Rival militants attacked offices of a pro-government militant, killing nine and wounding eight of his men on January 6- night, according to Dawn. The attackers first stormed the office of Maulana Nazir in Wana, headquarters of South Waziristan, and killed three of his supporters and injured four others, sources said. The militants, reportedly equipped with rockets and heavy weapons, launched another attack on the office of Nazir’s close associate, Maulana Khanan, in Shakai town, killing six people and injuring five others. A spokesman for Maulana Nazir blamed Baitullah Mehsud’s supporters for the attack and asked all Mehsud tribesmen to leave the Wazir tribe-dominated areas to avoid bloodshed. "We suspect Baitullah and his Uzbek supporters for this gruesome attack which left nine Mujahideen dead," Lala Wazir said. A large number of attackers, he said, came from the Mehsud area at night and attacked the local peace committee offices in Wana and Shakai. Local people said that Nazir’s supporters later shot dead an associate of Baitullah Mehsud and captured four others in Wana. Maulana Nazir belongs to the Ahmadzai Wazir tribe and has great influence in the region and virtually controls Wana. His supporters, backed by security forces, had launched a drive against Uzbek militants in the area in April 2007. The week-long armed clashes between Nazir’s supporters and Uzbeks had left over 160 people dead. Sources said that the latest incident could trigger a tribal feud after Nazir asked tribesmen hailing from the Mehsud tribe to leave the Ahmadzai Wazir dominated areas by 8am on January 8.

At least 10 people were killed and 13 others sustained injuries when a teenaged suicide bomber blew himself up amidst a gathering of the Awami National Party (ANP) and tribal Lashkar (force) at Mirali in North Waziristan on February 11, The News reported. President of the North Waziristan chapter of the ANP, Haji Anwar Shah, was among the dead. Witnesses told The News from Mirali, the second biggest town after the regional headquarters Miramshah, that a suicide bomber blew himself up when the party workers reached Eedak village where armed men of the tribal Lashkar were manning a checkpoint set up on the main Bannu-Miramshah road to search vehicles carrying goods to Afghanistan. The attacker was reported to be travelling with the ANP activists from Tappi to Mirali where they had gone as part of their election campaign. The tribal Lashkar was recently raised by the Dawar tribes-people to evict foreign militants from their area, which according to them, provoked military operations by the Pakistani security forces and caused them multiple hardships.

It was the second missile attack on Nazeer's office in Wana, the headquarters of South Waziristan, in a fortnight. The office building was destroyed by the blast but there was no loss of life. However, officials of the political administration said the explosion was caused by a time-bomb planted by unknown people at the office of Nazeer.

Malik Zahideen was travelling from Miranshah to his native Behramand village along with his two brothers and two nephews when four militants intercepted their vehicle near Kharseen, killing all five. The unidentified militants later managed to escape. According to AFP, militants shot dead the tribesmen suspecting they were spying for foreign forces in Afghanistan, a local official said.

Despite a cease-fire brokered by two senior Afghan Taliban commanders on July 17, fighting between two rival militant groups continued on July 18 in which more than 50 militants were killed and dozens injured in the Mohmand Agency of FATA, The News reported. Two rival militant groups – the BaitullahMehsud-led Tehrik-e-Taliban Pakistan (TTP) and Commander Shah Khalid-led militants which is considered as pro-government — have been fighting for the past three days for the control of the Mohmand Agency. The two groups were running separate training centres and had set up checkpoints on roadsides. After two days of fighting, a two-member jirga (council) comprising two senior Afghan Taliban commanders — Ustad Mohammad Yasir and Maulvi Sadre Azam — mediated between them and brokered a truce on July 17-night. However, according to sources close to the militants, fighting between the well-armed militants of the two groups started again on July 18-morning when militants associated with Shah Khalid reportedly attacked one of Commander Omar Khalid’s senior commanders, Qari Shakil when he entered Khwezo, a town considered to be a stronghold of the Shah Khalid group. Qari Shakil, who hails from Peshawar’s Michni town, was injured in the attack while his vehicle was destroyed. Consequently, heavy fighting broke out between the two sides in which sophisticated weapons were used. Tribal and militant sources said that both the sides suffered heavy losses and so far 50 people, majority of them from Shah Khalid’s group, were confirmed dead and dozens injured.

