The Express Tribune reported on January 7 that Over 8,000 seminaries have neither been registered with the Ittehad-e-Tanzeemat-e-Madaris Pakistan (ITMP),an umbrella of five schools of thought, nor with the Ministry of Religious Affairs, raising a serious question over their curriculum’s legitimacy and their source of funding. Following the National Action Plan (NAP) committee’s recommendations, officials associated with provinces’ Auqaf departments are gathering data about madaris/makatib which have never been registered with the ITMP, Ministry Of Religious Affairs or with the Provincial Auqaf Departments.Around 8,249 seminaries which have enrolled 0.3 million students are not registered across Khyber Pakhtunkhwa (KP), Punjab, Sindh and Balochistan, revealed officials, who will brief Federal Ministry of Interior next week. “This non-registered madaris/makatib did not fulfil the basic criteria set by the ministry of religious affairs,” a senior official said. Around 4,135 madaris or makatib are operating without getting proper registration from the designated authorities in KP, the official said, adding that some 2,411 seminaries are unregistered in Punjab, 1,406 in Sindh and 266 in Balochistan, he explained. At least 31 madaris are not registered in Islamabad where all seminaries are built on encroached land, he revealed and went on to say that even Jamia Hafsa, adjacent to Lal Mosque, also failed to fulfill basic requirements of registration. The official claimed that “Madaris operating in KP did not cooperate with us.”The ITMP officials also confirmed that some members of seminary boards – Barelvi, Ahle Hadith, Shia and Jamaat-e-Islami – affiliated with the Ittehad Tanzimat Madaris-e-Deeniya – had also refused to comply when it came to regulating their syllabus in the Pervez Musharraf era. The problem exists in non-registered seminaries where there is no check on literature being taught there, a cleric said on condition of anonymity. The Ministry of Religious Affairs registered 26,131 madaris by September 2014, according to official figures obtained by The Express Tribune. Around 14,768 seminaries are registered in Punjab, 7,118 in Sindh, 2,704 in Balochistan, 1,354 in KP and 187 in the Islamabad.

The Human Rights Commission of Pakistan (HRCP) issued its annual report titled “State of Human Rights in 2014” on April 17 revealed that 1,723 Pakistanis lost their lives and 3,143 were injured during 2014 in 1,206 terrorist attacks, including 26 suicide hits, reports Daily Times. The report stated that Pakistan in 2014 witnessed surge in sectarian violence, attack on minorities, media censorship, and remained the worst polio-affected country. The report stated that no laws were made by the Federal Government to safeguard the interests of religious minorities. According to the report a total of 144 incidents of sectarian violence were reported from across the country, out of which 144 were sectarian-related terrorist attacks and three sectarian clashes. On freedom of thought the report stated that 11 Hindu temples and churches were attacked in Sindh, two attacks were carried out against the Zikri sect in Balochistan. The HRCP annual report said that Shia pilgrims’ buses passing through Balochistan and passenger buses and vans plying between Gilgit-Baltistan and the rest of the country had to travel in convoys under security escorts. Pakistan was termed the most dangerous country in the world for media, with 14 journalists and media workers killed in 2014 alone. The country recorded 627,116 cases of crimes against people and property during 2014 as against 634,404 in 2013 – a nominal fall. Sindh Police registered 1,261 cases of kidnapping of women for forced marriages in 2014. There were 114 cases of acid attacks in Pakistan, involving 159 victims, reports said. According to the report, 1,723 people were killed and 3,143 were injured during 2014 in 1,206 terrorist attacks – including 26 suicide hits. Sectarian violence killed 210 people, 45 members of polio teams — vaccinators and their facilitators —were killed. No laws were made by the Federal Government to safeguard the interests of religious minorities and only two bills related to minorities were passed at the provincial level by Khyber Pakhtunkhwa, report said. According to the report under ‘Law and law-making’ section, parliament made 10 laws, less than half the previous year’s 22, nine presidential ordinances were promulgated. Khyber Pakhtunkhwa passed the highest number of provincial acts and ordinances followed by Sindh, Punjab and Balochistan in 2014, the provincial legislation amounting to 137, and provincial assemblies performance were better than national assembly. There were 3,392 encounters in 2014 as against 2,616 in 2013 in Sindh. 925 suspects were killed in shootouts and 160 personnel of Police and Rangers fell in the line of duty in Karachi. Khyber Pakhtunkhwa Police killed 26 persons in encounters. Punjab Police killed 276 suspected criminals and arrested 322 while 27 Policemen died and 59 suspected criminals and 73 Policemen got injured in 283 encounters in 2014. While, 231 persons were sentenced to death by the courts.

