Pulithevan. Xinhua adds that both the Government and LTTE have assured the SLMM that they are committed to the Norwegian backed truce agreement. Thorfinnur Omarsson, the spokesperson for the SLMM said, "Both sides also said that they would guarantee the safety of our monitors," adding, that the Nordic truce monitoring group would soon restructure its operations with district monitors and a rapid deployment team.

Security forces charged the LTTE of using places of worship for their terror acts after the military found a cache of weapons from St. Mary’s Church in Jaffna on a tip off. Military spokesman Brigadier Prasad Samarasinghe told the weekly security press briefing that seven hand grenades, three cyanide capsules, one radio set and jungle boots were found inside St. Mary’s Church Jaffna on February 20. He said, "… It is obvious that they had planned for an attack on the Security Forces using the church premises as cover, thus compelling the Security Forces to retaliate", the Brigadier added. Meanwhile, Defence Affairs spokesman Minister Keheliya Rambukwella stated the LTTE is using religious and public places and all possible people, even Buddhist monks, Sinhalese men, women and journalists to achieve their terror targets.

In a statement the LTTE said that over 1,000 families out of the 3,500 living near the defence lines were on the move. "For sometime now the Sri Lankan military has been saying to the public who cross the Vavuniya border that they will soon be crossing the border into LTTE area to raise the Lankan flag," the outfit alleged, and claimed, "This coupled with frequent shelling to their homes, the two sorties of aerial bombing on 20 February in this area that killed two civilians and injured two children, and the two Claymore attacks on the same day, also in this area, is causing panic among the civilian population in the areas near the military forward defence line."

The withdrawal by SLMM comes a day after the outfit’s warning to resume their armed struggle for an independent homeland. Thirteen Liberation Tigers of Tamil Eelam (LTTE) cadres were killed in three separate confrontations with the security forces in the Northern Province on March 22, the defence ministry said, according to NDTV. Troops observed two motorcycles moving near the forward defence lines at Omanthai in the Vavuniya district and opened fire on them, killing four outfit cadres. Another seven cadres who arrived at the scene on a tractor were also shot dead by troops. In the Jaffna district, troops shot dead two LTTE cadres who tried to break into the Military line at Nagarkovil.

"We deny an air attack, but they used artillery to hit towards Palaly," a defence ministry spokesperson said, adding, "There were no damages and we have hit back using artillery." However, unconfirmed military sources said that six soldiers were killed and another six wounded at a location just outside Palaly following the attack. Palaly is a strategic military base with an air strip and functions as the headquarters for Military operations against LTTE in the North. It is also the supply base for soldiers stationed in Jaffna peninsula.

Denying the LTTE claim that 35 sailors were killed in the incident, military spokesperson Brigadier Prasad Samarasinghe informed, "The Tigers have attacked a small naval detachment on Delft island in Jaffna. Less than 10 sailors are dead," adding, "We didn't even have 35 people there. That's totally false propaganda." The SLN spokesperson, Commander D. K. P Dassanayake, said that the outfit attacked the navy base at Delft in a flotilla of 15 boats and navy sailors sank one of them in attempts to repulse the ambush, adds Associated Press. The Liberation Tigers of Tamil Eelam (LTTE) is said to be extorting huge sums of money from civilians in the government controlled Jaffna peninsula, according to Daily Mirror. Despite the heavy military presence in the peninsula, LTTE agents were believed to be carrying out the extortion from shop owners and civilians with family members residing overseas, warning at times of dire consequences if the demands for money were not met. The Sri Lanka Monitoring Mission (SLMM) said it had also received information of continued trends of extortion in Jaffna over the past few weeks, adding that the amount demanded was reportedly increasing frequently. In July 2007, the SLMM said it had received complaints of extortion with extortionists demanding up to Rupees 500,000 from shop owners and people with relatives abroad. Apart from threats posed by LTTE extortionists, civilians in Jaffna also continue to face fears of abductions and killings by the LTTE and other groups. The weekly SLMM security assessment report noted that it had enquired into the situation of civilians seeking protection in Jaffna this week and found that there were currently 193 surrendees in the Jaffna region, of which 174 males and two females were at the Jaffna prison while the remaining 17, consisting of four families have been accommodated at a children’s home in Vaddukoddai.