Malak Shahjehan Khan, a prominent pro-government tribal leader and chief of the Mamond tribe, was killed and three other people were injured in an ambush near Shandi More, about one kilometer from Khar, headquarters of the Bajaur Agency in FATA, on July 21, Dawn reported. Malak Shahjehan and tribal leader Malak Mohammad Ayaz were reportedly going to Peshawar to attend a meeting with Prime Minister Syed Yousuf Raza Gilani. Malak Shahjehan escaped five attempts on his life over the past two years. He was against the presence of foreign militants in the Bajaur Agency and openly supported the political administration. He had also opposed the Government’s plan to abolish or amend the British-era Frontier Crime Regulation and extension of the political parties act to the tribal areas. He was the first tribal elder in the FATA who raised a Lashkar (tribal force) and took action against al Qaeda-backed tribal militants in Bajaur, according to The News.

Elsewhere in the FATA, militants holding talks with a tribal jirga (council) in the Orakzai Agency released on July 30 two hostages they had kidnapped along with eight officers of the Water Management Board on June 30. The militants, who are still holding 23 persons captive, have demanded release of their seven commanders and withdrawal of troops from the area in return for their freedom. The two hostages released on July 30 were identified as Jan Akbar and Abdul Wahab.

The victims were returning from a jirga (council) to discuss strategies for combating Taliban in the agency when their vehicle was stopped in the Babraki Ziarat area on the Oblana-Kohat road, local official Ahmed Khan said. "Armed Taliban stopped their vehicle, ordered the tribesmen to come out and shot them dead one by one," he said. 16 Taliban militants had been made hostage and two killed in recent clashes with the Ferozkhel tribal militia. They said the houses of those found sheltering the Taliban would be set ablaze and they would be expelled from the area. The jirga decided to impose a fine of PKR Two million on those who sheltered the Taliban in their areas. The jirga members assured the government of their full co-operation, and said they would fight alongside the SFs for restoration of peace in the agency. The jirga members expressed satisfaction over the restoration of the government’s writ in many areas of Salarzai tehsil. They asked the tribesmen to continue co-operation with the government to ensure lasting peace in the agency.

Tension gripped Mohmand Agency on November 5 after tribesmen interpreted an appeal by the government to expel militants and vacate houses as an indication of an impending military action. An exodus started from Anbar subdivision and people headed towards Peshawar, Mardan and other areas. The authorities dropped pamphlets from planes in parts of the area adjacent to Peshawar on November 4, seeking local people’s support against pro-Taliban militants. "The government has banned the Tehrik-i-Taliban Pakistan (TTP) and its leadership has been declared proclaimed offender. Its leaders are receiving funds, weapons and other incentives from non-Muslims and anti-Pakistan states for their activities," the pamphlet said. "They are not Mujahideen and they spread militancy. They are involved in killing innocent people." It urged the tribesmen to follow the example of their kindred in Bajaur, Darra Adamkhel and Orakzai and raise a lashkar (militia) against militants. Sources said militants had established their hold in three of the five subdivisions of Mohmand — Lakaro, Pendiali and Anbar. They had also set up parallel courts in the areas. A curfew has been in place in the region for the past 10 days. All government offices and educational institutions have been closed. The main road between Mohmand and Bajaur has been closed, causing shortage of food in several areas. Local people complained that hospitals were facing a shortage of doctors and paramedics and patients could not be taken to Peshawar because the road had been blocked.

The blast targeted a lashkar (volunteer militia) in the Batmalani, about 40-kilometres northeast of agency headquarters Khar. “Two to three hundred members of the lashkar were finalising their strategy after demolishing houses of Taliban when the blast occurred,” said local police official Fazal-e-Rabi. Malik Rahimullah, a tribal elder, said the explosion occurred as soon as armed contingents began to move. The tribesmen opened fire and killed three Taliban militants, including their commander, he said. The elders later took refuge in a guesthouse belonging to a local tribal chief, but more militants arrived, who besieged the house and demanded the local chief hand over the elders. The chief of a tribal Lashkar (militia) and eight other persons were killed when a suicide bomber blew himself up in a mosque in the Badan village of Bajaur Agency on November 20, Dawn reported. Eyewitnesses said the bomber succeeded in entering the mosque on the premises of the house of one Malak Rehmatullah during Maghrib prayers. Rehmatullah, a tribal chieftain and head of the Mamond militia, and eight of his close relatives, including a nephew, were killed. Militants had earlier killed the Salrazai militia chief Malak Fazli Karim and Oryazai militia chief Malak Fazli Mabud. It was the second suicide attack in two weeks in the Mamond area. The first attack occurred on November 6 when a bomber blew himself up at a tribal jirga (council), killing 25 persons, including the jirga chief.

The political administration pardoned the suspects after the jirga signed an agreement with authorities that in future they would never indulge in any militancy or criminal activities, but instead work for restoring the peace in the area. The jirga assured that those who violate the agreement would be punished and have to pay a fine of PKR 1 million to the administration.
