Three special courts were formed on January 1 in accordance with the Protection of Pakistan Act (PPA) to preside over cases relating to terrorism,reports Daily Times. Five special courts are to be formed in total. The three courts have been formed in Peshawar (Khyber Pakhtunkhwa), Lahore (Punjab) and Quetta (Balochistan) in accordance with the PPA passed by parliament in order to curb rising militancy in the country. Judge Mukarrab Khan will head the special court in Lahore, Judge Zafar Khosa in Quetta and judge Anwar Ali Khan will preside over the court in Peshawar. As many as five special courts are to be formed whereas the next phase will focus on establishing special courts in Islamabad and Sindh.

Seven terrorists were executed in different jails of Rawalpindi, Faisalabad, Karachi and Sukkur on January 13, reports The News. Three militants of Lashkar-eJhangvi (LeJ) Shahid Hanif alias Mufti Shahid, Muhammad Talha and Khalil Ahmed alias Hassan Jan were executed in Central Prisons in Sukkur. They were condemned to death by an anti-terrorism court after they were found guilty of killing Syed Zafar Hussain Zaidi, director laboratories of Ministry of Defense (MoD) in Karachi in July 2001. Two terrorists involved in former President General (Retired) Pervez Musharraf assassination bid case were executed at District Jail Faisalabad. The terrorists were identified as ex-employee of Pakistan Air Force Nawazish Ali and Mushtaq. Zulfikar Ali was executed at the Adiala Jail, Rawalpindi. He was associated with Al-Qaeda. He was convicted for killing two Policemen near the US Consulate General in Karachi. He was convicted by Anti-terrorism Court in Karachi after being booked in 2003 in FIR no 35/03 registered in Karachi under Sections 353, 302, 324, 397 and 7-ATA. Behram Khan, the killer of a lawyer, was hanged at Karachi Central Jail in the presence of judicial magistrate. Behram Khan, along with Police Sub-Inspector (SI) Pir Bux, had killed Advocate Ashraf in the courtroom of Sindh High Court in 2003 and they were arrested while trying to escape. Anti-terrorism Court in Karachi had sentenced Behram to death while SI Pir Bux was sentenced to life in prison for abetting the crime.

The Sindh High Court (SHC) on January 27 directed the Home Secretary, Provincial Police Chief, Rangers Director General and others to submit their respective replies in the petitions against alleged detention of seven workers of the Muttahida Qaumi Movement (MQM) by Law Enforcement Agencies, reports Dawn. A division bench comprising Justices Ahmed Ali M. Sheikh and Syed Muhammad Farooq Shah also issued notices to the Federal and Provincial law officers to ensure the filing of comments on behalf of the official respondents. The hearing was adjourned till January 15, 2015. According to details, on January 15, 2015, Shahzad Khan, a worker of the Karachi Water and Sewerage Board (KWSB), was held in Orangi Town and on January 16, 2015, MQM worker Syed Tahir Ali, an employee of the education department, was arrested Later, on January 20, 2015 the paramilitary troops arrested Abrar, owner of a roadside tea stall, in Orangi Town within the jurisdiction of the Mominabad Police Station. He said that on the same day another worker of MQM, Umair Sharafat, an employee of Honda Atlas, was arrested from Sector 10 in Orangi Town. Also, the LEA personnel and Police raided the house of Naseer, an employee of a hospital, in Orangi Town and took away the victim. On January 21, 2015, he said, another worker of MQM, Bilal, was taken into custody in Hingorabad area of Lyari Town. The same day, Suleman, a factory worker, was also picked up by the Rangers and Police within the jurisdiction of the Kalri Police Station.

Two convicted terrorists affiliated with Lashkar-e-Jhangvi (LeJ), identified as Attaullah alias Qasim and Mohammad Azam alias Sharif, were hanged till death in Karachi Central prison on February 3 (today), reports Dawn. Qasim and Sharif were sentenced to death for killing Dr Ali Raza Peerani in June 2001 in Soldier Bazaar area of Jamshed Town. An Anti-Terrorism Court (ATC) had declared both of them guilty of the murder in July 2004. The convicts' appeals against capital punishment had been turned down by the Sindh High Court (SHC) and later the Supreme Court. Black warrants for the execution of the two condemned prisoners were issued on January 24, 2015 on a request of jail authorities.

At least 58 suspects belonging to the Muttahida Qaumi Movement (MQM) arrested from Nine Zero on March 11, 2015, were presented in an Anti-Terrorism Court (ATC) on March 13, which granted remand of 32, reports Daily Times. Faisal alias Faisal Mota, who was sentenced to death in the January 13, 2011, in the murder case of journalist Wali Khan Babar was also among the 58. Also, the ATC granted custody of Faisal Mota, Nadir Shah, Shabbir Mullah, and Amir Ali to Paposh Police on remand till 25 March, 2015. Additionally, Police have requested the remand of 26 suspects for 14 days.

