A Tamil National Alliance (TNA) delegation led by R. Sampanthan met United States (US) and British envoys in Colombo on March 10 and discussed the US-led resolution to be submitted at the ongoing United Nations Human Rights Council (UNHRC) sessions in Geneva, reports Daily Mirror. The resolution calls for an international inquiry into alleged war crime allegations against Sri Lanka. Sri Lanka and China have finalized a treaty between the two countries on mutual legal assistance in criminal matters after two countries have held negotiations on the treaty from May 6 to 8, 2014 in Beijing, reports Colombo Page on May 12. Sri Lankan President Mahinda Rajapaksa, on May 21, when he met United Nations (UN) Secretary General Ban Ki-moon on the sidelines of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Shanghai, China told that Sri Lanka remains fully committed to implement a domestic procedure to look into alleged violations that may have taken place during the civil war, reports Colombo Page. He said an international inquiry into the alleged violations is not in keeping "with the vision of our people" and made reference to the contradictions in Paragraphs 2 and 10 of the last resolution of the UN Human Rights Council. Sri Lankan Irrigation and Water Resource Development Minister Nimal Siripala de Silva while responding to Indian Prime Minister (PM) Narendra Modi’s request to the full implementation of the 13th Amendment and go beyond, on May 28 said that it was only the Parliamentary Select Committee (PSC) that could decide on the matter and Sri Lankan Government would cooperate with India always but no one should interfere with the internal affairs of the country, reports The Island. Tamil National Alliance (TNA) has sought an international observer's presence at talks with the Government on resolving the national issue, reports Colombo Page on September 12 (today). Responding to President Mahinda Rajapaksa's interview to The Hindu published on September 11 in which the President said his Government was open for talks with the TNA, the leader of the TNA R. Sampanthan said "We are prepared to talk to him anytime, but in the past, this has been without a time frame. As a result, we would very much like an international observer's presence at talks to ensure that the commitments he gives are known to everyone."

Sri Lanka and India on November 3 started a joint military exercise aimed at sharing their expertise and experience in handling counter-insurgency operations between Special Operation Forces (SOF) of both Sri Lanka and Indian Armies, reports Colombo Page. The military training exercise, ‘Mitra Shakti’ started at Uva-Kudaoyo Commando Regiment Training School (CRTS) in Colombo, Western Province. An official said “The SOFs will participate in a training programme on November 3-23 and carry out counter-insurgency and counter-terrorism training under the United Nations (UN) mandate.”
