Tehreek-e-Taliban Pakistan (TTP) militants on January 5 killed 15 Frontier Constabulary (FC) personnel in Mir Ali area of North Waziristan Agency in Federally Administered Tribal Areas (FATA) to avenge, in the words of a TTP spokesman, the death of one of their ‘commanders’ in another tribal area at the hands of Security Forces (SFs), reports Dawn. The bullet-ridden bodies thrown on a hill in Mir Ali sub-district were spotted by tribesmen in the morning. According to an unnamed security official, “We had been trying to get them freed and we maintained contacts with their captors. Until last night the indications were positive. God knows what happened afterwards.” TTP spokesman Ehsanullah Ehsan told local media in Miranshah, “We have killed these personnel”. He said the killings were in retaliation for the death of Qari Kamran, an important ‘commander’ of TTP, who was killed along with 12 others on January 1 by SFs at Alamgir Killay in the Kermina area near Landikotal in Khyber Agency. "This is revenge for the killing of our comrades in Khyber by Pakistani forces. We will soon take revenge for other operations too," Ehsan added. The 15 personnel guarding the boundary between the FATA and Khyber Pakhtunkhwa had been taken hostage on December 23, 2011 in a pre-dawn attack by TTP militants on their post in Mullazai area of Tank District (KP).

Bajaur administration official Islam Zeb said, “Today TTP has released 17 of them. They have been freed unconditionally. Some 8-10 are yet in their custody.” Zeb said the boys had been abducted by a militant group allied with TTP ‘commander’ Maulvi Faqir Muhammad, who led local insurgents but is believed to have fled to Afghanistan in 2010. More than 30 children were abducted from Bajaur Agency during Eid holidays on September 1, 2011.

A handout issued here on January 22 said that during a presentation on FATA Disaster Management Authority, held at Islamabad, Khyber Pakhtunkhwa Governor Barrister Masood Kausar was told that so far 145,338 displaced families out of total 298,715 had been sent back to their permanent dwellings. The whole process cost PKR 7391.260 million including onetime cash grant of PKR 25,000 per family and PKR 15,000 for provision of six-month ration to each returning household. The repatriated families belonged to Bajaur, Mohmand, Orakzai, Kurram and South Waziristan agencies.

The United States Agency for International Development (USAID) will continue its support for economic and social development of Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA), reports Dawn. This assurance was given by Andrew Sisson, the USAID’s Mission Director in Pakistan, while speaking at a ceremony at Sarhad Chamber of Commerce and Industry (SCCI). He said that the agency had spent USD 500 million on development and economic growth in the KP and FATA during the past few years. “We are making a major investment in the KP and FATA,” said Mr Sisson, adding that his organisation in collaboration with the Government, FATA authorities and business community was making efforts to achieve development of the two areas.

Addressing a jirga (tribal council) at Ghalanai, he said that a quota will be specified for Mohmand tribe to encourage youth of the area to join Army. He said that a cadet college would be established in the area. “We will not disturb your tribal customs and jirga system,” he told the tribesmen. Brigadier Aftab said that some anti-state elements were still present in the area and they didn’t want stability in the region. “These are the enemies of our country,” he added. He urged tribesmen to play their role in restoration of peace in their respective areas and help SFs.

The relevant officials told the media that the influx of Shaluber displaced families had made the Jalozai camp’s administration to let the newly-registered Internally Displaced Persons (IDPs) stay outside the premises if they wished. “A total of 6,179 Shaluber families have so far been registered at the Jalozai camp and around 2,000 more are expected to seek IDP status in the days to come,” said Adnan Khan, a spokesman for the Provincial Disaster Management Authority (PDMA). According to an official, PDMA had initially been asked by the Khyber Agency administration for making arrangements at the camp for 3,000 to 5,000 Shaluber families.

The chief of Haleemzai Peace Committee, Malik Mohammad Ali, said on February 14 that armed volunteers would take positions on hilltops to check movement of anti-state elements. He said that all the 35 wanted men would be handed over to the administration soon. The volunteers of the peace committee made announcements through loudspeakers and asked the wanted tribesmen to surrender to the Government within a week otherwise they would take action against them. The tribal elder said that use of force would be their last option to expel militants from the area as first they would try to convince armed groups through negotiations. Approximately 85 Frenchmen have been training with the TTP in the North Waziristan Agency of Federally Administered Tribal Areas (FATA) for the past three years, according to the intelligence officials, who spoke on condition of anonymity. Most of the men have dual nationality with France and North African countries. The Frenchmen operate under the name Jihad-e-Islami and are being trained to use explosives and other weapons at camps near the town of Miranshah and in the Datta Khel area, the officials said. They are led by a French commander who goes by the name Abu Tarek. A militant commander, Ahmed Marwat, claimed in a phone call with on March 24 that French killer Mohammad Merah was affiliated with the Waziristan Chapter of TTP, but provided no details. Marwat said he was part of the Jundullah wing of the TTP. However, the claim could not be independently verified.

