The Human Rights Commission of Pakistan (HRCP) on January 9 voiced concern at the reports of a number of journalists facing threats in recent weeks and asked the authorities to ensure that threats to journalists end, reports Daily Times. A statement issued in Lahore District by HRCP said, “The HRCP is alarmed at reports of threats received by journalists on account of their work. While it is not uncommon for journalists in Pakistan to live under a constant cloud of intimidation and violence, the perceptible increase in threats is manifested by over a dozen journalists killed in 2011, while many others have been forced to go into hiding. Many have exercised self-censorship for the sake of safety and others have suffered for airing views that are unpopular in some quarters. A number of journalists have recently gone public about the threats they have received from ‘anonymous callers’. They have also mentioned cell phone numbers of the callers but little has been done to identify or prosecute these people. A Government committed to media freedom must neither remain a spectator in the circumstances nor wait to be implored into action.” Further the report stated, “HRCP wants to remind the authorities that for two years now Pakistan has held the dubious distinction of being one of the deadliest countries for journalists. HRCP reiterates that those making threats and perpetrating violence against journalists are encouraged by the fact that out of over 70 journalists killed in Pakistan in the last decade, the perpetrators have been brought to justice in only one case.” HRCP urged all state institutions to acknowledge the dangers faced by the journalists, identify and prosecute those threatening media persons on account of their work and ensure that journalism does not remain a dangerous profession in Pakistan.

According to the book, prepared by the Punjab counterterrorism department, of the 70 high profile terror suspects, 28 belonged to different Sunni outfits and 20 to Shia organisations, while the rest had association with various banned outfits including Tehreek-e-Taliban Pakistan (TTP). Abdul Hameed alias Wattoo belonged to TTP and wanted in connection with terrorist attacks on GPO Chowk and Naval War College, Lahore. The fresh edition of the ‘Red Book’ has been sent to all Police Stations and City Police Officers of the Province. The first part of the book contained profiles of terrorists, while the second and third part shows their association with the organisations. It also carries their photographs, criminal record, the names of the terror groups they belonged to and reward money announced by the Punjab Government.

The Aabpara Police (Islamabad) during the last two days registered five separate cases over the disappearance of people, including the mother of former Lal Masjid [Red Mosque] cleric Maulana Abdul Aziz and a businessman, during the operation, Police said on June 7, reports Dawn. In all five complaints no one had been nominated. “Neither their dead bodies were found nor could their whereabouts be traced even after conducting the DNA tests of those who remained unidentified and were later buried at the H-11 graveyard,” said a Police Officer on condition of anonymity. The cases were registered before the June 8 deadline given by the Supreme Court to the Police directing them on May 25, 2012 to entertain the complaints over the disappearance of people during Operation Silence in 2007 and register cases, added Police. All the five cases were registered on charge of PPC 365 (kidnapping or abducting with intent secretly and wrongfully to confine person). Over the disappearance of Sahiba Khatoon, the Police registered a case in response of a complaint lodged by her son Maulana Abdul Aziz, who sated that his mother was missing since July 10, 2007. The second case was registered over the disappearance of Khalid Amin, in response of a complaint lodged by his brother Sajjad Ahmed, who stated that his brother was missing since July 7, 2007.Three other cases were registered over the disappearance including that of Mumraiz Khan, in response of a complaint lodged by his brother Munir Khan, a native of Murree. Mumraiz was missing since July 8, 2007.

A local cleric, Maulvi Ibrahim Chisti, declared the polio campaign ‘un-Islamic’ and announced at the local mosque that jihad should be carried out against the visiting polio vaccination team in Muzaffargarh District, reports The Express Tribune. According to details, the local polio team entered the District’s rural Khan Pur Bagga Sher area and asked local families to cooperate with the campaign. When the local cleric, Maulvi Ibrahim Chisti found out about the campaign, he immediately went to the biggest mosque in the area and declared that polio drops are ‘poison’ and against Islam. He added that if the polio team forced anybody to partake in the vaccination campaign, then jihad was ‘the only option’. As a result, the polio team returned to Muzaffargarh city without carrying out immunisation, and reported the matter to Muzaffargarh Health Executive District Officer (EDO) Doctor Aashiq Hussain. A Police inquiry was ordered, after which a raid was carried out in the cleric’s area. However, Chisti had already escaped by the time the Police arrived. Residents said the cleric had tried to convince them that the polio campaign was a ‘western conspiracy’ to render the population impotent. After the Police raid, the polio team returned to Khan Pur Bagga Sher to implement the polio immunisation campaign.