Balochistan has allocated PKR 54.5 billion for next fiscal year’s Annual Development Program (ADP), a rise of 7.5 per cent compared to this year’s PKR 50.7 billion, the budget documents showed on June 17, reports Dawn. The Province plans to spend 60 per cent of the ADP, which includes foreign project assistance of PKR 3.33 billion, on new projects and the rest of it on the ongoing schemes. This policy of allocating more money to new projects will increase the throw-forward of development schemes in the Province from the present PKR124.7 billion to PKR141.32 billion by the end of the next financial year. The number of ongoing schemes in the Province is 940 and the government plans to start another 1,310 projects during 2015-16. A total of 807 projects were completed during the outgoing year. It means that it will take about seven years to complete all the projects that are being started during the next financial year if the development funds were distributed between new and old schemes in the same ratio of 60:40, the documents shows. The new provincial budget focuses more on infrastructure development, especially in the road, power and water sectors. It also focuses on schemes that are directly and indirectly linked to the China-Pakistan Economic Corridor (CPEC), like construction of international airport in Gwadar.

Balochistan has witnessed a 'substantial drop' in violence this year, according to the Official documents put together for the Balochistan Apex Committee monitoring the progress of the National Action Plan (NAP), reports The Express Tribune on August 31 (today). The documents claim a ‘dramatic decrease’ in violent incidents in the volatile areas of the province. The Provincial Home Department said the emerging situation was the result of the joint efforts of the military and the civilian government for establishing peace in the province. According to the official data, targeted killings have witnessed a significant drop. The Law Enforcement Agencies (LEAs) reported that so far this year 143 people have been killed and 216 injured in attacks on minority groups, settlers and law enforcers. By comparison, more than 275 people were killed and 731 injured last year. The year before that was worse. 530 people were killed and 1,162 injured by insurgents. The LEAs reported 58 attacks on the Quetta Electric Supply Company, the Sui Northern Gas Pipelines Limited and the Pakistan Railways this year, 115 last year and 70 the year before.

According to official document released by Provincial Home Department, acts of terrorism as well as sectarian and targeted killings have gone down by 50 per cent in Balochistan over the last two years under Chief Minister Dr Abdul Malik Baloch, reported The Express Tribune. Statistics released show that 27 people have been killed and 13 others wounded in incidents of sectarian killing till September 2015. This number is significantly lower than the figures for 2014, when 91 people were killed and 129 others wounded. It is a marked improvement also from the 2013 figures when 258 people were killed and 478 people were injured in similar incidents. In 2015, there has been a significant decline not only in sectarian violence but also in attacks on settlers – mostly Punjabi- and Urdu-speaking residents of Balochistan. The Adviser to the Chief Minister on Education Sardar Raza Mohammad Barrech said on December 17 that over 1.6 million children of school-going age, two-thirds of them girls, were deprived of education in Balochistan, reports Dawn. He said it was a matter of serious concern that girls in such a large number were not enrolled in schools because of their shortage. About 12,000 of the 22,000 plus settlements in the province had government-run schools but most of them lacked facilities. Realising the gravity of those issues, he said, the Provincial Government had allocated massive funds for education sector and planned to open maximum number of schools.
