The government introduced a bill in the Jatiya Sangsad (National parliament) on February 2, seeking indemnity for all actions including deaths and tortures during the recent army-led anti-crime drive across the country. Opposition leaders led by Sheikh Hasina staged a walkout in protest, terming the bill unconstitutional and viewed it as infringing on human rights and justice. They also vowed to resist passage of the bill in the parliament. While the government defended the controversial bill introduced by the Law Minister Moudud Ahmed entitled "Joint Forces Indemnity Act, 2003" indemnifying the army led joint forces in ‘greater national interest.’ The army-led joint forces had launched Operation Clean Heart on October 17, 2002 against the criminals/ terrorists. More than 50 people had died in army custody in this operation. To prevent the armed forces from being prosecuted the Bangladesh government has introduced the indemnity bill in the parliament.

An army patrol arrested a tribal and recovered an AK-47 assault rifle with 30 rounds of ammunition from his possession at the remote village of Palikapara of Ruma subdivision of Bandarban district on February 8. The arrested tribal has been identified as SaChanu Marma. During the last three months, army-led special teams recovered 18 firearms including 4 sub-machine guns (SMGs) and arrested a total of 34 persons and illegal toll collectors from different parts of seven subdivisions of Bandarban hill district.

Meanwhile, the president of Bangladesh Communist Party (BCP) Manjurul Ahsan Khan on February 9 in Kolkata debunked the Khaleda Zia government's contention that there was no ISI activity and the presence of Al-Qaeda in that country and said Dhaka should cooperate with New Delhi in containing cross-border terrorism. The ISI and Al-Qaeda were active in Chittagong district, the Chittagong Hill Tracts and the Rajshahi where fundamentalist Jamaat-e-Islami, a partner in the Khaleda Zia government, has a support base, he added. He also alleged that the outfits were carrying out covert activities to destabilise the region and the government should be active in identifying their agents, cut off the sources of funding and channel of arms supply.

At least seven powerful bombs exploded in quick succession inside a house in the Chhoto Gurgola area of Dinajpur town on February 13, leaving three persons injured, media sources reported. The sources further said that the blasts occurred while illegal bombs were being manufactured. Police arrested an injured occupant of the house following the incident. Police also reportedly recovered four revolvers with 50 rounds of bullets, six petrol bombs, bomb-making chemicals and a 'subscription' receipt of an unnamed Islamist group during a subsequent search from the damaged house. In a follow up action, police further arrested two persons, believed to be Madarssa (seminary) employees and also seized two sets of mobile telephones from them.

A red alert was issued to police stations and outposts in 16 districts under the Rajshahi Police Range on February 15 following February 13 bomb blasts at Dinajpur. According to official sources, the detective police has been asked to keep close watch on all madrassas (seminary) and Islamic organisations in the region. Police has intensified search for the arrest of two of the injured persons who fled away after seven powerful bombs exploded in a tin-shed house at Chhoto Gurgola in the Dinajpur town. Police is also claiming to have gathered important information during interrogation of the two madrassa teachers arrested in connections with the blasts. Both of them have been sent on three days remand. The Za'amatul Mujahidin Bangladesh (ZMB), an Islamist extremist group, is suspected to be behind the bomb blasts. The organisation has been doing its "underground work" in the region for more than a year now, police sources added.

According to media reports of February 18, the newly formed Islamist extremist outfit, "Shahadat-e-Al-Hikma" has been banned. This is the first time that when an Islamist organisation has been banned by the Bangladesh Nationalist Party (BNP)-led coalition government. Indian mafia don and 1993-Mumbai serial blasts accused Dawood Ibrahim reportedly funds the outfit. Disclosing the government’s decision to ban the outfit, Home Minister Altaf Hussain Chowdhury told Parliament on February 16 that this orgainsation has been considered a threat to peace and security. He also said the ban became effective from February 9, a day after the outfit was formally launched. Al Hikma convener Kausar Hossain Siddiqui had announced immediately after its formation that the outfit is financed by Dawood Ibrahim.

Three persons––Faruk Hossain and Habibur Rahman (instructors at Hazrat Ayesha Siddiqa Islamia Salafia madrassa) and Badal––arrested in connection with the Dinajpur district bomb blasts of February 13 have been sent on remand for 10 days. According to media sources, the instructors might have named top functionaries of the ruling Bangladesh National Party-led alliance as their patrons. Hussain is reportedly the leader of the Jamaatul Mujahideen, an alleged Islamist outfit that had carried out the blasts. The outfit is believed to be having about 25 activists and several hideouts. Further, the other leaders include Kari Mohammad Obaidullah, Kaji Shahidullah and Anwar Sadat and have gone into hiding, reports claimed. Meanwhile, the district president of the Jamaat-e-Islami, Aftab Uddin Mollah, denied any link with the bomb explosion. Seven powerful blasts had in Gurgola, in the district, leaving five people injured.

Police arrested two Chakma tribesmen with 25 small-sized glass tubes filled with explosives and propellant on February 17, and later sent them on a five-day remand for interrogation, media reports said. A patrol team of Chandgaon police station arrested Ganga Manik Tripura and his brother Bamha Tripura at Bohaddarhat bus station, even as they arrived from Lama subdivision of Bandarban district. A case has been filed against them and the Army has been requested to examine the explosives.

Reports said investigators, on February 18, detected the network of the arrested islamist militants allegedly responsible for the February 13-blasts at Gurgola, in Dinajpur. Police discovered the after verifying telephone numbers preserved in the memory of four mobile phones seized from the place of incident. Further details are waited and raids are being conducted in different areas. However, no further arrests have been made so far. Reportedly, eight cadres of the Jamaatul Mujahidin Bangladesh arrested in the year 2002, from Parbatipur subdivision, are possibly closely linked with the February 13-incident.

A report indicated that Islamist militants of the Jamaatul Mujahidin planned to set off blasts at International Mother Language Day programmes in different northern towns of Bangladesh. Among their targets were an open-air concert at Dinajpur Stadium and another event at the Dinajpur Institute. The plans were discovered following the recovery of documents from a hideout in Chhoto Gurgola area of Dinajpur town. A series of seven explosions at the hideout on February 13 had led police to the place. 17 inmates of the hideout have reportedly been identified. Meanwhile, the authorities are keeping a close watch on the Al-falah Aaam Development Organisation for its links to the Jamaatul Mujahidin.

Media reports alleged that police action against the Al-Hikma has been slow, though there was enough evidence to prove the group's involvement in anti-state activities. The Al-Hikma was banned on February 9.
