As many as 44 Communist Party of India-Maoist (CPI-Maoist) cadres including nine women cadres surrendered before Police in Sukma District of Chhattisgarh on January 1, reports timesnownews.com. Sukma Superintendent of Police (SP), Sunil Sharma said, the rebels, mostly lower-rung cadres who were active in Chintalnar, Kishtaram and Bheji areas of the district, turned themselves in at the newly-set up Police camp in Karigundam village. One of them, Madkam Dula, a member of CPI-Maoist platoon no. 4, was carrying a reward of INR 200,000 on his head. Others were members of CPI-Maoist's militia or the Chetna Natya Mandli (CNM), a cultural wing of Maoists, SP, Sharma said, adding the surrendered cadres said they were disappointed with the "hollow" Maoist ideology and "impressed" by the district Police's rehabilitation drive for Naxals [Left Wing Extremists, LWEs], called 'Puna Narkom'. Puna Narkom, a Gondi word, means a new dawn.

On January 1, two militants belonging to National Liberation Front of Tripura-Biswamohan Debbarma (NLFT-BM) surrendered in Tripura, reports Northeast Today. The two surrendered militants identified as Khitish Debbarma alias Kwkhwi and Swapan Debbarma alias Bathar had joined the outfit in 2019 and 2020 respectively. According to Border Security Force (BSF) Inspector General (IG) Sushanta Kumar Nath, 31 NLFT-BM ultras have surrendered before the BSF in the last few years. Of these, 23 rebels surrendered between 2017 and 2020, six in 2021 and two on January 1, 2022.

Sodhi, a resident of Fulpad village within Kuakonda Police Station limits, and carrying a reward of INR 100,000 on his head, stands accused of triggering an explosion in 2016 at Mailewada, which resulted in seven Central Reserve Police Force (CRPF) personnel were killed. Sodhi was also allegedly involved in the 2017 Burkapal encounter that claimed the lives of 12 personnel and two Maoists. Cases of attempts to murder, damaging roads and other property are also registered against the insurgent at various Police Stations.

Bhavani, a resident of Huntar located in Ramgarh Police Station limits in Palamu, was active in Latehar and Garhwa Districts. He was earlier associated with Tritiya Prastuti Committee (TPC) and joined JJMP in the year 2016. He was made ‘commander’ after JJMP hardcore extremists Mahesh Bhuyan and Ramsunder Ram were killed in an encounter. Bhavani's surrender has dealt a big blow to the JJMP organization, because it was because of Bhavani's activity that JJMP was creating panic in the areas of Palamu division. JJMP and TPC are splinter groups of the Communist Party of India-Maoist (CPI-Maoist).

Police said, Pandu Ram Savlam was the ‘self-styled deputy commander’ of the Wajedu Local Operation Squad (LOS), which functions under the Maoists' Telangana State Committee, and was involved in the Tekulagudem encounter last year. Two Communist Party of India-Maoist (CPI-Maoist) cadres from Chhattisgarh surrendered before the Police in Bhadradri Kothagudem District of Telangana on January 21, reports The Hindu. Vemula Nanga (30), ‘section commander’ and Podium Adami alias Manjula (28), ‘deputy commander’ of the CPI-Maoist from south Bastar region in Chhattisgarh turned themselves in before Superintendent of Police (SP), Sunil Dutt, in the district headquarters town of Bhadradri Kothagudem. Vemula joined the outlawed organisation as a Dalam (armed squad) member in 2013, and was elevated as ‘deputy commander’ of the Basaguda Local Organising Squad (LOS) in 2016. He was subsequently made ‘section commander’ of the supply team of the banned outfit. In 2014, Adami joined the CPI-Maoist’s Jagargunda LOS and worked as Dalam member in MMC (Maharashtra, Madhya Pradesh and Chhattisgarh) zone till 2017. She was subsequently elevated as ‘deputy commander’ and shifted to the outfit’s supply team in Jagargunda area in Sukma District of Chhattisgarh. In June 2021, Nanga and Adami decided to live together but the Maoist party refused to allow them to marry, said SP, Dutt in a statement, adding that they decided to quit the banned outfit unable to bear regular harassment by Maoists and surrendered to lead a better life.