Pakistan Railway Police have put security of all major railway stations in the country on high alert, reports Dawn. The steps have been taken in the wake of bomb blast at Sibi train terminal in which seven persons were killed and 15 others injured. Inspector General of Railway Police Ibne Hussain visited Rawalpindi and Islamabad and directed to beef up the security of Rawalpindi, Chaklala and Margalla Railway Stations. “We have doubled the strength of police personnel in and around the railway stations to avoid any untoward situation,” said Raja Zaheer Arshad, acting Senior Superintendent of Rawalpindi Division Police. He said the Railway police IG during meetings asked the law enforcement agencies to keep an eye on the movement of suspicious persons in and around the railway installations. “IG Railway Police also discussed the situation with Pakistan Railways Chairman and assured him that his men will ensure the protection of passengers and staff of the railways,” he said.

According to a media report, Tehreek-e-Taliban Pakistan (TTP) Chief Hakimullah Mehsud on August 1 directed his fighters to step up attacks in Punjab province, especially on intelligence organisations and military facilities like the Pakistan Air Force (PAF) base in Lahore District, reported Indian Express. The TTP chief has decided to increase terrorist attacks in Punjab to "inflict maximum damage", especially in the provincial capital of Lahore, The Express Tribune quoted its sources as saying. During a secret meeting held at Asad Khel village in the lawless North Waziristan Agency of Federally Administered Tribal Areas (FATA), Mehsud allocated PKR 25 million for attacks targeting the PAF base in Lahore and offices of the Inter-Services Intelligence (ISI), Military Intelligence, Intelligence Bureau and Counter-Terrorism Department. The daily quoted an intelligence report as saying that the meeting in North Waziristan Agency was attended by top TTP ‘commanders’, including leaders of the Qari Yasin group, which is listed in the Police's "Red Book" as a high-profile terrorist organisation. The militants have allegedly carried out reconnaissance of the PAF base in Lahore and some local employees were "also collaborating with terrorists", the report said. Weapons and ammunition for the attack will be "provided by concealing them using cargo companies", the report added. Another intelligence report stated that the TTP were planning attacks similar to the one on the Mehran naval airbase in Karachi in May 2011.

Militant outfits have chalked out a plan to hit Islamabad and Lahore simultaneously with the collaboration of the Afghan National Directorate of Security (NDS), sources in the Interior Ministry said on August 17, quoting the report of an intelligence agency, reports The News. “Attacks, using explosive laden trucks, will be launched in Islamabad and Lahore at the same time,” sources said, adding that the key leader of a terrorist outfit, Yaseen, was the mastermind of these vehicle-borne improvised explosive device attacks. The Police of the twin cities, Rawalpindi-Islamabad, on October 10 sought the Interior Ministry’s help to be allowed to go to Afghanistan to arrest Roohullah, a high-profile fugitive wanted for the murder of former Attorney-General and retired Judge of Peshawar High Court (PHC) Justice Sardar Khan, reports Dawn. Sources revealed that after escaping from the District Headquarters Hospital (DHQ) in Rawalpindi on July 29, 2012 Roohullah has been spotted in Afghanistan where he is allegedly being sheltered by Mangal Bagh’s militia. A letter had been written by the Police to the Interior Ministry seeking permission from Afghanistan Government to send a Joint Police Team to arrest Roohullah. Another source added that nearly two weeks back, a senior Police Officer had directly approached the Afghan Ambassador in Islamabad on the issue. But given the absence of an extradition treaty between the two countries, the ambassador declined to entertain the request. A senior police officer, requesting not to be named, said: “Though the Afghan Ambassador was briefed in detail about the escapee and his current whereabouts, he was not convinced. If the twin cities Police are allowed to travel to Afghanistan and the Afghan Police assist them, the fugitive could be captured and brought back to Pakistan.” Deputy Superintendent of Police Omer Hayat revealed that efforts by the Police were also in progress to arrest the fugitive and bring him back through Interpol. On July 29, Roohullah had escaped from medical ward of DHQ Hospital Rawalpindi where he was being treated under the custody of Adiala Jail. Investigations revealed that the plan to escape was hatched by him and a double-murder suspect Raja Arsalan. Roohullah had assured Raja Arsalan in the jail that he had close links with some influential people in the judiciary and he could help him in getting bail and in return he had to help him flee from the jail. With help from jail staff and the hospital doctor, Roohullah managed to reach the DHQ Hospital and escaped with his wife first to Swabi District in Khyber Pakhtunkhwa by Raja Saqib, a resident of Islamabad. After interrogating the two facilitators for more than six days, the Rawalpindi Police (Ganjmandi) brought them here for investigation while a separate case has been registered against three Islamabad Policemen for their role in Roohullah’s escape.

