Addressing the conference of chief ministers in New Delhi on January 6, Chief Minister Nitish Kumar said that a INR 2.91 billion proposal for modernizing the Police in Bihar was submitted to the 13th Finance Commission recently but the Centre was not releasing funds as the previous State Government had not submitted utilization certificates for four years from 2001. Nitish Kumar said his Government would appoint 13,000 constables and Assistant Sub Inspector to increase the Police-population ratio in Bihar. Times of India reported that the Bihar Government has also sanctioned a sum of INR 70 million from the Bihar Contingency Fund to be spent on acquisition of 133.28 acres of land meant for the Bihar Police Academy. Two battalions of Bihar Military Police (BMP) would be raised in Bettiah (BMP-15) and Saharsa (BMP-12) for which process of land acquisition is already continuing. Since the 65 Panchayats (village-level self-Government institutions) of seven Districts are Maoist-infested, the State Government is focusing on the recruitment among the constabulary rank, besides making special efforts to modernise the Police force.

President Asif Ali Zardari announced on March 27 a PKR 46.6 billion development package for Balochistan, according to The News. Out of this sum, four water storage reservoirs would be constructed at a cost of PKR 36 billion, small delay-action dams at a cost of PKR 2.5 billion, PKR 3 billion will be spent on projects in Quetta and PKR 5 billion on transmission lines. The President said in provincial capital Quetta he had recommended amendments to the Constitution for an amicable resolution of the Balochistan issue. "Evolving a package of amendments to the Constitution to resolve the Balochistan issue is the way forward," he stated. Zardari said he could announce a general amnesty in Balochistan but it could not bear the desired results because such moves made in the past several time had not been successful. "I have asked the governor and the chief minister to form a provincial parliamentary committee, which may work with the federal parliamentary committee for resolution of the problems of the province," he said.

As the US lawmakers continued work on a $3.5 trillion budget blueprint for the upcoming fiscal year, Senator John Kerry, a Democrat, won adoption of a $4 billion increase next year in aid to Pakistan. Earlier, the Associated Press had reported that the Obama administration plans to seek as much as $3 billion over the next five years to train and equip Pakistan’s military and is considering sending 10,000 more troops to battle the Taliban in Afghanistan.

Express Buzz reports that the Planning Commission on May 29 accepted in principle the State Government’s proposal for an INR 3 billion livelihood intervention programme in the four worst insurgency-affected Districts of Deogarh, Gajapati, Malkangiri and Sambalpur over five years. Since the four districts are covered under the Centrally-sponsored Backward Region Grant Fund, the new scheme will run concurrently with the existing programme, the main focus of which is infrastructure development. A task force of the Planning Commission headed by Secretary in the Ministry of Panchayati Raj, A.N.P Sinha, has identified 33 Districts of the country, including four from Orissa, as the worst insurgency-affected Districts.

US President Barack Obama is seeking an additional $200 million to help the Internally Displaced Persons (IDPs) of Swat and Malakand Division, the US Special Representative for Pakistan and Afghanistan Richard Hobrooke said on June 3, Daily Times reported. “Today, the president (Obama) requested the Congress of the US to allocate an additional $200 million,” he told a joint press conference with President Asif Ali Zardari and Foreign Minister Shah Mehmood Qureshi in Islamabad. He said the reconstruction phase would be very important and critical, and assured full American help and support in this phase. “We are committed to helping you strengthen democracy, to defeat militants in the west who threaten democracy in Pakistan, democracy in Afghanistan and stability throughout the region,” he said. The US has already announced $110 million for the IDPs, and Holbrooke said if the additional $200 million were allocated, the total US aid would exceed $300 million. The special envoy also urged other nations, including the European Union and the Gulf Cooperation Council to do more to assist Pakistan deal with the IDP crisis.

On June 4, the Government of Maharashtra earmarked INR 2. 14 billon in its budget for the year 2009-10 to strengthen the Police force, reports Sakaal Times. Tabling the budget proposals for 2009-10, Finance Minister Dilip Walse Patil proposed allocation of INR 2.14 billion for the Police. He said as per the decision of the Group of Ministers, INR 126.22 crore were made available to strengthen the Police department of which INR 113.42 crore have already been utilized in the last year. Besides this, the Government of India has proposed to give INR 20 crore to strengthen the State Intelligence Department and INR 2 crore to set up a Special Training School. “For these the proposals have been submitted to the Government of India and it is expected to receive the funds shortly,” he added.

Prime Minister Yousuf Raza Gilani on June 19 announced a package of over PKR 24 billion for capacity building and strengthening of Police and law-enforcement agencies (LEAs) in the NWFP, according to The News. Addressing Members of Provincial Assembly of the ruling alliance at the Governor’s House in Peshawar, Gilani stressed the importance of well-equipped, trained and highly motivated LEAs to ensure durable peace and stability in the province after completion of the military operation under way in the tribal belt and Swat. The package is to be utilised for recruiting additional Police and LEA personnel and acquiring sophisticated weapons. The package will be delivered in installments, each tranche comprising PKR six billion would be handed over to the NWFP after every six months.

The Government on August 27 announced that it is making arrangements to re-settle at least another 50,000 IDPs now housed in relief camps at Vavuniya, in the next two weeks, Colombo Page reported. According to the Vavuniya Government Agent (GA) P.S.M. Charles arrangements are being made through the relevant GAs to re-settle these IDPs in their original homes in Kilinochchi and Mullaitivu. The numbers of re-settled could be even higher as more facilities are made available for re-settlement by the Government and other agencies carrying out this work, the Vavuniya GA said. In addition, Senior Presidential Advisor and parliamentarian Basil Rajapakse who heads the President's Uthuru Waanthaya (Northern Spring) development program in the North said the goal is to return all the IDPs in the camps to their original homes within the projected 180-day period.

The projects will be taken up in the insurgency-affected States of Andhra Pradesh, Chhattisgarh and Madhya Pradesh. The approved projects include seven stretches of State roads with a total length of 135.46 kilometres in Andhra, 13 stretches totalling 261.2 kilometres in Chhattisgarh and two stretches of 66.7 kilometres in Madhya Pradesh.

Mizoram Chief Minister Lalthanhawla on December 13 said the Union Ministry of Home Affairs (MHA) had drawn up a road map for the repatriation of the Bru refugees, numbering about 36,000, from Tripura’s six camps spread over Kanchanpur sub-divisionin in the North District. The details of the road map included, among others, the transportation, food and medical needs for the journey from the camps to Mizoram and to build homes and distribute farmland.

The Union Government has released INR 23.79 crore during the current financial year for modernisation of Police forces. Sources said that INR 49.18 crore has been sanctioned by the Union Government for 2009-10 under the scheme. While the State Government had fully utilised INR 38 crore released by the Union Government for modernisation of the forces in 2006-07, during the 2007-08, it had utilised INR 42.52 crore out of the INR 45.8 crore released by the Centre. The central allocation under the scheme in 2008-09 was INR 42.54 crore. The utilisation certificates from the states for the central funds released in 2008-09 will become due on April 1, 2010. The utilisation certificates for the funds released in 2009-10 will be due on April 1, 2011. A high powered committee under the chairmanship of additional secretary in the Ministry of Home Affairs has been constituted to approve the annual action plans under the scheme and monitor the progress of the implementation of the action plans. At the State level, an empowered committee under the chairmanship of the Chief Secretary of the states concerned exists for monitoring the implementation. In addition, a system of concurrent audit of central funds has been introduced from the last quarter of the financial year 2008-09 to oversee the utilisation.