On January 27, a total of 246 militants belonging to United Gorkha People’s Organisation (UGPO) and Tiwa Liberation Army (TLA) formally surrendered before Assam Chief Minister (CM) Himanta Biswa Sarma at Srimanta Sankardev Kalakshetra in Guwahati of Kamrup Metropolitan District of Assam, reports East Mojo. Nearly 77 TLA and 169 UGPO militants surrendered and laid down arms including 277 types of arms, grenades and 720 rounds of ammunition in the ceremony. The TLA which was formed in 2014 with a demand for more autonomy for the Tiwa community was active in Morigaon, Nagaon and West Karbi Anglong districts. On the other hand, UGPO, formed in 2009 against the alleged harassment faced by the Gorkhas in the name of detection of foreigners was active in Kokrajhar, Chirang, Baksa and in Tinsukia districts since its in 2009. Following the militants surrender, CM Sarma said, ‘With this, each and every tribal group has joined the mainstream. These were the last troops in the jungle. The era of tribal militancy is finally over in Assam’. Two more Bru-Reang outfits - Bru Revolutionary Army Union (BRAU) and United Democratic Liberation Front (UDLF) in the Barak Valley will be surrendering in the month of February 2022. CM Sarma further urged the only two remaining active militant outfits – United Liberation Front of Asom-Independent (ULFA-I) and Kamtapur Liberation Organisation (KLO) to shun violence and come for peace parleys. In the same surrender ceremony, 462 former militants of five different militant outfits (Rabha National Liberation Front (RNLF)-28, National Santhal Liberation Army (NSLA) -41, Adivasi Dragon Fighters (ADF)-61, National Liberation Front of Bengalis (NLFB) -303 and United Peoples’ Revolutionary Front (UPRF) -29 who had surrendered on January 23, 2020 were handed over financial grants of ₹1.5 lakh each by the CM Sarma for their rehabilitation.

Dipak alias Munshi Ramsu Ishtam (34), a resident of Gaderi in Etapalli Tehsil (revenue unit) in Gadchiroli, and his wife Shambatti Nevaru Alam (25), a native of Hidwada in neighbouring Chhattisgarh, surrendered before Gadchiroli, Superintendent of Police (SP), Ankit Goyal. Dipak was operating as a ‘divisional committee member’ (DCM) and ‘commander’ of Platoon No. 21, while Shambatti was a member of his platoon, the official said. According to the Police, Dipak was involved in three murders, eight encounters and two arsons. He had also conducted six ambushes, in which 31 Police personnel were killed in various parts of Chhattisgarh. Narender, a resident of Odithala village in Chityala Mandal (administrative sub division) of Jayashankar Bhupalpally District, worked as a member of Jana Shakti Dalam in the past before joining the CP Bata Dalam in 2017. He came in contact with the CPI-Maoist senior leader Bade Chokka Rao alias Damodar at Ulvanur Forest area in 2017, and worked as a courier for the banned outfit. Earlier, he was arrested by the Charla Police in 2018 and sent to jail, and later in December 2021, he again joined the CPI-Maoist party and undergone training for a month. Cherla Local Guerilla Squad (LGS) member, Muski Sukhi alias Vimala (18) of Rallapuram and Manuguru Local Operation Squad (LOS) member, Madakam Pramila alias Pale (18) of Chennapuram in Cherla Mandal (administrative sub division) were the surrendered Maoists. Superintendent of Police (SP) Sunil Dutt informed that both Sukki and Pramila were forcefully recruited by Maoist Party when they were 14 years of age. Maoist leaders recruited many such minor tribal children when they were at a tender age and in no position to evaluate what was good for them. And they were left to be exploited by the Maoist leadership. Sukhi and Pramila were forced by Maoist leaders to participate in an Exchange of Fire (EoF) with police in Tekulagudem April 03 and in Pesalapadu on December 27 in 2021. Maoist leaders were violating the tribal and child rights, SP noted. They both decided to surrender before the police as the Maoist leaders Azad, Damodar, Raji Reddy and Madhu were exploiting minor tribal girls by forcing them to do menial jobs like cooking, washing clothes and to serve as luggage carriers. Bad treatment of women cadres and children, forcing young tribal girls to marry senior leaders, sexually exploiting them and differential treatment by Maoist leaders in providing basic necessities to higher and lower cadres made to them quit the party, he said.

