The minister said that our Law Enforcing Agencies (LEAs) are doing a commendable job in the operation and a large number of criminals and militants have been arrested. He said that after the operation against terrorists, another operation would be carried out against ‘terrorists making factories’. The Director General Rangers Major General Rizwan Akhter on January 14 expressed concern over the news circulating in the media regarding high-level postings in the Police department, and said that the Rangers wanted that present Police setup in the city should continue for a year. During a high-level meeting held in Pakistan Rangers Sindh Headquarters, the option of discontinuing targeted operations in Karachi was also discussed, said a handout issued. The statement added that there was a consensus that the current setup of Karachi Police should continue for at least another year so that the ongoing operation against target killers, extortionists and criminals in the city could reach its conclusion.

District West and Central Deputy Inspector General (DIG) Javed Odho on March 5 revealed that the two suspected target killers who were killed in an encounter with the Police on March 3, 2014, were also involved in the attacks on the office of Express Media Group, reports The Express Tribune. “The cross-matching of ballistics reports has confirmed the two suspects were involved in the first two attacks on Express Media group last year,” he said. The suspects were identified as members of Sipah-e-Muhammad Pakistan (SMP), an outfit believed to be involved in over 300 target killings. DIG Odho said that Police investigators had confirmed that the suspects were involved in 17 target killing cases and the majority of their targets had been Policemen.

While chairing a high-level meeting to review the law and order situation in Karachi, provincial capital of Sindh on March 14, Prime Minister Nawaz Sharif said that the operation in Karachi will continue and that he would himself monitor it, reports Daily Times. “Karachi operation will continue. The sacrifices rendered by our security agencies are invaluable. Karachi operation is not a routine issue for the government and I will regularly monitor and supervise operation and will help the provincial government in resolving their issues,” the Prime Minister said. He directed that the ban on recruitment in the Civil Armed Forces be lifted. On the recommendation of Rangers Director General, Prime Minister Nawaz directed that in order to ensure merit and transparency, army recruitment centres be engaged to facilitate recruitment in Police. “Recruitment should be purely on merit, without any favouritism,” he said. Further, he directed the Sindh Government to expedite the establishment of isolated high security prisons in Sindh for internment of terrorists. The meeting agreed in principle that additional Police Stations would be established in Lyari Town of Karachi. The Prime Minister directed the Interior Ministry to expedite the blocking of illegal mobile phone SIMs and use of biometrics system for issuance of SIMs in the future. He also asked the Sindh Government and Rangers to take action against land mafia, which is illegal occupation of state lands. The figures were revealed in a written reply from the Federal Ministry of Interior during the question hour. Balochistan, which has seen deadly attacks on the resident Shia Hazara community, witnessed 737 killings. Sindh, where a number of doctors, professors religious leaders belonging to their sect have been targeted in recent years, 252 were killed over sectarian differences between January 2008-January 2009. Punjab, which saw some of the worst riots in the country last year following a clash of two groups in Rawalpindi on Ashura that resulted in a curfew, 104 people were killed in sectarian violence over five years. Khyber Pakhtunkhwa witnessed 22 killing. Gilgit-Baltistan, which has belied its largely peaceful outlook with incidents of sectarian violence, saw 103 people falling victim to sectarian violence. Five people lost their lives in Islamabad in sectarian attacks.

