The Election Commission (EC), on April 13, said it was not possible to hold the elections by June 20, Kantipuronline reports. Chief Election Commissioner (CEC) Bhoj Raj Pokhrel said a number of "technical processes" were yet to be completed and that the time left was too inadequate to complete necessary preparations before the CA polls could be held. Pokhrel also urged the Government to give at least 110 days to the commission before announcing the polls date. "A number of election-related laws are yet to be formulated and enacted. The Government should give at least 110 days to the commission to hold the CA polls after formulating all election-related laws," said Pokhrel.

Chief of the United Nations Mission in Nepal (UNMIN) Ian Martin has said that the peace process with the Maoists is firmly on track despite the postponement of constituent assembly elections planned for mid-June. Briefing the Security Council on May 4 he said, “Fundamentally I'm optimistic, because it was the people of Nepal who took their future in their hands in a very dramatic way in the people's movement of a year ago.” He further said, "Their determination and demand that Nepal must not slip into armed conflict is very strong." Martin expressed hope that the Nepalis, with the assistance of UNMIN, would be able to improve security conditions for the elections and work for the full inclusion of marginalised ethic groups.

The meeting also decided that Prime Minister G. P. Koirala will fix the exact date of the elections after consultations with the Election Commission. However, Maoist leader Dinanath Sharma later told reporters that his party has agreed for the new elections date but has expressed different consent as regards the reason why the elections could not take place a the stipulated time.

Overall, 62 political parties had applied at the EC for recognition for the November 11 polls. According to the EC sources, the Nepali Congress has retained its original Tree symbol, while the Communist Party of Nepal-United Marxist Leninist got Sun and the CPN-Maoist got Sickle and Hammer as their party symbols.

A meeting of the General Staff of the Maoists, which includes commanders of seven People's Liberation Army (PLA) divisions, deputy commanders and the party chairman decided on September 2 to deploy the PLA during the Constituent Assembly elections for security as well campaigning purposes, according to Kantipuronline. Maoist Deputy Commander Nanda Kishor Pun a.k.a. Pasang said, "Since PLA combatants are eligible to vote in the Constituent Assembly poll, they have the right to take part in it." He said the PLA combatants can be deployed to maintain security during the Constituent Assembly poll, besides utilising their efficiency for campaigning during the poll. The meeting decided to approach Prime Minister Girija Prasad Koirala, Minister for Peace and Reconstruction Ram Chandra Poudel and Chief of the United Nations Mission in Nepal (UNMIN) Ian Martin in this regard.

He also warned that the MMT would resort to "strong retaliation" if the government tried to hold the elections based on a mixed electoral system. The Communist Party of Nepal-Maoist (CPN-Maoist) chairman Prachanda on September 8 directed party cadres to be ready for another revolution, according to The Himalayan Times. Addressing a workshop of the Tharuwan Rajya Samiti in the Bhurigaun area of Bardiya district he said revolution was necessary as the government had still not laid the foundation for the Constituent Assembly (CA) polls. “The CA can’t be set up under pressure. Therefore, be ready for another revolution,” he said, adding, “The government has not laid the foundation for the CA polls. Therefore,I have directed my party to be ready for another revolution.” Prachanda said that within 10 days the Maoists would try and arrive at a fresh pact with the seven political parties. Failing this, the Maoists will start their revolution from September 18. The CA polls can be held only after the government concedes the 22-point charter of demands put forward by his party, said Prachanda, adding the CPN-Maoist is preparing to convene a round-table conference of all left forces on September 11. Ruling out the necessity of deploying the army during the polls, he also said if security arrangements were tightened that would suffice. He insisted the People’s Liberation Army (PLA) should be deployed during the polls.

On September 14, JTMM-J declared several programmes that included shutdown strikes so as to disrupt CA elections in Terai region on the scheduled date. The Maoist chairman Prachanda has revealed that the party is trying to forge consensus in the eight-party alliance for a timely CA elections, for which the party has floated 22-point preconditions. Prachanda said, "on the one hand, efforts are being made for eight-party consensus while, on the other, we have decided to launch street movement if that does not materialise." Prachanda also said that the reactionary forces within or outside the country are plotting against the CA polls. He also stressed the government to guarantee equitable representation of the Muslims at the policy level and effectively implement the religious secularism the state.

Richard Boucher, a senior State Department official, said that it is essential to consult the voters to decide sensitive questions of constitutional change and the role of the monarchy in Nepal. Maoist chairman Prachanda said on November 25 that the Constituent Assembly elections should be held only after the integration of the People’s Liberation Army (PLA) into the Nepal Army and the restructuring of the state. Speaking at a programme organised by the Nepal National Intellectuals’ Association in Chitwan, he said, “The revamping of the state army and formation of a national army after the PLA’s integration and progressive restructuring of the state on racial, ethnic, gender and regional bases are mentioned in all agreements and understandings, including the 12-point pact reached with the parties,” adding that, “It will be a regressive step if the polls were to be held without integrating the PLA into the national army or restructuring the state.” Prachanda also said that all the past agreements have now become meaningless and that it is necessary to move ahead by forging a new understanding. “All the past agreements have been repeatedly flouted and now they have lost their meaning. So we have to forge a new understanding while still keeping the seven-party unity intact” he said.
