Two more people were killed and five injured on the 11th consecutive day of sectarian clashes in the Kurram Agency of the Federally Administered Tribal Areas (FATA) on January 1, according to The News. A peace Jirga (council) that arrived from Hangu continued talks with the rival groups in an attempt to strike a truce but no progress was made till last reports. On January 1, fighting between the rival groups continued and both the sides used heavy weapons, including mortars, rockets and missiles.

Militant ‘commander’ Maulana Faqir Muhammad was named on January 28 the ‘political face’ of the Tehrik-i-Taliban Pakistan for the purpose of holding talks with the government and negotiate a truce, according to Daily Times. "Ameer Baitullah Mehsud has authorised Maulvi Faqir Muhammad to hold talks with the government on behalf of the new organisation (formed last year)," purported Taliban spokesman Maulana Umar told Daily Times from an undisclosed location. Faqir leads Taliban militants in the Bajaur district of FATA, overlooking Afghanistan’s Kunar province. The spokesman said the Taliban were "ready for talks" with the government.

The Tehreek-e-Taliban Pakistan (TTP) said on March 30 that it was ready for talks with the Government, provided that Islamabad reverses its pro-American policies, Daily Times reported. TTP leaders told a rally in the Inayat Kalay Bazaar of Bajaur Agency in the FATA that they welcomed Prime Minister Yousaf Raza Gillani’s announcement that the Government would negotiate with the Taliban and end the Frontier Crimes Regulations. Gillani said on March 20 that fighting terrorism would be his top priority and offered to hold talks with those militants who laid down their weapons. "We are ready to talk to all those people who give up arms and are ready to embrace peace," Gillani told parliament. TTP leaders, including Maulana Faqir Muhammad, Maulana Sher Bahadar, Muhammad Ismail, and party spokesman Maulana Omar, also demanded the implementation of Sharia law and the jirga system according to tribal traditions. They also said jihad against America would continue in Afghanistan. However, they added that they were ready to end their activities and improve law and order in Pakistan if the Government showed flexibility. Faqir said Islamabad should not cooperate with the United States, AP reported. "Whenever Pakistan will work for American interests as its ally, we will oppose it," Faqir said, amid chants of "death to America". The TTP leaders said that the Taliban were defenders of the country and that Pakistan’s western border was safe because of them.

A cease-fire was enforced in the Balishkhel, Sadda, Khwar Killay and Sangeena areas of the Kurram Agency in FATA on April 15 after 11 days of sectarian violence, which left over 50 people dead and more than 100 wounded, according to Dawn. Sources said that in the first phase rival groups started vacating their positions in the Sadda and Balishkhel areas of Lower Kurram on April 15-evening and paramilitary forces backed by army troops were seen taking positions in the affected areas. The rival groups agreed to a truce after negotiations with the Kohat Regional Coordination Officer Umar Afridi and Political Agent Syed Zaheerul Islam. Officials said the two factions had agreed to a cease-fire and vacate hilltops in the troubled areas of the Kurram Agency bordering Afghanistan.

The Tehreek-e-Taliban (TTP) of Swat on June 30 refused an invitation to attend peace negotiations that had been extended to them by the NWFP Government, Daily Times reported. In a telephonic interview, Taliban spokesman Muslim Khan said that they had refused the Government’s invitation for another round of peace talks. However, he maintained that their peace agreement with the Government remained intact. He said the peace talks had been halted after BaitullahMehsud did the same. "We (Swat Taliban) will immediately end our peace agreement with the NWFP Government if BaitullahMehsud orders it," Khan said, adding that the June 30 meeting would have discussed the withdrawal of troops, end of all check-posts and release of Taliban prisoners. The spokesman expressed ignorance about a statement from TTP spokesman Maulana Omar that all peace agreements had been dissolved, maintaining that the Swat Taliban still had an agreement with the Government.