These local bodies, the Governor believed, would comprise representatives of respective communities, elected through balloting and under a well-established democratic process, for which necessary infrastructure was being laid down. More than 181,000 people have fled fighting between Government troops and Taliban or al Qaeda-linked militants in the Khyber Agency Areas of Federally Administered Tribal Areas (FATA), the United Nation High Commissioner for Refugees (UNHCR) said on April 13, reports Daily Times. “The number of people displaced by an ongoing government security operation in northwest Pakistan has now surpassed 181,000,” said a statement from the office of the UNHCR. The agency said that about 10,000 new arrivals were being registered daily at the Jalozai camp near Peshawar. “The vast majority of those registered - 85 percent - choose not to live in the Jalozai camp, opting instead to stay with friends, relatives or in rented accommodation,” said the UNHCR adding that it had distributed more than 37,000 humanitarian kits. Other UN agencies, including UNICEF and the World Health Organisation, were also providing aid. The fighting started on January 20 when the Government troops attacked terrorist groups in the Khyber Agency.

Sources said that about 500 families, belonging to Maniya Khel and Sra Vela localities of Tirah, reached Ghundi village of Jamrud tehsil (revenue unit) while around 300 more temporarily settled down in Ali Masjid area. A resident of Maniya Khel, Saifullah told the media “Taliban came in a large number. They were heavily armed”. He added that Kukikhel volunteers could not offer any resistance as they had exhausted all their ammunition and also vacated most of their bunkers. Saifullah further said that Taliban were also supported by Ansarul Islam (AI), a local militant outfit headed by Maulana Mehboobul Haq. He also alleged that the local militant outfit was affiliated with Jama’at Ulema-e-Islam-Fazl (JUI-F). Further, another Kukikhel volunteer Noor Zahir said that his tribe, which had earlier vowed to expel Taliban from their soil at any cost, lost most of their areas to Taliban fighters of Tariq Afridi group. Tehreek-e-Taliban Pakistan (TTP) and Hafiz Gul Bahadur group banned polio vaccinations in the Waziristan to protest against US drone attacks. "There is a possibility that we may have to skip the polio campaign in North and South Waziristan because we are not getting clearance from the army nor is the situation conducive," a government health official said. "We have threats from the Taliban. Going to these areas for a polio campaign would be tantamount to putting the lives of our staff in jeopardy," added the official, speaking on the condition of anonymity. Fawad Khan, Director of health services in the FATA, said that talks were ongoing between the administrators and the Taliban, but the health workers had not yet received ‘the green light’ for going ahead in Waziristan. At least 1,500 members of a local Taliban Shura (Council), tribal Maliks and clerics during a meeting at Islami Madressah Nezamia in Edek village, near Miranshah, decided that tribal people would avail the option to take refuge in Afghanistan if the government launches a military operation in North Waziristan. The chief of a peace committee, Maulvi Gul Ramzan, Mufti Saddiqullah, Taliban commanders and elders of Utmanzai tribe addressed the Jirga and declared that Utmanzai tribe was abiding by a peace agreement signed with the Government in February 2007 and would continue efforts for maintaining peace in the area, but the Government and SFs were violating the deal. “The peace agreement between the tribes and government is still intact. In case government starts a military operation the people of North Waziristan will migrate to Afghanistan,” it decided. “The Afghan Government is much better than the Pakistani government because at least women and children are not killed in drone strikes in the neighbouring country,” the speakers said, criticising the Government for not stopping American missile attacks.

Official sources said that cooperation by Ansarul Islam led to vaccination of children in 95 per cent area of Tirah. “It is a major breakthrough as many efforts to vaccinate children in the Taliban-controlled areas had failed,” officials said, crediting the vaccinators and Ansarul Islam for protecting 32,641 children against polio. They said that 11,626 children also got vaccine against measles while another 3,889 newborns and below the age of one month were vaccinated to safeguard them from five ailments. The vaccinators covered those children on Monday and Tuesday, they said. “Ansarul Islam and religious leaders attached to the group understand that the poliovirus can cause lifelong disability so they are ready to support the initiative,” said officials. Only four families refused to vaccinate their children, however, efforts were afoot to convince them, they said. The officials said that they covered 95 per cent children in Tirah valley of Bara tehsil. “Ansarul Islam played a vital role in countering community refusals,” they added.

