoist (CPI-Maoist)’s Under Ground (UGs) cadres has come down to all-time low in Andhra Pradesh, which was once a stronghold for the Naxalite [Left Wing Extremism (LWE)] movement in Vijayawada at Krishna District on December 31, reports The Hindu. “The Left Wing Extremism (LWE) ideology is losing relevance and the Andhra Pradesh Police has succeeded in controlling Naxalite activities in the State,” the DGP claimed in the year-ender press conference. According to DGP, Rao, 105 underground cadres of Naxals were operating in the State, of whom 45 are from Andhra Pradesh and 60 from outside. As many as 14 naxal-related incidents had been reported in the State this year as against 25 in 2015. “Naxalite movements are continuing in Visakhapatnam Rural, East Godavari and Vizianagaram Districts. But in Visakhapatnam Rural District, naxal activities were controlled well,” Rao said appreciating the Police for taking initiatives such as skill development programmes, sports and other activities. “During our tenure as Superintendents of Police (SPs) in the State, naxal movement used to be very high and many police personnel lost their lives in the fight against then People’s War Group (PWG). Due to the efforts of the Government, LWE has been controlled and tribal youth are not getting attracted towards Naxalism,” the DGP recalled. In his 43-minute address to the nation, he said “Terror, Naxalism, etc rely on black money. This one decision has attacked them. Many youth are shunning violence. The Communist Party of India-Maoist (CPI-Maoist), who suffered a major blow in a recent encounter with Police at the Andhra Odisha Border (AOB), have allegedly targeted Andhra Pradesh Chief Minister (CM) N. Chandrababu Naidu and conducted a recce at the A.P. Bhavan in New Delhi, reports The Hindu on December 31. “Officials of the Ministry of Home have alerted us over the threat to Mr. Naidu and we are coordinating with the Delhi Police on increasing security cover for him at the A.P. Bhavan,” Director General of Police (DGP) N. Sambasiva Rao said in Vijayawada on December 31. Intelligence sources said suspected Maoists conducted a ‘recce’ many times at the A.P. Bhavan, and the target might be the Chief Minister or other Ministers visiting the place. “We are on a high alert and are in contact with the Delhi Police. We will increase the security for Mr. Naidu, if necessary,” the DGP said. Police were trying to collect the photographs of those who conducted the ‘recce’ through CCTV footage, report said.
