Manmohan Singh announced a USD 1 billion line of credit for Bangladesh, the highest one-time line of credit assistance to any country by India, adds Times of India. Authorities described the aid as an apt reciprocation to the cooperation received from Bangladesh in dealing with terrorism and insurgency since Sheikh Hasina came back to power. The credit will aid infrastructural development in that country, including building railway bridges, supply of locomotives and assistance in dredging. However, sources said that security was one of the most important issues on which the two sides agreed to actively cooperate.

In the Union Budget for the year 2010-11 presented on February 26, Finance Minister Pranab Mukherjee put the focus on countering Left Wing Extremism through an "integrated action plan" besides carrying forward ongoing internal security measures including recruitment, training and modernisation of Police Forces, reported Times of India. He said the Planning Commission would prepare an integrated action plan for the affected areas. Adequate funds will be made available to support it, he added. Surprisingly, the Government reduced allocation for Central Police Forces from INR 309,000 million in 2009-10 to INR 299,400 million in the 2010-11. However, assistance to States for modernisation of Police Forces — which has been pegged at INR 19,750 million — saw a modest increase of INR 1,300 million.

Maharashtra State Home Minister R. R. Patil on May 21 said that the Union Government has sanctioned INR 3.7 billion for roads in Gondia and Gadchiroli Districts, following the State Government request for special assistance for infrastructure in the Naxal (Left Wing Extremism) affected Districts, reported Indian Express. Gadchiroli got INR 3.03 billion for 32 major road works (313 kilometres). Six major roads in Gondia got the rest. Patil also said that the Police recruitment drive in Gadchiroli and Gondia had received a tremendous response, with around 30,000 applying for 8,000 vacancies advertised. Of the candidates, 18,000 were from Gadchiroli.

The Union Ministry for Information Technology (IT) and Communications has decided to install 10,000 new mobile phone towers to strengthen the Bharat Sanchar Nigam Limited’s (BSNL) communication system in the country, including Jammu and Kashmir, mainly in the areas affected by militancy and Naxalism (Left Wing Extremism), reports Daily Excelsior. Union Minister of State for IT & Communication Sachin Pilot said, "We are strengthening mobile network in all States hit by militancy and Naxalism as this will equip the security personnel with better communication system. They will be well prepared to take on the threat of militancy and Naxalites.’’ He added that the BSNL proposed to install 10,000 new mobile towers in specific areas affected by militancy and Naxalism. The areas are being identified by the BSNL authorities and work on installation of new towers would start soon, he said and asserted that new towers would strengthen Security Forces network and will prepare them better to take on the threat of militants and Naxalites.

Union Ministry of Home Affairs (MHA) has directed the Road Transport and Highways Ministry to build roads in 34 Districts of eight Naxal-affected States to provide easy access for forces in the Naxal strongholds during combing operations and in case of an attack. The ministries have also set a deadline of 2012 for the entire project. The Government of Bihar has cleared a INR 92.4 crore Police modernisation plan for the current fiscal. “The proposal is being sent to the Ministry of Home Affairs (MHA) for its formal approval,” State Director General of Police (DGP) Neelmani said. The plan envisaged an expenditure of INR 30 crore on every Police Station located in Maoist-infested Districts of the State. The money would be spent on fortification of the Police Stations, construction of buildings and other infrastructure. The meeting also cleared the decks for purchase of over 1,000 bullet-proof jackets. “The tender for the supply of bullet proof jackets will be advertised soon,” the DGP said, adding that a sum of INR 29 crore was pending with the Government for the purpose. Neelmani said the Government has also decided to recruit 952 wireless operators. Wireless sets and vehicles have been provided to all the Police Stations in adequate number. "Instructions have been issued to all the SPs [Superintendent of Polices] to ensure control rooms were functional round the clock in the Districts," he added.

The DGP told The Hindu, "We have received feelers that a number of people are willing to surrender. However, I can give you neither any numbers nor other details at this juncture." In addition to a grant of INR 1.5 lakh, the surrendered Naxal would get a stipend of INR 2,000 for three years during which he might be imparted training in a trade or vocation. There would be a separate package for laying down arms, ranging from INR 25,000 for a sniper rifle to INR 1,000 for every kilogram of explosive, he added. PTI reports that the West Bengal Government on June 18 announced a special package to bring Maoists back to the mainstream under a 'Special Rehabilitation Scheme' formulated by the Centre. Announcing the package, West Bengal Chief Secretary Ardhendu Sen told reporters that the State Government would implement the surrender-cum-rehabilitation package for those who surrender arms and agree to join the mainstream. About 400 to 500 persons in the Maoist zone, comprising Districts of West Midnapore, Bankura and Purulia, had been arrested in the last one year, he said.

