A nearly two-month lull in American drone strikes in Pakistan since November 17, has helped embolden al Qaeda and several Pakistani militant factions to regroup, increase attacks on Pakistani Security Forces and threaten intensified strikes against allied forces in Afghanistan, the New York Times reported on January 8 citing US and Pakistani officials. The insurgents are increasingly taking advantage of tensions raised by an American air strike in November 26 that killed 24 Pakistani soldiers in two border outposts in Mohamad Agency, plunging relations between the two countries to new depths. The Central Intelligence Agency (CIA), hoping to avoid making matters worse while Pakistan completes a wide-ranging review of its security relationship with the United States, has not conducted a drone strike since mid-November, the newspaper said. Over all, drone strikes in Pakistan dropped to 64 last year, compared with 117 in 2010, according to The Long War Journal, a website that monitors the attacks.

Abdullah Khorasani, a militant who acted as a senior operations organiser for al Qaeda was targeted and killed in one of the two United States (US) drone strikes launched on January 10 on a compound near the town of Miranshah in the North Waziristan Agency of Federally Administered Tribal Areas (FATA), Dawn quoting an unnamed US official reported. US and Pakistani sources told Reuters that the target of the attack was Aslam Awan, a Pakistani national from Abbottabad, the same town where Osama bin Laden was killed last May 1-2, 2011. The sources described Awan, who also was known by the nom-de-guerre Abdullah Khorasani, as a significant figure in the remaining core leadership of al Qaeda. However, Pakistani officials could not confirm that Awan was killed in the drone attack, but the US official said he was.

The death of a senior al Qaeda leader in a US drone strike in the out skirts of Miranshah in the North Waziristan Agency of Federally Administered Tribal Areas (FATA) on January 10, the first strike in almost two months, signalled that the US-Pakistan intelligence partnership is still in operation despite political tensions, reports Dawn. The January 10 strike — and its follow-up two days later — were joint operations, a Pakistani security source based in the tribal areas said. They made use of Pakistani “spotters” on the ground and demonstrated a level of coordination that both sides have sought to downplay since tensions first erupted in January 2011 with the killing of two Pakistanis by a Central Intelligence Agency (CIA) contractor Raymond Davis in Lahore. “Our working relationship is a bit different from our political relationship,” the source said. “It’s more productive.”

The officials said they intercepted wireless radio chatter between TTP cadres detailing how Hakimullah Mehsud was killed while travelling in a convoy to a meeting in the North Waziristan Agency region near the Afghan border. “Six to seven TTP cadres were talking to each other through wireless radio in the conversations we heard, talking about Hakimullah Mehsud being hit by a drone when he was heading to a meeting at a spot near Miramshah,” said one of the intelligence officials. For the most part, they’ve been very precise precision strikes against al Qaeda and their affiliates, and we’re very careful in terms of how it’s been applied.” “This is a targeted focused effort at people who are on a list of active terrorists, who are trying to go in and harm Americans, hit American facilities, American bases, and so on,” he added. Sources said that six persons were killed and two others injured when two missiles slammed into a compound in the Spalga village near Miramshah. The identities of the persons who died could not be ascertained. Earlier, Dawn reported that only five militants killed in Spalga area of Miranshah. Hours later, another drone attacked a moving vehicle on the Zekerkhel-Khaisur road in Mir Ali tehsil (revenue unit). Official sources said 15 members of a militant group were killed. A security official said Uzbek militants had been killed in the attack on the vehicle, adds AFP. Those who died in the first attack belonged to Badar Mansoor and the Haqqani network, loyal to the Afghan Taliban, another official added. The New America Foundation, a think-tank in Washington says drone strikes in Pakistan have killed between 1,715 and 2,680 people over the past eight years. The various proposals being discussed include a real-time intelligence sharing and advance notification of drone strikes. His assertion came a day after Pakistan summoned the US envoy in Islamabad and lodged a protest over continued drone strikes, terming them unlawful and a violation of the country’s sovereignty. “This is about our sovereignty as well… The leadership of those that were involved in planning (the 9/11) attacks located (themselves) in Pakistan,” he said. “We had a strike yesterday (Tuesday) that hit another (al Qaeda) deputy leader,” he said referring to the death of Abu Yahya al Libi. Panetta termed the US-Pakistan relationship “complicated… often times frustrating, often times desperate, often times difficult.” “They have provided some cooperation… They have been engaged in going after those who threaten their country… (But) there are times when, frankly, the cooperation is not there,” he added. But, at the same time, he called it a ‘necessary relationship.’ The defence secretary said it was “extremely important” for the US to maintain its relationship with Pakistan given its nuclear capability. “The US cannot just walk away from that relationship,” he said. But the unmanned aerial strikes are popular in the US, according to the research. Sixty-two per cent of Americans approve of the drone campaign, with Republicans taking a clear lead. As many as seventy four per cent Republicans support the drones. Sixty per cent independents and 58 per cent Democrats also back the strikes. Outside the US, India is the only country where drone supporters outnumber those who oppose it. Thirty-two per cent of Indians surveyed said they supported the strikes. Twenty-one per cent said they were against it. Others expressed no opinion. The highest support for drones outside the US is in Britain where 44 per cent approve the strikes. But a majority — 47per cent — opposes it. The strongest opposition to drone strikes came from Greece where an overwhelming majority — 90 per cent — says the attacks should stop. Only five per cent say the strikes should continue. Egypt is close second with 89 per cent opposing the drones and only 6 per cent supporting it. Eighty-five per cent respondents in Jordan and 81 per cent in Turkey also oppose the drones. Pew also conducted a separate survey of drone strikes in Pakistan which will be released later. In predominantly Muslim nations, American anti-terrorism efforts are still widely unpopular. Just 7 per cent of Pakistanis have a positive view of President Obama, the same percentage that voiced confidence in President George W. Bush during the final year of his administration.