Besides Ramakrishna’s arrest, 33 party members and 27 members of the ‘militia’ (people’s army of Maoists), including eight women, his supporters who had been working under his supervision, surrendered to the Police in Alluri Sitarama Raju District. The arrested Maoist, an accused in 124 cases, including several murders, registered in the neighbouring Odisha, and East Godavari and Alluri Sitarama Raju Districts, was carrying a bounty of INR 500,000 on his head. Ramkrishna was allegedly involved in 14 murders, including that of member of legislative Assembly (MLA) Kidari Sarveshwar Rao and former MLA Siveri Soma, Korra Lakshman of Bongajangi, Gemmili Krishnarao of Vakapalli, and others, Police said. Superintendent of Police (SP) S Sateesh Kumar said Operation Parivartan and the comfortable life being led by surrendered Maoists influenced ‘militia’ men to join the mainstream. Several cases are pending against the surrendered members. Among those surrendered, Anand Sireesha, Gangi, Jeevani, Srikanth, Srinu and some others moved along with the Maoist party, laid landmines and ambushed police parties. They had also set fire to road-laying machinery and cellphone towers, killed tribesmen in Praja courts (Kangaroo courts of the Maoists) after branding them as ‘police informers’, and committed other offences, the SP said.

Dantewada, Superintendent of Police (SP), Siddharth Tiwari said, Ramesh Hemla (24), Santu Hemla (28) and Ritesh Hemla (30) turned themselves in citing their disillusionment with the Maoist ideology. In a press release, Odisha Police said: “This is a part of Ghar Wapasi initiative by Odisha police. Motivated by developmental work in the district, they pledged to abhor violence and join the mainstream. Devakka who hails from Tadikonda in Guntur District married Sri Ramoju Narendra alias Subbanna from Sathyavolu Agraharam of Kavali Mandal (administrative sub division) in Nellore District. The surrendered include 20-year-old Madvi Muya, a Dalam (armed squad) member of the Chadranna Dalam from Chhattisgarh, and Ravva Deva (22), Kovasi Ganga (25), and Vando Dule (20), all 'Jan Militia' members from Cherla Mandal (administrative sub division) of Telangana’s Bhadrachalam Agency, the Police said. According to the Police, they attributed their surrender to disillusionment with the Maoist ideology and a desire to lead a peaceful life by joining the mainstream. Speaking to the media, the SP said the Naxals [Left Wing Extremists, LWEs] surrendered to Police as they were distressed at the ill-treatment of innocent tribals by Maoist leaders and decided to come out of the party to stay away from their violent acts, adds Telangana Today. The SP also said the Maoists had lost the support of villagers in agency areas in the district. The Maoists leaders and members were unable to protect themselves and hence they were depending on tribals for their survival. The Naxal leaders were extorting INR 500 from each family of hardworking adivasis and forcibly collecting essential commodities. When the tribals failed to attend the Maoists meetings, they were compelled to pay fines. If the adivasis refused to cooperate with Maoists they were branded as ‘police informers’ and were killed, he added.