Also, two executions were halted in jails of Sahiwal and Mianwali Districts of Punjab after they were pardoned by the victims’ families. In Punjab, one Shahbaz, convicted of murdering another man in a land dispute in 1998, was taken to the gallows at the Sahiwal Central Jail in Sahiwal District. Another murder convict, Ghulam Yaseen, was hanged at the New Central Jail in Bahawalpur. He was convicted of murdering a woman in 2001. Sentenced for committing murder in 2000, convict Mohammad Khan was hanged at the Mianwali Central Jail. In Sindh, two death row prisoners were hanged at the Central Jail in Sukkur. An Anti-Terrorism Court (ATC) in Karachi on May 21 handed over to Police four suspects involved in May 13, 2015, Safoora bus attack on 14-day physical remand, reports The News. The four suspects were identified as Saad Aziz, Muhammad Azhar Ishrat, Haafiz Nasir, Tahir Hussain Minhas. The suspects were presented in court for clashing with Police and possession of explosive material and illegal weapons. The court remanded the suspects into Police custody for 14 days for investigation and interrogation. According to Police, the four suspects confessed to their involvement in a string of terrorist attacks in Karachi, including the attack on the Ismaili community and the murder of The Second Floor (T2F) Director Sabeen Mahmud on April 24, 2015. Three of the four arrested terror suspects are highly-educated, with academic degrees from respected universities including the Institute of Business Administration (IBA) and Sir Syed University of Engineering and Technology (SSUET) in Karachi. Police investigators said that the four terrorists told them that they had targeted Sabeen because of her campaign against Lal Masjid cleric Maulana Abdul Aziz.

Elsewhere, an under-trial prisoner, identified as Tanveer alias Jumbo, who was being tried for possession of explosives, escaped from Police custody by unlocking his handcuffs while being escorted by a Policeman from Central Jail Karachi for his hearing at Anti-Terrorism Court-IX on August 24, reports Dawn. Tanveer was under the custody of the Special Investigation Unit after he was arrested in Ibrahim Hyderi area of Bin Qasim Town in 2014 and a case (FIR 241/14) was registered under Sections 4/5 of the Explosives Substances Act, 1908. Police claimed that hand grenades and other explosive devices were recovered from Tanveer's possession at the time of arrest.

According to a supplementary charge-sheet filed in an Anti-Terrorism Court (ATC) on October 26, a suspect identified as Mohammad Imran Swati, confessed to his involvement in planning the murder of the Director of the Orangi Pilot Project Perween Rehman on March 13, 2013, on Manghopir Road in Karachi, along with his brother-in-law and a Tehreek-e-Taliban Pakistan militant, reports Dawn. Imran, belonging to the Awami National Party (ANP), confessed that he was part of a meeting in which the murder was planned. He had joined the ANP in 2010 and was an office-bearer of its Bokhari Colony ward. Another suspect, Ahmed Khan alias Ahmed Ali alias Pappu Kashmiri, has been charge-sheeted in the case. The supplementary charge-sheet also named Rahim Surti, Ayaz Surti, Amjad Afridi and Shaldar Khan as absconding accused. The ATC-II judge issued non-bailable warrants against the four absconders directing the Police to arrest and produce them in court till October 30, 2015. A case was registered under Sections 302 (premeditated murder) and 34 (common intention) of the Pakistan Penal Code at the Pirabad police station.

The Sindh Rangers registered a case against Dr Asim at a North Nazimabad Police Station on November 25, 2015, soon after the expiry of the 90-day remand that the paramilitary force had obtained from an ATC for interrogation after his arrest on August 26, 2015 under Section 11-EEEE of the Anti-Terrorism Act 1997. According to the First Information Report (FIR) registered against him, Dr Asim facilitated criminals and terrorists by getting them treated at the two branches of his hospital in Karachi. The complainant in the FIR said that Dr Asim admitted before the Joint Investigation Team that he facilitated criminals and terrorists belonging to banned organisations and the Lyari gang war as well as workers of political parties at the two branches of his hospital situated in North Nazimabad and Clifton.

An anti-terrorism court (ATC) in Karachi on December 22 issued non-bailable warrants for the arrest of 25 senior leaders of the Muttahida Qaumi Movement (MQM) in a case registered against them for facilitating Altaf Hussain’s July 12 speech that was critical of the military establishment, reports Dawn. The MQM leaders were named in different FIRs by private complainants who alleged that the accused had attended a public gathering and listened to Altaf Hussain’s outburst against the security agencies on July 12 this year. In his speech, Hussain had accused the paramilitary forces of torturing and killing his party workers. Compiled on the basis of FIRs registered against the MQM leaders at police stations in Malir cantonment, Sukhan, Bin Qasim Town, New Town and Steel Town, Karachi Police presented before the ATC a charge sheet in which the MQM leaders were charged under Section 12 (collection of evidence in the absence of accused) of the Criminal Procedure Code (CrPC).
