The Sri Lanka Monitoring Mission (SLMM) on January 17 decided to temporarily suspend their monitoring activities in Trincomalee due to the recent escalation of violence in the district. "Following the recent escalation of violence in Trincomalee, culminating in the bomb attack against a Sri Lanka Navy bus earlier today, the SLMM has decided to suspend the operational activities in Trincomalee until further notice", a press release from the SLMM stated. "It is important to underline that the suspension is limited to Trincomalee district only and we plan to resume normal monitoring activities as soon as the situation calms down", the release added. The SLMM runs a district office in Trincomalee and a contact point in Muttur.

According to Daily News, the Sri Lanka Monitoring Mission (SLMM) will continue operational activities in the seas off Trincomalee despite its earlier decision to suspend operations in the entire district. The SLMM had agreed to commence truce monitoring in the seas of Trincomalee from January 18 following an assurance from the Navy to provide them additional security on board Navy vessels. SLMM spokesperson Helen Olafsdottir said they had decided to restrict operational activities to the seas off Trincomalee, but cease to monitor the ceasefire on the ground for the time being. "Our (SLMM) team in Trinco cannot go out or patrol the area because the land is not safe or and conducive for monitoring," Olafsdottir said.

Vigneswaran, reportedly stated that by not providing adequate relief to the Tamils hit by the recent ethnic riots in Trincomalee, the Sri Lankan Government is driving them into the waiting arms of the LTTE. In a letter to the Government's Peace Secretariat on April 16, he said: "The incidents of 12th, 14th, and 15th April 2006, are being described by the Tamils of Trincomalee as a re-enactment of the pre-July 1983 saga. The state is getting provoked by the LTTE and is playing into the hands of the LTTE." He claimed, "instead of winning over the Tamils, it is driving them into the bosom of the LTTE."

A Government statement said that hours after the Colombo suicide attack, the "Liberation Tigers of Tamil Eelam (LTTE) positioned in the Sampoor area in Trincomalee launched an attack on the Navy in Trincomalee and the security forces have carried out an operation to deter further attacks by the LTTE." Reuters has reported that Sri Lanka Air Force (SLAF) conducted air strike, using Kfir fighter jets, on known LTTE targets in the general areas (areas under Government control) of Verugal in the Trincomalee district where the outfit were keeping the sluice gate closed without allowing water to flow into thousands of Sinhalese, Muslims and Tamil villages since July 20. The SLAF spokesperson, Group Captain Ajantha Silva, said, "The government want to send irrigation engineers to the location. That is why we have taken action against identified rebel targets in that area. It was an aerial bombing raid." The Government accused the outfit of blocking water supplies to farmland in Trincomalee, where the Government and outfit both control territory. A Government statement, referring to the air raids, said the "limited operation" was conducted purely on "humanitarian grounds" to neutralize the disruptive forces it said were preventing free flow of water to over 15,000 families. The Government's defense spokesperson and Minister of Policy Planning Keheliya Rambukwella said that the troops advancement were hampered by land mines and because the outfit cadres had positioned themselves on high ground. Addressing the media on September 4, Defence spokesperson Keheliya Rambukwella said the Government's real victory was in the progress of the peace process, adding, "Our objective was not to capture land. What we did was in the national interest. What the government troops performed was not a war for conquer of a part of the land or eviction of the public living there. Troops launched attacks on selected LTTE targets that were posing a huge threat to security in Trincomalee in order to neutralize LTTE’s gun positions. We knew our targets and went for that and it should not be interpreted as a full-scale war or an attempt to conquer a part of the land or so. With the re-capture of the area, LTTE threat factor has been scaled down to a great extent. He also said that despite the recent military operations, both sides have pledged to uphold the truce, adding, "We are happy the LTTE has not withdrawn from the CFA as they warned before the recapture of Sampur. There is no victory there. But the Government is happy it could neutralise artillery threats to the naval port and other vital economic centres in the East." The Air Force provided reinforcements by sending MI 24s and Kfirs to attack the Sea-Tigers. SLN Commander Vice Admiral Wasantha Karannagoda told Daily News that the SLN escorted the 'Green Ocean I' to a safer area amidst the Sea-Tiger attack without any harm to the civilian passengers, adding, 'Green Ocean I' which commenced its voyage at 5.30 a.m. from Trincomalee, was sailing in the sea off Nagarkovil and Point Pedro in the Jaffna district at the time it came under a LTTE attack at 5.15 p.m. "We believe more than 40 LTTE cadres were killed in the attack," told SLN spokesperson Commander D.K.P.