The menace of militancy and terrorism can be uprooted from the tribal areas by extending the network of development activities and mega-uplift projects in underdeveloped areas, FATA (Federally Administered Tribal Areas) Development Authority (FDA) Chief Executive Shah Sahib said on September 6, reports Central Asia Online. “The mega-dams and road projects are not opposed by the militants,” FDA Chief Executive Shah Sahib said. “Rather, they are also helping in executing these uplift projects, and those who had given up arms are actually working as labourers to build these dams, which would bring a green revolution.” “There are many difficulties, but we are overcoming them with full zeal, and these uplift projects would go a long way in restoration of peace in the region,” he said. The FDA kicked off two small dam projects costing PKR 395 million August 30, FDA General Manager (Technical) Muhammad Naseem Golra said. They will provide drinking water and permanent irrigation in Mohmand Agency and Frontier Region Tank, he added. Workers will finish Moto Shah Dam in Mohmand by June 2014 and Sheen Kach Dam in Tank by December 2013, he added. Another four small dams in the pipeline in the tribal areas, he said, adding that Dandy Dam in North Waziristan and Dargai Pal Dam in South Waziristan have begun operation. Officials have identified 125 potential dam sites in FATA, of which 25 have been marked, he said. Work on 12 sites is likely to start once officials finish feasibility studies. “These projects will not only bring a green revolution in the tribal areas but would also generate livelihood support activities and provide jobs to the local youth,” he added.

The video also shows the men pleading for the militants’ demands to be met at the earliest, saying that one of their co-workers had been killed by the militants. The workers were travelling towards Tank from the dam site in South Waziristan Agency when their pick-up vehicle was intercepted by the militants, who abducted the men. The incident took place at Murtaza Goth near Gradawi, which lies 30 kilometres west of Tank.

According to senior security official based in Khar, the main town of Bajaur, around 400 militants had crossed from Afghanistan into Pakistan on August 23, 2012 and attacked villages. The army launched operations that killed around 120 militants and 25 soldiers, said another security official from the border town of Peshawar. “The militants escaped to their sanctuaries in Afghanistan and even left the bodies of their slain fighters,” said the Peshawar-based official. The Express Tribune quoting the UK-based daily The Telegraph said that senior ‘commanders’ of TTP as saying that the group noted Khan’s vehement opposition to US drone strikes against militants in its territory “as it reversed course to offer security assistance.” A TTP spokesperson said, “We are ready to provide them security if they need. We endorse Imran Khan’s plea that drone strikes are against our sovereignty. The anti-drone rallies should have been taken out by the religious leaders long ago but Imran had taken the lead and we would not harm him or his followers.” Earlier, the TTP had criticised Khan’s statement in which he had called himself a “liberal”. The TTP contended that by classifying himself as a liberal, Imran Khan had proved that he was a slave of the Western powers — especially the US and Europe. Meanwhile, the administration of Federally Administered Tribal Areas (FATA) has expressed concern over Imran Khan’s plan to hold a rally in South Waziristan, describing the law and order situation in the region ‘unfavorable’. “Imran Khan should postpone his rally as the circumstances are not conducive for the time being,” FATA Additional Chief Secretary Dr Tashkain said. However, the PTI is firm on its plan to hold the rally. “Imran Khan’s visit will not create trouble for anyone. Speaking with Talat Hussain on Express News show “Live with Talat”, Khan said that the only way to bring peace to the troubled badlands of Pakistan was to visibly pull out of America’s war, call for an end to drone strikes and entrust the armed tribals to Police their own areas. Detailing that the objective of his march was to create peace by taking tribals on board, he stressed that true peace could only be achieved once the war of hearts and minds are won. “War on terror was a war against extremism, but it has only served to intensify extremism,” he said. The second objective of the march, Khan said, was to talk with tribals of agencies afflicted by drones and militancy. He said that there is a need to combat the perception that Pakistan is fighting America’s war which breeds hatred against the Government. “You need to get out of America’s war, to remove the perception we are getting money from US, or take their orders, tell the tribals that the jihad has ended. The Government was prepared to table the resolution in the assembly but refrained to get it approved from the Lower House after the PML-N did not support it on the pretext that the Government had not implemented previous resolutions passed by parliament. The Pakistan People’s Party (PPP)-led Government wanted to bring the resolution in the wake of last week’s assassination attempt on Malala Yousufzai in Swat Valley. The PPP Chief Whip Khursheed Shah declared that the Government would only move the resolution once it reached a consensus. After this announcement the deputy speaker deferred the session for an indefinite period. Shah said, “The government doesn’t want to divide the nation, therefore, will not table the resolution.” Opposition leader Chaudhry Nisar Ali Khan criticised the government for non-implementation of as many as 12 unanimous resolutions. “We had supported the government in larger interest of the country,” he lamented. While rejecting the government’s resolution, Nisar referred to several statements by ministers that Mullah Fazlullah had orchestrated the attack on Malala. “Take the House into confidence and spell out your policy in clear terms,” Nisar said as he pointed out that military operation in Swat had not yielded any of the desired results. He said that launching of military operation on the pretext of Malala attack was like “fooling the nation”. “The House has unanimously passed a resolution against weekly change in prices of petroleum products but the government did not pay any heed to it and changed prices after two days of its passage,” he said.