"The operation has been suspended until Saturday morning on the request of the tribal jirga and we have relaxed the curfew in Bara to facilitate locals," Khyber Agency Chief Administrator Tariq Hayat Khan told Daily Times. He said that Afridi elders had approached him on July 3 and offered to conduct negotiations with Lashkar-e-Islam chief Mangal Bagh to help restore peace in the area. Khan said the government had provided the jirga members with a list of demands for Bagh, adding that these included surrender of all weapons along with a guarantee that Bagh would not challenge the state’s writ. Sources said that about six hours of talks were held in the Taliban office in Saidu Sharif and the two sides discussed each other’s reservations to some provisions of the May 21 accord and agreed that the dialogue would continue. Provincial minister Wajid Ali Khan told journalists that the talks were held in a cordial atmosphere and both sides put forward positive proposals. He said the Government would enforce Sharia (Islamic law) in Swat in three months and the Taliban would be given representation in the committee formed for the purpose. He said the administration would wind up ‘unnecessary’ check-posts and armed patrolling and display of arms would be stopped. He also stated that the Government would release the people associated with Taliban after studying their cases and necessary legal procedure. He said payment of compensation to the families affected by the operation had commenced on July 6.

Talking to The News, spokesman for the Taliban in Swat, Muslim Khan, said the Government was not sincere in keeping its commitments made during the talks in the past. "The Government failed to honour its promises made during the last two months of talks and now it will be meaningless to continue the process of dialogue," he said. He also said that it would be waste of time to continue negotiations without the dismantling of roadside checkpoints, withdrawal of all cases against Taliban, withdrawal of Army from Swat and compensation to the victims of the military operations. This is the third time that the Taliban in Swat operating under the command of Maulana Fazlullah have discontinued peace talks. Muslim Khan said if the Government was really sincere in establishing peace through talks, it should translate its promises into action. "We agreed to the provincial Government's request for a three-month time for the enforcement of Shariah, but it had assured the immediate implementation of other promises. Now it is dilly-dallying. The Government should categorically inform us about its position," he stated. The jirga held a meeting with Orakzai Agency’s political agent Kamran Zeb and informed him that Taliban would be allowed to stay in the tribal area on condition that they would stop meddling in the affairs of state and refrain from imposing their own laws and punishments. Member of National Assembly, Pir Haider Ali Shah, said concerns of both sides would be discussed at various levels from time to time and disputes would be resolved for restoration of normality in the region. "The first priority of the jirga will be to get hostages released from the custody of Taliban and to free their three high-profile comrades out of the seven arrested from Doaba," he said, adding that "the next step will be to ask the military to withdraw from the area if Taliban give assurance that they will not challenge the writ of the Government again".

Sources said the exchange, which took place at Thal tehsil (revenue division) of Hangu district, was made possible by the efforts of the Hangu Aman Jirga (council) in facilitating talks between the local administration and the Taliban. The Taliban released seven soldiers, including Hawaldar Tanveer, Ghulam Mustafa, Imran, Rizwan, Imran Ali, Mohammad Nisar and Arshad, and three Kurram Militia personnel, Shahid, Subhan and Dawar. The three Taliban released were among the seven arrested by the Hangu police in Daoba area on July 9. The Taliban had besieged the Daoba Police Station in retaliation and taken 15 security force personnel hostage. The release of the three men had been a key Taliban demand since their arrest in July. Earlier in September, Rafiuddin and the other two Taliban were released on bail by an anti-terrorism court in Kohat but were re-arrested under the Frontier Crimes Regulation for failing to give security for good behaviour. The release was negotiated after tribal elders said Rafiuddin’s release would help restore peace in the troubled region.

He claimed that the Taliban were sincere in their offer because violence was in no-one’s interest. He, however, said that the Taliban would not lay down weapons before the opening of dialogue but they would do so if talks proved to be fruitful. Claiming that the Taliban had reduced their activities over the past three months and taken only defensive measures in Bajaur, he threatened to launch major attacks on government installations if the military action was not stopped. He warned the government against pitting tribal people against the Taliban by setting up lashkars and said the government had resorted to the move after having failed to achieve its objective through military operations. He also warned tribal elders against “playing in the hands of the government,” and said the Taliban would wage a war against them if they formed lashkars.

The peace jirga, led by Inamur Rehman, informed the legislators that the Taliban were ready for ‘unconditional’ talks with the Government and that their chief [Fazlullah] would abide by the decisions of the jirga, the sources said.
