Normal life was affected across the country on the second day of the Bandh (general strike) on February 6. In the capital Kathmandu, normal life was partially crippled with more vehicles plying on the roads and more shops opening. A report from Pokhara said the effort of SF personnel to get shops to open there failed. Vehicular movement on the Hetauda-Pathlaiya road section came to a complete halt due to the road blocks and bombs planted by Maoists at a bridge on the border between Bara and Makawanpur. Similarly, reports from eastern development region said normal life remained crippled in most of the districts of the eastern region. Normal life was also affected in Dhading, Tanahun, Rajbiraj, Nawalparasi, Mahottari, Janakpur and Syangja. The Maoists called for a week long strike from February 5 in a bid to disrupt the municipal polls slated for February 8.

At least nine persons were killed in a Maoist attack at Ilam district headquarters, reports Nepal News. According to a Ministry of Defense press release, two civilians, three security force (SF) personnel and four Maoists were killed during the incident. The Maoists also set free all 103 prisoners, including 32 insurgents, after attacking the District Prison. 16 prisoners have reportedly come into contact with the administration so far, the statement added. SFs recovered one SLR, two .303 rifles, socket bombs and other explosives from the incident site. As reported earlier, the clashes erupted after the insurgents launched an attack at the district headquarters of Ilam targeting the District Prison Office, District Administration Office, District Police Office, the Army base and other Government offices on March 5. The fighting lasted till 1:30 a.m. on March 6. Unconfirmed reports said that 31 Maoists were killed during the attack.

The Government also placed under suspension three service chiefs — Nepal Police Chief Shyam Bhakta Thapa, Armed Police Force (APF) Chief Shahbir Thapa and Chief of National Investigation Department (NID) Devi Ram Sharma. Earlier, the probe commission led by former Supreme Court Justice Krishna Jung Rayamajhi had recommended the suspension of these three and other officials who had a role in the suppression of the mass movement against the Monarchy.
