The taskforce headed by Local Development Minister Hit Raj Pandey has been holding consultations with the lawmakers from various Districts of Province 2. General Secretary of Rastriya Madhes Samajvadi Party Keshav Jha said the lawmakers representing constituent parties of the UDMF decided to boycott the consultation meeting with the taskforce concluding that it will not be able to meet their demands. “

Task Force formed by the Government to study the report prepared by the Local Bodies Restructuring Commission (LBRC) on February 16 suggested increasing the number of local bodies in Province 2, reports The Himalayan Times. In the Task Force report, which was submitted to Prime Minister Pushpa Kamal Dahal, the panel said it would be better to increase the number of local bodies in Province 2 to address grievances of the agitating Madhesi forces. The Task Force also suggested that the Government should implement the suggestions made by the District Technical Assistance Committees headed by local development officers in case their suggestions were changed by the LBRC.

the Government on February 20 extended the deadline of the taskforce formed to study the report prepared by the local level restructuring commission (LLRC) by seven days, reports Republica. A cabinet meeting agreed to extend the deadline of the taskforce formed under the leadership of Minister for Local Development Hitaraj Pandey. The taskforce was formed on February 2 with a 15-day deadline for making revisions in the report prepared by LLRC about the numbers and boundaries of local units to be delineated under the federal setup. The taskforce had submitted a review report about a week ago to the cabinet and recommended increasing the number of local bodies on the basis of population. Though the commission has fixed the numbers and boundaries of the local units across the country, its report has been strongly opposed by Madhes-based political parties mainly in the eight Districts of Province-2. Also, some proposed units are under dispute in a few hill districts including Nuwakot, Khotang and Bajhang.

A Cabinet meeting held at Prime Minister Pushpa Kamal Dahal’s residence in Baluwatar took a decision to this effect. The Government decided to increase two local levels in Sunsari, one in Saptari, two in Rautahat, one in Parsa, one in Dhanusha, three in Sarlahi, one in Bara, three in Nawalparasi, three in Rupandehi, three in Kapilvastu, one in Kailali, and one in Banke District. The Government also decided to upgrade Biratnagar and Birgunj submetropolitan cities as metropolitan cities. The Cabinet meeting also decided to upgrade 24 rural municipalities as municipalities. Among the rural municipalities that were upgraded as municipalities today, two are in Jhapa, one in Siraha, 11 in Rautahat, one in Dhanusha, one in Bara, two in Rupandehi, two in Banke, one in Kailali and three in Mahottari District.

In Janakpur, educational institutions and marketplaces remained shut while vehicles stayed off the roads. Protesters vandalised at least three vehicles at Mujeliya and one hardware shop at Bramarpura. In Mahottari, RJP-N members vandalised a vehicle belonging to Deep Narayan Sah, a former state minister. Sah said he and his driver sustained injuries when protesters hurled stones at his vehicle. Protesters also obstructed a programme of an NGO being held at the Red Cross building in Jaleshwor. In Saptari, passengers were left in the lurch after buses were stopped at Rupani, Shambhunath, Kadmaha and Kalyanpur areas along the East-West Highway. In Sarlahi, RJP-N supporters burnt tyres and obstructed vehicular movement at Malangawa, the district headquarters. The District Election Office cancelled training for election officials in view of the RJP-N protests. In Kapilvastu, protesters shut Taulihawa, Krishna-nagar and Chandrauta Bazaar. In Bara also, protesters burnt tyres and obstructed vehicular movement along the highways. The RJP-N has said it will further intensify protests aiming to disrupt the second phase of polls, as its demands have not been addressed.

Just a day before candidacy nominations, the Government on June 15 re-scheduled the scheduled June 28 local election in Province 2 for September 18 in a third phase, reports Republica. A Cabinet meeting decided to defer the polls in Province 2 and change the election calendar in the three other provinces. “Elections in Province 2 will now take place on September 18 and the polling in the remaining provinces (1, 5 and 7) will be conducted as scheduled although the poll-related calendar has been revised without impacting the polling date,” said Minister for Labor and Employment Farmullah Mansoor after the meeting. This is the fourth poll deferral. Initially, the Government had fixed May 14 as the poll date across the country. Just ahead of nominations day, the Government decided to conduct the elections in two phases. Three provinces of the hill region went to polls in the first phase and June 28 was set as the poll date for the second phase. Provinces 1, 2, 5 and 7, which largely lie in the southern plains, would vote in the second phase.

A three-year-old girl was killed in a clash occurred between the two neighbors in post-election violence in Rautahat District on September 30, reports Kathmandu Post. A dispute between two neighbors - families of Hulas Ray Yadav and Krishna Chaudhary - over the matter of drinking water later took a nasty turn as the issue was given a political color on the basis of political connection of both families to different political parties. The Yadav family is reportedly close to the Nepali Congress (NC) while the Chaudhary family is said to be the supporter of Communist Party of Nepal-Unified Marxist Leninist (CPN-UML). Yadav's three-year-old daughter Anjali Kumari was killed in the scuffle. With this four persons were killed in Rautahat District since the third phase of local-level elections took place on September 18. It may be noted that three persons were already murdered in the District since the September 18 elections. Sawmill proprietor Birendra Saha (45) of Balchanpur Baradewa of Chandrapur Municipality-10 was found dead in the morning of September 29 with serious head injuries resulted in from attacks by a sharp-edged weapon. Prior to this, Swayawa Akbar of Paroha Municipality and Ram Pukar Yadav of Katahariya Municipality were killed by unidentified groups. Akbar is the son of a NC candidate (defeated) for a ward chair while Yadav was the cadre of Rastriya Janata Party Nepal (RJPN).

The two Madhes-based parties have forged an electoral alliance in Province 2 for the provincial and parliamentary elections slated for December 7, and have decided to contest the elections with a common manifesto. The draft manifesto has come down hard on other parties. It states that the three major political parties — the NC, the CPN-UML and the CPN-Maoist Centre — are not any different from each other when it comes to Madhes-related issues.