The commandant explained that members of the jirga would resolve disputes between tribesmen in the agency, and also convey messages and demands of the tribesmen to the political administration in the area. Expressing concern over the prolonged military operation and curfew in their area, the internally displaced persons (IDPs) of Bara in Khyber Agency of Federally Administered Tribal Areas (FATA) have decided to meet leaders of different political parties to devise a plan for resolving the issue through negotiations, reports Dawn. Addressing a press conference in Peshawar on November 6, Tehreek-e-Mutasireen Bara chairman Suhbat Khan Afridi said that IDPs were unable to live in camps and with relatives any longer. He appealed to the Government to end operation and lift curfew in the area. He further said that a large number of people had been rendered jobless owing to closure of bazaars and markets in Bara. Mr Afridi said that Government should take effective steps for winding up the operation, restoration of peace and revival of business activities by announcing a comprehensive financial package for the IDPs. He said that more than 500,000 people became IDPs in the wake of military operation while nearly 120,000 children were deprived of education. He said that 1,700 people including elderly persons, women and children were killed in the area.

Addressing a news conference at the Police Club in Lahore Police on November 14 Inspector General (IG) of Punjab Police Haji Habibur Rehman claimed that five Tehreek-e-Taliban Pakistan (TTP) militants allegedly involved in terrorist activities in Punjab province were arrested in a joint operation by the Crime Investigation Agency (CIA) Police Multan and Makhdoom Rasheed Police, reports Dawn. IG Rehman said that the militants belonged to Miranshah, headquarter of North Waziristan Agency in Federally Administered Tribal Areas (FATA). The militants were arrested on information obtained from five others arrested earlier by Khyber Pakhtunkhwa Police. They had planned to carry out terrorism activities during the month of Muharram. He said that the terrorists were involved in several crimes including a bank robbery in Green Town area, an attack on Babu Sabu checkpost, an attack on District Police Officer (DPO) Dera Ismail Khan office, the murder of constable in DI Khan and multiple attacks on members of the Shia sect.

Jamiat Ulema-i-Islam - Fazl (JUI-F) expressed concern over closure of roads to different villages in Khyber Agency due to military operation and demanded of the Government to stop the operation and ensure supply of food, medicines and other necessary items to the residents. Speaking at a press conference at Peshawar Press Club, JUI-F’s Khyber Agency Naib Amir Haji Shamsuddin said that patients had been dying due to restriction on movement of people. Referring to problems being faced by residents of Tirah valley due to prolonged curfews, he said that they had been forced to keep their movement to their localities and they were not allowed to keep contact with rest of the country.

The Tehreek-e-Taliban Pakistan (TTP) is preparing for a leadership change which could see more moderate deputy leader of the group, Waliur Rehman, likely to succeed Hakimullah Mehsud, whose extreme violence has alienated enough of his fighters to significantly weaken him, military sources told Reuters, Daily Times reported on December 7. An unnamed senior Pakistan Army official based in the South Waziristan Agency of Federally Administered Tribal Areas (FATA), the group’s stronghold, said that Mehsud, who led the TTP for the last three years, has lost operational control of the movement and the trust of his fighters. “Rehman is fast emerging as a consensus candidate to formally replace Hakimullah. Now we may see the brutal commander replaced by a more pragmatic one for whom reconciliation with the Pakistani government has become a priority.” The change of leadership could mean less violence against the state but more attacks against US-led forces in Afghanistan.
