According to reports, the LTTE front activists held vigils in Germany for four successive days following the French arrests and detention of fifteen LTTE representatives in France following a raid on April 1. The LTTE activists fearing German authorities will follow French hurriedly organised the vigils condemning the Sri Lankan government for killing the Tamils and to demand the German government to recognise the struggle carried out by the LTTE for a separate State for the Tamil people. The news published in the LTTE web-media stated that vigils were held in four places namely Landau, Dortmund, Mullein and Grebelt. The news filed stated Tamils in large numbers participated in the vigils. Police seized 940-kg of C-4 explosives from a lorry at the Palugas junction road block at Kotawehera in the Nikaweratiya area of Kurunegala district on June 1. The explosives had been stocked in 47 boxes each carrying 20-kg. Police believe that the massive stock of C-4 explosives would have been transported to Colombo by the LTTE for a major attack. The Police also arrested the driver and his assistant believed to be from the Chavakachcheri area in the North. This is reportedly the biggest seizure of explosives in Sri Lanka. C-4 or Composition C -4 is a common type of plastic explosive used by the LTTE in bomb attacks in Sri Lanka. It can be easily molded into any shape or stuffed into gaps in buildings, equipment or machinery. The LTTE had used 50-kg of C-4 explosives in the Central Bank attack in Colombo on October 15, 1997 which killed 55 people and injured over 1000, sources added.

The Australian Police on May 1 arrested two suspected Liberation Tigers of Tamil Eelam (LTTE) cadres, Aruran Vinayagamoorthy and Sivarajah Yathavan, after raids in Sydney and Melbourne on the charges of providing material support and funneling money collected from donors in the garb of a Tsunami charity to the outfit. They are charged with intentionally being members of a terrorist organisation and providing support and making funds available to it. The offences are alleged to have occurred between July 6, 2002 and May 1, 2007. Commonwealth prosecutor Mark Dean S.C. said the defendants collected money in Australia that was sent through various channels in Asia to the LTTE and the duo supported the organisation by providing electronic and marine equipment. Australian Federal Police Assistant Commissioner Frank Predergast told reporters that "tsunami relief appeals were used as a vehicle for some of the fundraising." ABC News quoted Victorian Police Commissioner Christine Nixon as saying, "The money that was being raised was raised under the banner of raising money for the [2004 Boxing Day] tsunami, for relief by the community. But in fact we believe that the evidence is that monies was towards the organisation called the Tamil Tigers."

The Canadian Police have uncovered a major scam where the Liberation Tigers of Tamil Eelam (LTTE) operatives tried to enter the Caribbean using expertly forged Western passports with the eventual aim of infiltrating the US and Canada. Several key members of the LTTE were among the more than 100 people arrested with fraudulent travel documents in the Caribbean, Jeff Johnston, senior liaison officer for the Caribbean of the Royal Canadian Mounted Police told the Barbados-based Sunday Sun. Concerns among security agencies have heightened as a result of identifying a highly sophisticated fraudulent passport ring operating out of Guyana. He said: “Not only are they producing fraudulent regional/Caribbean passports, but also Canadian, US and British documents… Those identified included people believed to be associated with the LTTE who were trying to make their way to Canada to raise funds for arms purchases.”