It further states that the violence is not limited to killings, many more journalists have escaped assassination attempts or been threatened, harassed, abducted or tortured. The threat by the militant groups, including the Tehreek-e-Taliban Pakistan (TTP), spreads from Karachi (Sindh) to Khyber Pakhtunkhwa (KP) and the tribal areas. In those conflict-ridden regions as well as Balochistan, these groups and ethnic Baloch armed groups openly threaten reporters with death and attack them. The report describes how the Pakistani authorities have almost completely failed to stem human rights abuses against media workers or to bring those responsible to account. “The government has promised to improve the dire situation for journalists, including by establishing a public prosecutor tasked with investigating attacks against journalists. But few concrete steps have been taken,” said David Griffiths, Amnesty International’s Deputy Asia-Pacific Director. The Prime Minister said that terrorists and criminals should be brought to justice without any political prejudice. “We started the operation in Karachi with the agreement of all political parties and stakeholders,” he said, adding, “Being the economic hub of the country, Karachi holds special significance for me.” “We want cooperation of all stakeholders in Karachi and I see no one who will not want to improve the law and order situation of Karachi, therefore, a joint solution is the only option,” he added. Nawaz emphasised upon the capacity-building of the Sindh Police and appreciated acquisition of services of retired Army personnel for maintaining law and order in Karachi. It stated that at least 60 Policemen were killed in the line of duty. They were mostly targeted when they were on patrol though a few were killed in encounters with militants, bandits, gangsters and other criminals. The figures showed a total of 1,277 ‘encounters’ leading to the arrest of some 1,000 ‘heinous crime’ suspects and killing of 253 others. Suspects shot dead by paramilitary Rangers numbered 115. The suspects were wanted in ‘heinous crimes’ from murders to ‘terrorism acts’ and kidnapping-for ransom-to extortion. “The situation describes police strategy,” said the Spokesman for the Karachi Police when asked about the reasons behind an unprecedented surge in deadly encounters which left 253 suspects dead. “The current leadership of the Karachi and Sindh Police has focused more on training and capacity building of the serving Policemen, considering the challenges and ongoing targeted operation, which has resulted in better firing skills and much better reaction time of our Policemen challenging the criminals,” he said. “There is no shoot-at-sight order. The number of killings in encounters rose only because criminals face much stronger and quicker reaction from the Police party whenever they challenge it. The encounters were also held in the past but a sluggish response from the police party helped suspects to escape unhurt,” he added. While the Police ‘performance’ has brought down the number of killings on sectarian, ethnic and political grounds to a large extent, it has raised questions about the growing number of deadly encounters drawing criticism from human rights activists. Zohra Yusuf of the Human Rights Commission of Pakistan (HRCP) said that such a high figure of killings in ‘encounters’ acknowledged by the LEAs was highly alarming. A preliminary report on the naval dockyard attack in Karachi on September 6, 2014, revealed on September 16 that the Tehreek-e-Taliban Pakistan's (TTP) Sindh Chapter was involved in the attack, reports Dawn. The report said that TTP's Sindh Chapter had penetrated into various departments of the Provincial Government. It further stated that at least 21 suspects, including 14 servicemen, were also taken into custody. Karachi Dockyard attackers planned to hijack Navy frigate PNS Zulfiqar in their attempt on West Wharf on September 6, Dawn reported on September 13. According to informed sources, the attack was carried out entirely by serving Navy personnel, along with Owais Jakharani, a former Navy cadet who could have been given access inside without too much trouble. “It seems the intention was to hijack PNS Zulfiqar [a frigate purchased from China and inducted in July 2009],” said one of these sources. “The group of would-be hijackers, led by a senior officer, was even saluted by the guard at the bottom of the gangway, before another became suspicious of their intentions and alerted other personnel.” Naval Commandos of PNS Iqbal rushed to the scene and a gunbattle ensued. One naval officer was killed and seven others were injured. Two or three of the attackers were shot dead, one of them being Jakharani, who the Police claimed had drowned. Four attackers who had taken refuge in one of the ship’s compartments were locked in and later captured. According to another source, no fewer than 17 more individuals, all Navy personnel, including the three arrested from Quetta in Balochistan while reportedly trying to make their way to Afghanistan have been rounded up based on information extracted from those apprehended. "These mujahidin [holy warriors] had taken control of the Pakistani ship, and they were advancing towards the American fleet when the Pakistani army stopped them," he said. "As a result, the mujahidin, the lions of Allah and benefactors of the Ummah (community), sacrificed their lives for Allah, and the Pakistani soldiers spoiled their hereafter by giving up their lives in defence of the enemies of the Ummah, the Americans," he added. Al Qaeda announced the formation of the new group on September 4, 2014 with its 'chief', Ayman al-Zawahri, promising to spread Islamic rule and "raise the flag of jihad" across South Asia, home to more than 400 million Muslims.

