The Co-chair meeting of the Tokyo Conference of Reconstruction and Development of Sri Lanka which was held in Washington on February 17 decided to continue the flow of aid despite the stalling of the peace process since April 2003 with the collapse of the talks between the Government and the LTTE. Diplomatic sources indicated that the leading donors reiterated the Tokyo Declaration Principle, which states that aid should be linked to the substantial progress of the peace process but added that humanitarian aid should keep flowing, despite a ten-month pause in peace talks.

Daily News has reported that a meeting was held between Sri Lankan Army’s General Officer Commanding (GOC) Vajira Wijeyagoonewardena and Thambirajah Ramesh of the Liberation Tiger of Tamil Eelam (LTTE), ‘Special Commander’ for Batticaloa and Amparai districts in Vavunathivu on April 15. The reportedly agreed to restore relations between the Army and LTTE in the eastern region and also to meet regularly in the future. Both parties agreed to continue upholding the Ceasefire Agreement entered between the Government of Sri Lanka and LTTE on February 22, 2002. The meeting was chaired by Head of Sri Lanka Monitoring Mission, Trond Furuhovde.

Sri Lanka's governing ally, the Janatha Vimukthi Peramuna (JVP), has urged the international community to exert pressure on the Liberation Tigers of Tamil Eelam (LTTE) to give up the "pre-condition'' linking its proposal for interim self-rule in the northeast to resumption of the stalled peace talks. "The Tiger organisation which states there are no pre-conditions for discussions on the other hand says they would not discuss anything other than proposals on an interim administration.'' The "main reason'' for the delay, which perturbs the international community as well, is this "pre-condition,'' the JVP's Parliamentary group leader, Wimal Weerawansa, said in a statement.

According to Reuters, Sri Lankan President Chandrika Kumaratunga has agreed to a Liberation Tigers of Tamil Eelam (LTTE) demand to hold talks on the proposal for interim self-rule, overcoming a stumbling block to restarting the stalled peace talks. The President is reported to have indicated this during her audience with parliamentarians from the LTTE-backed Tamil National Alliance (TNA) on June 10. "She is prepared to talk now on the basis of the ISGA [Interim Self Governing Authority], not linking the core issues," Joseph Pararajasingham, a member of the TNA delegation, told Reuters, referring to the LTTE proposal for an interim self-governing authority in the north east region of Sri Lanka. The president’s office has, however, declined to comment on the issue.

According to the Colombo-based Daily News, the Army and Liberation Tigers of Tamil Eelam (LTTE) are scheduled to hold a meeting on September 3 to discussion the security situation in Batticaloa. Sri Lanka Monitoring Mission (SLMM) spokesperson, Oskar Solnes, told Daily News on August 31 that Major Gen (Retd), Trond Furuhovde, was able to fix this meeting following separate discussions he had with the Security Forces Chiefs and LTTE area leaders in Batticaloa. "The SLMM Chief raised the issue of continued killings in the East with both parties stressing that the only way forward is to commence ground level talks between the two parties to sort out differences", Solnes added. The LTTE had, since June 2004, withdrawn from the ground level meetings they had with the Security Forces to discuss the security situation, accusing the Army of harbouring their breakaway leader Karuna and his supporters.

Daily News reports that the Liberation Tigers of Tamil Eelam’s (LTTE) ‘media coordinator’ Daya Master has stated that the LTTE is willing to discuss the counter proposals prepared by the Government at the negotiation table once peace talks between the two parties resume. He said the LTTE is ready to resume peace talks with the Government at any time and was willing to discuss the Government counter proposals at the negotiation table. However, Daya Master added the LTTE’s stand is that the negotiations should be commenced on the basis of the Interim Self Governing Authority (ISGA) proposals submitted by the LTTE a year ago.

Japanese Special Peace Envoy to Sri Lanka, Yasushi Akashi who arrived in Sri Lanka on October 27 night commenced discussions with the Government on the current position of the peace process in Sri Lanka after meeting Prime Minister Mahinda Rajapakse. Representatives from the Tamil National Alliance met Akashi in Colombo and has reportedly urged him not to release the US $ 4.5 billion pledged by the international community at the Tokyo donor conference in June last year to the Government until peace talks are commenced. Akashi is scheduled to visit the Eastern province and will meet Liberation Tigers of Tamil Eelam (LTTE) ‘Political Wing’ Leader S.P. The Government made the offer through peace broker Norway to try to end the 20-month impasse in negotiations, the Tamil-language Sudar Oli newspaper said on December 21. It said Norway’s special envoy, Erik Solheim, conveyed the new proposal to the LTTE chief negotiator, Anton Balasingham, during a meeting in London on December 20. While Balasingham declined to give details he told the newspaper that the LTTE chief Velupillai Prabhakaran was expected to respond shortly to the latest offer.
