The former Liberation Tigers of Tamil Eelam (LTTE) spokesman, Daya Master, and an interpreter to the slain political wing leader S.P. Thamilselvan, George, surrendered to the troops at Puttumatalan in Mullaitivu District in the afternoon of April 22, according to Daily News. Military spokesman Brigadier Udaya Nanayakkara said "Daya Master and George surrendered along with fleeing civilians from the NFZ. We expect more senior LTTE cadres to surrender to troops." According to defence sources, the duo along with their family members arrived at the army defence line in Puttumatalan and surrendered before the Army officials, adds Colombo Page. Daya Master reportedly has disclosed that there are only 10,000 to 15,000 civilians trapped in the No Fire Zone (NFZ) at the moment. Further, Nanayakkara also said over 3000 LTTE militants have so far surrendered since January 2009, according to Daily News.

Addressing the media at the 58th Division headquarters in Kilinochchi, Brigadier Shavendra Silva said on April 24 that the surrendered LTTE leader Daya Master has indicated that the outfit’s chief Velupillai Prabhakaran is still living inside the NFZ along with his son Charles Anthony, according to Daily News. Silva also said Prabhakaran and his associates will never be allowed to flee the country as the SFs assisted by the Navy had thrown an impregnable security net around the country. Besides Prabhakaran, the other LTTE top leaders planning to flee the country include intelligence chief Pottu Amman, Sea Tiger leader Soosai, Charles Anthony, Kapil Amman, political wing leader B. Nadesan and head of LTTE Peace Secretariat S. Pulidevan. Speaking on the ongoing military operations, he said Prabhakaran and LTTE leaders are restricted to a six kilometres area in the NFZ and Prabhakaran has ordered his cadres to take all possible measures to hold on to their remaining area. The troops are reportedly advancing towards the southern part of the NFZ to rescue the remaining 10,000 civilians there, added Silva. He said it was a difficult task for the military to capture the remaining area as the LTTE leadership has ordered its cadres to strip their military fatigue and fight with the troops in civilian clothes. He accused the LTTE of pushing civilians further south of the NFZ by force without allowing them to flee from the area.

Island reports that the Government is exploring the possibility of arranging for LTTE cadres, taking refuge in Colombo and suburbs, to surrender to the authorities, Defence sources said on August 10. A senior officer of the Defence Ministry said intelligence sources were well aware that key LTTE cadres and others who infiltrated Colombo and other areas on suicide missions targeting VIPs and top military personnel are now mingling with the public pretending to be ordinary citizens. "The security forces have launched an operation to apprehend them but the Government may provide them an opportunity to surrender to the security forces or the Police," he said.

Colombo Page reports that although the amnesty period announced by the Sri Lankan Government to hand over illegal weapons expired a few weeks ago, more armed factions handed over their weapons to authorities on July 21. An armed Muslim group in Eravur in the Batticaloa District is reported to have handed over their illegal weapons to the chief priest of the mosque at Michchinagar in the morning. The weapons were subsequently handed over to the Deputy Inspector General of Police in the area by the chief priest. Seven guns and several hand grenades were among the weapons that had been surrendered, the Police said. An amnesty period to hand over the illegal weapons in the Eastern Province announced by the Sri Lankan Government ended on July 4. There are reportedly 18 armed groups in the Eastern Province with nearly 400 firearms in their possession.

In response to the Government’s appeal, Islamic militants surrendered their weapons to the Police in the evening of July 4 at a ceremony held at Meera Jumma Mosque in the Kattankudi area of Batticaloa District, reports Sri Lanka Army. The weapons included 16 T-56 weapons, four 303 rifles, one shotgun, one 84-S weapon, one 9-mm pistol, one SMG KR weapon, five Galkatas weapons, 16 hand grenades, 1076 rounds of 7.62 x 39-mm ammunition, one hundred and six rounds of 303 rifles ammunition, 19 rounds of 84-S ammunition, 19 rounds of 9-mm ammunition, six rounds of 38-mm ammunition, two rounds of bore-12 ammunition, 25 T-56 magazines, five 303 rifles magazines, two 9-mm magazines and parts of a bore-12 weapon. The former militants surrendered their weapons through the Association of Muslim Mosques, the military said on July 5, The Hindu adds. The period granted for armed groups in the Eastern Province to hand over their weapons ended at 3:00pm on July 4. Receiving the weapons, Deputy Inspector General of Police (Eastern Province) Edison Gunatilake described the event as “historic” and called for the surrender of all such weapons. Quoting Gunathilake, the English weekly Lakbima said a joint military operation would be launched to track down arms and ammunition in the hands of the “jihadist groups in the East, after the extended deadline given for the hand over of the weapons lapsed”. It quoted Gunathilake as saying the response from the Muslim armed groups to the Government’s call to hand over weapons was poor. The weekly further quoted him as saying that intelligence reports reveal Islamist militants possess 250 T-56 assault rifles, a fraction of which had been handed over on July 4. 18 armed groups have been identified in the Eastern Province and these groups are reported to be holding more than 400 firearms.

Subsequently, the six militants led the Police to recover a stock of LTTE arms and ammunition that had been kept buried several months ago in the same area on the road to Mannar. The seizure included five T-56 weapons, one T-81 weapon, one 40 mm Grenade Launcher, 597 T-56 ammunition rounds, four 40 mm bombs, 17 hand grenades, one Global Positioning System, one battery pack, six Army-type trousers and seven shirts, seven packs, four pouches, one belt order, four water bottles, 21 T-56 magazines and six dog tags.

According to top military officials over 10,000 Liberation Tigers of Tamil Eelam (LTTE) militants have surrendered to the military, Sunday Observer reported on May 24. The officials said over 2,379 of them were identified by the military. While over 7,237 these militants, including 1,601 females, who had surrendered to the military, are now being rehabilitated at various rehabilitation centres, another batch of 202 militants, including 80 males, are living in Internally Displaced Persons camps. According to officials, these 202 militants were identified by the military and separated from the refugees in the welfare camps. “They surrendered to the troops when the military offensives got tough. The 202 terrorists including females are well trained LTTE terrorists”, they said. Over 2,065 of these cadres said that they surrendered to the troops at the Forward Defence Lines as they were disillusioned with their leadership. They had sensed the defeat and realised that the LTTE cadres had to fight to protect the life of their chief Velupillai Prabhakaran and not for Eelam.
