According to delayed reports, four terrorists were killed in a internecine clash between National Liberation Front of Tripura (NLFT) factions in a village in Bangladesh's Comilla district, on December 1. Also the wife of a Jawan (soldier) of the Bangladesh Rifles was reported killed in the crossfire, while her two daughters sustained injuries. The exchange of fire between the NLFT's Nayabasi faction and the Biswamohan Debbarma faction reportedly started following an argument over control a house for use as a transit camp in Chhinaiya village, along the Indo-Bangla border, under Burichong police station-limits, Comilla district. All the slain terrorists belonged to the Biswamohan Debbarma faction. While fleeing from the incident-site, two Nayanbasi faction cadres were caught by local residents of the village and handed over to the Bangladesh Army.

Joint teams of security forces arrested 153 people, including 20 listed criminals/terrorists, on December 1, in the ongoing campaign against criminals and terrorists launched on October 17. They also seized 26 firearms, including 14 pistols, two revolvers, three pipe-guns and four shotguns along with 381 bullets. Reports said the Army has so far arrested 7,768 people, including 1,797 listed criminals/terrorists, 5,740 non-listed and 231 suspects, since October 17. Army also seized 1,324 firearms and 27,630 rounds of ammunition of various makes during the same period. Of the total number of persons arrested, 5,500 have been handed-over to the police.

Joint teams of security forces arrested a total of 107 people, including 18 listed criminals/terrorists, across the country, on December 2, in the ongoing drive against criminals and terrorists launched on October 17. They also seized 26 firearms, including three pistols, six revolvers, seven pipe-guns and five shotguns along with 74 rounds of bullets. Reports said, thus far, 7,875 people, including 1,815 listed criminals, were arrested and 1,350 firearms and 27,704 rounds of ammunition have been seized, since the start of the drive code-named Operation Clean Heart. Thus far, over 5,500 persons arrested by the Army have been handed over to police.

The fifth anniversary of the signing of the Chittagong Hill Tracts (CHT) Treaty, 1997, popularly known as the CHT Accord, was observed on December 2. On the occasion, the Parbattya Chattagram Jana Sanghati Samity (PCJSS) threatened to re-launch the armed struggle if the peace accord was not implemented in full. The PJCSS, while referring to the recent statement of Bangladesh Nationalist Party (BNP) leader Salahuddin Qader Chowhury, said a section of the BNP was seeking to turn the CHT into a Muslim dominated region.

The government, on December 3, denied there was any activity of the Benevolence International Foundation (BIF), a non-governmental organisation placed on the upgraded United Nations (UN) list of terrorist entities subject to sanctions. UN member-states are required to freeze funds and assets of such organisations, and to prevent entry or transit of persons involved with those organisations. The UN list is upgraded regularly by a Committee of the Security Council on the basis of information provided by member-states and regional organisations, as required under Security Council resolutions. A UN press release had stated recently that the BIF has offices in the United States, Azerbaijan, Bosnia and Herzegovina, Canada, the Russian Federation, China, Croatia, Georgia, the Netherlands, Pakistan, Tajikistan and the United Kingdom. It also stated that the organisation was active in Bangladesh, the Gaza Strip and Yemen. The Foreign Ministry has denied the BIF’s presence in the country.

Speaking at a press conference at the Jatiya (National) Press Club, in Dhaka, on December 4, former Prime Minister and Leader of the Opposition Sheikh Hasina accused that there were the pro-Taliban cadres in the Bangladesh ational Party (BNP)-led ruling coalition. As an example, she said that, at a BNP rally on March 8, 1999, in Dhaka, some people shouted slogans for establishing a Taliban-state in Bangladesh. She further added that these pro-Taliban forces have been inducted into the government because of the BNP’s alliance with fundamentalists and terrorists.

The government reportedly plans a partial withdrawal of armed forces engaged in Operation Clean Heart––the drive to arrest criminals and terrorist and to seize illegal weapons––from 'peaceful and rural areas' by end-January 2003, official sources said. The withdrawal is likely to begin before the union parishad (UP) elections due on January 25, 2003. Reports added that Operation Clean Heart will continue as long as required.

The arrested AL leaders are former minister Tofail Ahmed, former Prime Minister and AL President Sheikh Hasina's political secretary Saber Hossain Chowdhury, Shafi Ahmed, Relief and Social Welfare-wing Secretary Mukul Bose, and Dhaka Organising Secretary Sheikh Bazlur Rahman. The arrested columnists are Muntasir Mamun and Shahriar Kabir. They were arrested under Section 54 of the Criminal Procedure Code (CrPC) for suspected involvement in 'anti-state activities', police sources said, and added that their detention was recommended under the Special Powers Act, 1974. At least 10 more AL ward-level leaders have also been arrested, reports added. All the arrested persons have been sent on remand and their bail petitions have been rejected. This is for the first time that investigations were carried out separately by various agencies of the Government, including Bangladesh Rifles (BDR), Directorate General of Forces Intelligence (DGFI), NSIMI (intelligence agencies) and the Home Ministry and no evidence was found of the existence of terrorist camps in the country.

He is allegedly involved in a sensational murder in which eight persons were killed. A firearm with six live bullets was also recovered from his possession. The Shibir leader has reportedly confessed his involvement in the murder case. Eight Bangladesh Chatra League (BCL) leaders were gunned down in Chittagong, on July 12, 2000, allegedly by Shibir cadres. A case had been filed accusing 30 leaders and cadres of the Shibir following the incident.

Tridib Roy, father of incumbent chief Debashish Roy, is in self-exile in Pakistan since 1971, having fled to that country fearing a backlash owing to his role as a collaborator during the war. Tribal elite are unhappy with the PCJSS want to bring back Tridib Roy, possibly in February 2003, to create a third front in Chakma politics. The two existing groups are the PCJSS and UPDF (United People's Democratic Front). Both of them are locked in internecine clashes to gain supremacy. However, the son of Tridib Roy reportedly said his father would not be returning.