Two Naxal [Left Wing Extremism]-infested Districts in Maharashtra would soon get aid of INR 5.8 billion from the Centre to build infrastructure. "The Centre has in-principally approved aid of INR 5.8 billion for infrastructural facilities in Gadchiroli and Gondia Districts," Union Home Minister R.R. Patil said on August 11. The file in this regard has been sent to the Planning Commission for final sanction of the funds, Patil said. The funds would be used for building roads, bridges and also irrigations projects, Patil said. The bridges on rivers like Pranhita and Godavari will facilitate smooth flow of road traffic in border regions of Maharashtra, Chhattisgarh and Andhra Pradesh, he added. The State Government has proposed infrastructure developmental works of INR 18.93 billion in the Naxal-hit areas and the Centre approved the funds for the first phase, the Union Home Minister said.

The Hindu reports that the Cabinet Committee on Economic Affairs (CCEA) on November 26 approved the commencement of an Integrated Action Plan (IAP) in 60 selected Districts affected by Naxal [Left Wing Extremism] violence with the aim of giving a fillip to development schemes in tribal and backward regions. The IAP would be an additional central assistance scheme on a 100 per cent grant basis. It is aimed at quick resolution of problems concerning healthcare, drinking water, education and roads. In 2010-11 alone, each of the 60 Districts will be given a block grant of INR 250 million, with the total coming to a INR 15, 000 million. In 2011-12, the grant will go up to INR 300 million each. “This is in pursuance of the Finance Minister's announcement in his budget speech of 2010-11 and the Prime Minister's address to the National Development Council on July 24. The scheme, to begin with, will be implemented over two years – 2010-11 to 2011-12,” Home Minister P. Chidambaram told journalists. Schemes would be decided by a committee, headed by the District Collector. The Superintendent of Police and the District Forest Officer would be its members. The IAP would be reviewed for implementation in the 12th Plan at a later stage, Chidambaram said.Meanwhile, the existing Kalahandi-Bolangir-Koraput (KBK) plan would continue, with an annual allocation of INR 1,300 million for all the eight Districts (Kalahandi, Naupada, Bolangir, Subarnapur, Koraput, Malkangiri, Rayagada and Nabarangpur) in Odisha put together. The eight KBK Districts have been included in the IAP. They would get an additional block grant of INR 250 million each in the current year, 2010, and a suitable additional amount under both State and District components of the IAP in the subsequent years. The IAP would focus on improvements in governance and the States would have to comply with specific preconditions before availing themselves of the second tranche of the additional financial assistance in 2011-12 under the State component of the IAP. However, these conditionalities would not apply to the District component of the IAP, according to the CCEA decision.

Replying to a written question in the State Assembly on November 29, Chief Minister (CM) Naveen Patnaik said that at least 78 cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed and 1,433 were arrested in the last 10 years in Odisha, reports Outlook. Patnaik said, "78 Maoists have died in Police action in the State during the period from 2001 to 2010 (till November 15).” Of the 78 dead, the highest number of cases came from Malkangiri District followed by 15 in Koraput District and 10 in Rayagada District, he said. The CM also informed that the State Government has spent total of INR 585.7 million for security related causes. In last two years up to November 15, 2010, a total of 387 Maoists have been arrested, 28 killed and 51 have surrendered before the Police, Patnaik added. The CM, who is also the Home Minister, said that 15 of the State's 30 revenue Districts have been accepted as Maoist-affected under the Security Related Expenditure (SRE) scheme of the Central Government. Patnaik said the State had no proposal under consideration for establishment of special jail for Maoist prisoners.

Hindustan Times reports that the Maharashtra State Government announced a development package of INR 6.54 billion for the Naxal [Left Wing Extremism]-hit Gadchiroli District for its overall development on December 16. Replying to a debate in the State Assembly Nagpur on the problems of the tribal District, the State Home Minister RR Patil said that the development package was finalised with the help of Union Government to solve various problems of the District. The State has already received INR 550 million towards two instalments of the package. It takes an integrated view of the overall development of the backward District under this INR 6.54 billion package included construction of irrigation dams, roads, national highways, bridges and etc. Of them, INR 300 million were granted for purchasing equipments, like helicopter.

According to the State Human Resources Department (HRD), this would be done under the Rashtriya Madhyamik Siksha Abhiyan (RMSA) launched 2009 for which the Centre would allocate around INR 20 billion to Bihar. HRD Principal Secretary Anjani Kumar Singh said the Centre would provide about INR 13 billion for opening 410 model secondary schools, each costing INR 30.7 million. Singh said INR three million each would be spent on upgrading primary schools to secondary schools. For this, the State would need a minimum of 8,100 teachers, which would cost another INR one billion per year.