Deputy Attorney General (DAG), Muhammad Iqbal Mohmand submitted the written reply of the Ministry of Defence in the division bench comprising Chief Justice Dost Muhammad Khan and Justice Waqar Ahmad Seth. During the previous hearing the bench had directed the DAG to explain whether they had allowed the US to carry out drone attacks in the country’s tribal areas. The DAG told the bench there was no secret deal between the Federal Government and US and this was the reason it had opposed the drone strikes, taken up the matter with the US Government and passed resolution in the National Assembly against these attacks. He argued that the drone strikes in the tribal areas were in violation of the country’s sovereignty and international conventions and the Government was even ready to pursue the case in the International Court of Justice (ICJ). To a query, he said the US started the drone strikes during former president Pervez Musharraf’s rule and the court should summon him and ask about any verbal or written deal on drone strikes with the US. The court had already made Musharraf a party in the petitions filed against the drone strikes and given 15 days to his lawyer Mauzzam Butt to get power of attorney from him to submit his written reply about the drone strikes.

Official and tribal sources said that six US drones were seen flying over the Gorwaik village since afternoon near the Afghan border. Foreign Minister Hina Rabbani Khar on October 30 termed the drone attacks counter-productive, unlawful, against international law, and violation of sovereignty, reports Daily Times. In her opening statement at the 14th Session of the Universal Periodic Review (UPR) at the United Nations Human Rights Council in Geneva, the Foreign Minister said Pakistan strongly supports the promotion and application of universally recognised human rights. The country’s resolve and commitment to combat terrorism remained unwavering, she added. She said Pakistan as the chair of the OIC Group on Human Rights and Humanitarian Affairs in Geneva has played a constructive role in building convergences between West and Islamic world on the most contentious and challenging issues in the Human Rights Council. She said Pakistan welcomes this engagement with the international community through an open and constructive dialogue on its human rights record in line with the provisions identified in the Institution Building Package.

Four suspected militants were killed when a US drone fired two missiles at a house in Mir Ali tehsil (revenue unit) of North Waziristan Agency in Federally Administered Tribal Areas (FATA) on December 6, reports Dawn. Local people said missiles hit the house of one Shaheedullah in the Mubarak Shahi village at around 5am, killing four suspects. The house was destroyed. A US drone attack killed four militants, including a senior al Qaeda ‘commander’ Muhammad Ahmed Almansoor, in Tappi village in the North Waziristan Agency of Federally Administered Tribal Areas (FATA) on December 9, reports Daily Times. The drone fired missiles at a house with Almansoor inside, destroying two rooms and a car. Four drones were seen flying over the area during the attack, residents and Government officials said. Military intelligence official sources said that it’s the second al Qaeda leader to be killed in strikes by the unmanned aircraft in three days. A similar attack on December 6 in North Waziristan killed another senior al Qaeda commander, Abu Zaid, who replaced Abu Yahya al-Libi as one of the militant group’s most powerful figures, intelligence sources said.