According to sources, the report claimed that suspects arrested included those belonging to the Tehreek-e-Taliban Pakistan (TTP), the People's Amn Committee (PAC), the Muttahida Qaumi Movement (MQM), Awami National Party (ANP), and hundreds belonging to banned outfits. 373 raids were carried out on MQM offices in which 560 MQM workers were arrested and a large cache of weapons was recovered. 18 raids were carried out on offices of the ANP in which 40 people were arrested and 21 weapons were recovered, he said. 396 raids were carried out against the PAC, in which 539 suspects were arrested and 591 weapons were recovered. 403 raids were conducted against the TTP, in which 760 terrorists were arrested and a large cache of weapons and explosives was recovered. 159 raids were carried out against other banned outfits, in which 352 suspects were arrested and 463 weapons were recovered.

Speaking at the Youth Parliament Convention in Karachi, former President General (retired) Pervez Musharraf on December 4 termed recognition of the Taliban regime in Afghanistan a blunder on part of Pakistan but blamed the West and United States (US) for the birth of al Qaeda and leaving Pakistan high and dry after the Soviet withdrawal from Afghanistan, reports Dawn. He said Pakistan suffered due to wrong policies of the US as the country had to fight on two fronts simultaneously in 1979, which led to an increase in the size of the armed forces. Musharraf said efforts have been made to destabilise Pakistan right from 50s and 60s era. “Some say Taliban are our children and we created them… but it’s not true,” said the former President. He said Islamic Mujahidin were introduced to fight against the Soviet Union in 1979 and subsequently the Soviets were defeated and evacuated Afghanistan in 1989. Musharraf regretted that Mujahidin were not looked after following their ‘utilisation’ against the Soviets. He, however, admitted that recognising the Taliban regime in Afghanistan was a blunder on Pakistan’s part. Further commenting on prevailing political situation, the Musharraf said that Army must have a constitutional role in Pakistan. Political parties do not take better decisions in the greater interest of the nation and democratic Governments have never performed well in Pakistan, he claimed. “Progress was only made during Ayub Khan’s regime besides mine.” Musharraf claimed.

"There is a lot of doubt whether he is alive or not. But we are more confident that he is in Karachi," Nabil was quoted as saying in The New York Times (NYT) regarding Omar's whereabouts. An unnamed European official said in the NYT report that there is a "consensus among all three branches of the Afghan Security Forces that Mullah Omar is alive". "Not only do they think he's alive, they say they have a good understanding of where exactly he is in Karachi," read the report. The report said that Mullah Omar has always functioned more as the spiritual and ideological leader of the movement than as an operational 'commander'. "But now one man, Mullah Akhtar Muhammad Mansour, has risen to the No 2 role and become the main link to Mullah Omar, allowing him to place his loyalists up and down the ranks," Nabil said in the report. According to the report, Maulvi Najibullah, a senior Taliban military 'commander', said in a telephone interview from Peshawar (Khyber Pakhtunkhwa), that he has "not seen Mullah Omar in a very long time". Taliban 'spokesman' Zabihullah Mujahid credited Omar's reclusiveness with his survival, claiming that al Qaeda leader Osama bin Laden was found because he had couriers coming and going with videos and letters. "We are attempting to eliminate any possible opportunity that could end up helping our enemies find our leader," the report quoted Mujahid as saying.

Not every Afghan living in Pakistan is a refugee, said representative for the United Nations High Commissioner for Refugees (UNHCR) Maya Ameratunga during a group discussion held in Karachi about the United Nation’s (UN) mandated role and operations in Pakistan on December 29, reports Dawn. The discussion mainly revolved around the repatriation of the Afghan refugees from Pakistan after the December 26, 2014, attack on Army Public School in Peshawar. She argued that there was no criminal involvement of the registered refugees living in Pakistan but they could not give any guarantees about the unregistered ones. She, however, added that the UNHCR was in close coordination with the Government over the issue. Speaking in the context of Sindh, the representative informed the audience with the help of slides about the refugees presence and status and said there were 67,000 refugees in the Province at present. Their number continues to increase and decrease depending on the number of people making their way and returning through the porous border Pakistan shares with Afghanistan. There were 72,000 Afghan refugees in the Province, till 2013, and by the end of this year 5,000 reportedly returned to their homes. Apart from the Afghans, the number of Somalian refugees in Karachi is around 200.