All the arrestees were aware that Amin was accused in the case filed with Kotwali Police Station on November 20. Edi Amin, who directly assisted the snatching, surrendered at a Dhaka court on November 27. Before that had taken shelter in three different areas of Dhaka to evade law enforcers. He first took shelter in the house of his sister, Khodeza Akhter Lipi, in Khilgaon area on November 22. Then he went to Bijoynagar area on November 23 and stayed at the house of his father-in-law, Mohammad Nasir Miah Faruq, till November 24. And finally, he went to Basabo area on the morning of November 25 and took shelter in the house of one Tanvir Hossain till November 26. All three were arrested on November 28. A total of 907 persons, including 467 active ‘militia’ men surrendered, Malkangiri, Superintendent of Police (SP), Nitesh Wadhwani said. These men hail from different villages bordering Odisha and Andhra Pradesh, which were once known as the stronghold of the Maoists. Director-General Inter-Services Public Relations (ISPR) Major General Ahmed Sharif Chaudhry while speaking to a local TV channel on divulged the details of the operation. Major General Ahmed said that on December 18, a detained terrorist overpowered a duty constable at the CTD complex inside Bannu cantonment, snatching his weapon and freeing 34 other terrorists held at the facility. “As soon as they came out of lockup, the terrorists got more weapons from the arms depot and started firing in the compound,” he added. Two CTD constable were killed. The DG ISPR said the terrorist took a Junior Commissioned Officer (JCO) hostage and demanded that the authorities provide them safe passage to Afghanistan. The authorities rejected their demands and launched an operation on the CTD complex on December 19 as the terrorists were not ready to surrender, he added. During the gun battle, the DG ISPR said, the Security Forces (SFs) killed 25 terrorists. Three terrorists were arrested and seven surrendered, he added. Three SF personnel were killed in the operation who were identified as Subedar Major Khurshid Akram, Sepoy Saeed and Sepoy Babar. Ten soldiers, including two officers, were also injured in the operation, he added further.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre who was carrying a reward of INR 100,000 on her head surrendered to the Police in Dantewada District of Chhattisgarh on December 21, reports The Print. The woman Maoist, Kumari Hemla was associated with the Naxalite [Left Wing Extremist, LWE] organisation since 2014. She joined as a CNM (Chetna Natya Mandali) member in 2014 and has been Mritul LOS (Local Organization Squad) member from 2016 to 2019. She was working as ‘President’ of DAKMS (Dandakaranya Adivasi Kisan Majdoor Sangh) from 2019 till now. Additional Superintendent of Police (ASP), R K Barman said, “She was involved in many major incidents such as the Bijapur incident in 2017 and the Mirtur Timneer forest incident in 2018 in which eight Naxalites were killed.”

Communist Party of India-Maoist (CPI-Maoist) ‘regional commander’ Aman Ganjhu, carrying a bounty of INR 1.9 million cash, surrendered before senior Jharkhand Police official and Central Reserve Police Force (CRPF) personnel in a programme in Ranchi District of Jharkhand on December 28, reports The Pioneer. Ganjhu was the ‘regional commander’ in the CPI-Maoist organization. The Jharkhand Government had announced a reward of INR 1.5 million and the National Investigation Agency (NIA) had announced a reward of INR 400,000 for his arrest. Aman was active in the Latehar, Lohardaga and Gumla areas of Jharkhand for a long time. He joined the Maoist organization in 2004, and as many as 17 cases are registered against him. Out of 17, 10 cases are registered in the Garhwa District while seven cases have been registered in the Latehar District. In February this year, Jharkhand Police had launched a Security Force (SF) operation in the Bulbul Forest area of Lohardaga. In this campaign, the squad of notorious Maoist ‘commander’ Ravindra Ganjhu suffered a huge loss and Naxalites [Left Wing extremists, LWEs] Ravindra Ganjhu and Aman Ganjhu had fled away. Aman had fled from the Bulbul Forest to Chhakarbandha while Ravindra had fled to the Budha Pahar area. In recent days, a big campaign against the Maoists has started in the Chhakarbandha area. The SFs have had great success in the campaign. Disturbed by the ongoing campaign by the Jharkhand Police, Aman surrendered.
