On January 29, Punjab Police arrested a key associate of the gangster-turned terrorist Arshdeep Singh alias Arsh Dalla, identified as Harpreet Singh alias Harry, alleged to be involved in targeted killings in Punjab, from Moga District in Punjab, reports Tribune India. Four cartridges and .32 bore pistol was recovered from his possession. The initial probe suggested that Harry was the main supplier of weapons to gangster Lalli Malaysia and Dalla’s gang. A case has been registered under Sections 25 (6, 7, 8), 54 and 59 of the Arms Act (AA) against Harry, Dalla, and three other gang members, identified as, Jackpal Singh alias Lalli Malaysia, Amritpal Singh Manila and Manpreet Singh Manila.

On January 31, Punjab court granted the Punjab Police State Special Operation Cell (SSOC) four days of custody for gangster Jagdip Singh, alias Jaggu Bhagwanpuria, in a terror funding case, reports Hindustan Times. Police claim that Bhagwanpuria and his associates are in communication with their accomplices in Pakistan and links with banned Pro-Khalistan groups, namely, Babbar Khalsa International (BKI) and Sikhs for Justice (SFJ). They are suspected of plotting to attack Hindu leaders across the country, particularly in Punjab, the Police said. The officials also stated that Jaggu is responsible for providing manpower, weapons, and ammunition to the terror module.

The Delhi High Court on February 10, sought a response from the Union Ministry of Home Affairs (UMHA) on current status of pendency of National Investigation Agency (NIA) cases in two specially designated courts at Patiala House, New Delhi, reports The Hindustan Times. Justice Jasmeet Singh sought the response during the hearing of the plea moved by Manzer Imam, a suspected operative of the Indian Mujahideen (IM), who is an accused in a terror case under Unlawful Activities Prevention Act (UAPA) and was arrested in August 2013. He is in custody for the last nine years, but the charges have not been framed against him till date. A report filed by the Delhi High Court stated that as on July 31, 2022, four NIA cases are pending before the Principal District and Sessions Judge Patiala House Court and 39 NIA trial cases are pending before the specially designated NIA court. One appeal is also pending.

On February 16, National Investigation Agency (NIA) court convicted Kulwinder Singh Khanpuria of the banned pro-Khalistan group Babbar Khalsa International (BKI) of waging war against the country, criminal conspiracy and sections of the Unlawful Activities Prevention Act (UAPA), reports The Tribune. The chargesheet said that Khanpuria, along with his accomplices, identified as Ravinderpal Singh, Jagdev Singh and Harcharan Singh entered into “a larger criminal conspiracy to initiate terror attacks with an intention to wage war against the Government of India (GOI) and establishing an independent Khalistani state through violent means”.

On May 3, Supreme Court (SC) refused to commute Babbar Khalsa International (BKI) terrorist Balwant Singh Rajoana’s death sentence in connection with the assassination of former Punjab Chief Minister (CM) Beant Singh on August 31, 1995, leaving it to the Union Government to consider his mercy plea, reports Hindustan Times. Foreign handlers funded and directed suspects in the Golden Temple blasts of May 2023 in Amritsar District of Punjab, aiming to disrupt peace and incite religious sentiments, according to the First Information Report (FIR) registered in connection with the blasts, reports The Tribune on May 13. The suspects, identified as Azadbir Singh, Amrik Singh, Sahib Singh, Dharminder Singh and Harjit Singh, have received heavy funds via different channels and were booked under various provisions of the Explosive Substances Act (ESA), Unlawful Activities (Prevention) Act (UAPA) and the Indian Penal Code (IPC). According to a chargesheet filed by the National Investigation Agency (NIA) in March 2023, the Bargari agitation in 2015 and the Nabha jailbreak in 2016 brought together North Indian gangsters and Khalistanis, reports The Tribune on June 15. The chargesheet reveals that this nexus, supported by Pakistan's Inter-Services Intelligence (ISI), engaged in high-profile targeted killings and smuggling of narcotics and weapons. The NIA highlights that Sikh radical, backed by pro-Khalistan elements abroad, used the Bargari protest as an opportunity to disturb peace and unity. Additionally, gangster Dharminder Singh alias Gugni supplied weapons to Hardeep Singh and Ramandeep Singh, who carried out targeted killings including Brigadier Jagdish Gagneja, Shiv Sena leaders, and Rashtriya Swayamsevak Sangh (RSS) leader Ravinder Gosain, along with some Dera Sachha Souda (DSS) followers.

National Investigation Agency (NIA) on July 5, has attached the property in Amritsar District of Punjab, of two individuals, identified as, Bikramjit Singh alias Bikram Singh alias Vicky and Maninder Singh alias Mani under Section 25(1) of Unlawful Activities (Prevention) Act 1967, after its designation as ‘proceeds of terrorism’, reports Hindustan Times. “The case relates to a conspiracy hatched by a narco terror module to smuggle large quantities of drugs into India from Pakistan. The drugs were being smuggled in the garb of rock salt imported from across the border,” the NIA said. The sale proceeds of the smuggled drugs were being used to create movable and immovable properties in Punjab, besides being channelised to fund terrorists of Hizb-ul-Mujahideen (HM) in the Kashmir Valley, it added.

The petitioner claimed that KLF had threatened him by sending a letter (dated February 6, 2022) following which he moved HC seeking protection of life and liberty from the separatist organisation. The court ruled that the man should receive security if there is a genuine threat, but he must refrain from attending public functions, weddings, parties, and avoid unnecessary roaming in the area to protect his life.

The National Investigation Agency (NIA) on July 22, filed charge sheet against three gangsters-turned-Khalistani leaders, identified as Harwinder Singh Sandhu alias Rinda, Arshdeep Singh alias Arsh Dala and Lakhbir Singh Sandhu alias Landa, who operate from Pakistan and Canada, and six others linked with Babbar Khalsa International (BKI) and Khalistan Tiger Force (KTF), namely, Harjot Singh, Kashmir Singh Galwaddi, Tarsem Singh, Gurjant Singh, Deepak Ranga and Lucky Khokhar alias Denis (both arrested), in cases relating to the nexus between gangsters, terrorists and drug smugglers active in north India, reports Times of India. The NIA revealed that they were sending money to India through Money Transfer Service Scheme (MTSS) to fund their terror activities. “They (Rinda, Landa and Dala) have close contacts with drug smugglers and Khalistani operatives in Pakistan and other countries. Through this complex network of operatives based abroad, they have been recruiting, motivating and handling their associates in India to carry out terrorist activities, extortion and cross-border smuggling of weapons and drugs into India. They also have linkages with major gangs operating in North India, including local gangsters, organized criminal syndicates and networks,” the NIA said.
