As the first phase of protests launched by the opposition alliance is going to conclude on February 8, leaders from the agitating political parties on February 5 worked out protest programs in Kathmandu for the second stage of demonstrations across the country, reports Myrepublica.com. The alliance of nine opposition parties led by Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) have taken to the street since last month aimed at unseating the present Government and purportedly to foil the ruling coalition´s plan to impose autocratic rule in the country. CPN-UML leader Shankar Pokharel, a member of the taskforce, told "We have worked out the next phase of protests broadly. We will work on the proposal further in detail in the presence of top leaders. The final protest programs will be announced at the mass gathering in Kathmandu on February 5."

UCPN-M wrapped up its seventh General Convention (GC) in Hetauda town of Makwanpur District on February 8, the party re-elected Chairman Pushpa Kamal Dahal aka Prachanda as its Chairman, reports Kantipuronline.com. At the seven-day convention that adopted a strategy of peaceful politics to accomplish a ‘new capitalist revolution,’ Dahal was once again able to consolidate his power with support from the rank and file. The GC also re-elected Baburam Bhattarai and Narayan Kaji Shrestha as the Vice-chairmen and Posta Bahadur Bogati as the General Secretary. PM Bhattarai had proposed Dahal continuing as the chairman, while Deputy Prime Minister Shrestha supported the proposal in the first meeting of the 98-member Central Committee (CC) elected at the GC. The appointments of four office bearers and members of the CC were endorsed through a voice vote in the closed session.

Cadres of the Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya) on March 29 obstructed the employees of the Election Commission (EC) from carrying out voters’ registration process in Lalitpur and Bhaktapur Districts, reports The Himalayan Times. In Lalitpur District, a group of around 20 CPN-Maoist-Baidya cadres misbehaved with EC officials and smashed a laptop computer used for maintaining records of voters and taking their photographs to be affixed on voters’ ID cards in Chaughare Village Development Committee (VDC). In Bhaktapur District, four CPN-Maoist-Baidya cadres vandalised Bhaktapur District Election Office. The masked men broke into EC office and damaged one laptop, a photocopy machine and a printer. They also tore apart 68 forms meant for registering voters’ details.

Speaking at a programme organized to mark the Second National Jamboree of Nepal Scout in Chitwan District, Regmi said the upcoming Constituent Assembly (CA) election was vital to establish good governance and political stability in the country and appealed the youth to support the CA poll regardless of their beliefs and practices. Election Commissioner Ayodhi Prasad Yadav said “Our main concern in the meeting with the chairman was that the ordinance on amending the Election to Members of the Constituent Assembly Act, 2013 should be issued immediately as the delay has been affecting various activities of EC.” In response, Regmi told EC top officials that the Interim Election Council will approve the ordinance and forward it to the President at the earliest.

The Election Commission (EC) on August 7 held interaction at EC office in Kathmandu with Chiefs of the Nepal Police, Armed Police Force and National Investigation Department and some Army generals on security arrangements for the upcoming Constituent Assembly (CA) elections, reports Nepalnews.com. During the meeting, representatives of all the security agencies stated that the security apparatus is capable of ensuring security during the polls in an integrated manner. The possibility of some political groups trying to create obstructions did figure during the discussion while the security officials claimed that no substantial security threat exists. Meanwhile, the High-level Political Committee (HLPC) in a meeting on August 7 said that it cannot wait for the poll-opposing parties to come on board the election process for more than three days, reports Kantipuronline.com. The meeting delved into the demands floated by the Mohan Baidya’s Communist Party of Nepal-Maoist-Baidya (CPN-Mosist-Baidya)-led 33-party alliance and the Madhesi Janadhikar Forum Nepal (MJF-N)- spearheaded eight-party alliance. After the meeting, cross-party leaders said most of the demands of the poll-opposing parties are difficult to address, while a few others could be fulfilled without affecting the election schedule.

After meeting with Interim Election Council Chairman Khilraj Regmi and other cabinet ministers at the chairman’s official residence in Kathmandu, the major political parties on September 17 agreed to hold election without participation of the Mohan Baidya’s Communist Party Nepal-Maoist (CPN-Maoist-Baidya)-led 33 parties’ alliance, reports Nepal News. According to Chairman Regmi’s press advisor Bimal Gautam, HLPC leaders urged Regmi to intensify the election process by amending the 25-point presidential decree and remove constitutional difficulties in order to implement agreements reached with parties like Madhesi Janadhikar Forum-Nepal and FSP. They asked him to ensure second CA election on November 19 at any cost. In response, Regmi clarified that the Government will not reverse their decision to hold election on 19 November at any cost and will not cause any delay to amend the 25-point presidential decree and remove constitutional difficulties, Gautam informed.

Defying a boycott call and threats of violence by the 33-party alliance, more than 70 per cent of Nepal’s 12 million voters turned out in elections to the country’s second Constituent Assembly (CA) on November 19, reports The Hindu. The turnout registered record levels, Election Commission said, exceeding what was seen during the 2008 elections. In the capital Kathmandu, and some constituencies in Tarai, the polling exceeded 80 per cent. “Today’s historic election has been very successful,” said Chief Election Commissioner Neel Kantha Uprety at a press conference in Kathmandu.