The Counter Terrorism Department (CTD) of Punjab Police sent a report to the Provincial Home Department citing more than 175 incidents in which Government ban on the use of loudspeakers in mosques had been ignored in Rawalpindi District since July 2012, reports Dawn. The CTD in its report said 35 cases of violation were noticed in the month of July, 34 were reported in August, 68 in September and 40 cases were reported in October. The CTD has suggested that the Police should be directed to enforce ban on use of loudspeakers. A source said that 175 violations related to the use of loudspeakers in mosques had been reported but only three cases were registered by the Police. One case was registered in August, while the remaining two were registered against clerics of two mosques in September. However, none of the clerics were arrested by the Police on the charges of flouting the Government ban. According to the ban, amplifiers could only be used during Azan (call for prayer) and Khutba (formal occasion of public preaching). Mounting loudspeakers outside mosques and other worship places had been prohibited by the Government as well.

On October 27, The Express Tribune reported that despite being on the Interior Ministry’s watch list for being banned by the United Nations (UN), Jama’at-ud-Dawa (JuD) is all geared to launch a rigorous hide collection campaign this Eid, especially in Lahore District. The JuD is not only appealing for hides, but also soliciting cash donations in lieu of sacrificial animals. The outfit has set up collection camps in different areas of the city with its central camp at Choburji that has huge banners, appealing to citizens to donate hides. To facilitate donors, JuD distributed large shopping bags, printed with phone numbers of its all 25 collections centres, to households in Lahore. They have asked people to put the animal hide in the bag and drop it at the nearest JuD camp or call on any of the printed numbers to have a JuD representative come and collect the hide from their residence.

Sources in the Home Department revealed that traders, industrialists, businessmen and other wealthy people in major cities of Rawalpindi and Lahore Districts are worried about the alarming increase in activities of extortion by terror groups. A Home Department report sent to all the Divisional and City Police chiefs in the province also identified the terror groups and their modus operandi to extort money from wealthy people, especially those who had migrated to the urban centres of the Punjab from the tribal areas. Some of the groups operating from Waziristan and Afghanistan are reported to have extracted money from these people. Home Department has directed the Divisional Police Chiefs to launch a crackdown on the extortionists. The report painted the situation in Rawalpindi grimmer, as about 100 people in the garrison city were forced to pay extortion varying from PKR 2 million to PKR 7 million to the terror groups in the recent past. The victims mostly included wealthy Pashtoons who either dealt in auto/spare parts or owned factories. Supporters of Taliban or the extortion mafia groups lived in Sadiqabad and Pirwadhai areas of Rawalpindi District. Another group identified in the report as “Tiger” was also reported to have been involved in extorting money. The Tiger group consisted of 50 to 60 gangsters with criminal history, said the report.
