According to a report in Daily Star, in the northwestern districts of Rajshahi, Naogaon, Natore and Bogra, a vigilante Islamist group called Jagrota Muslim Janata Bangladesh (JMJB) was formed in April 2004. The JMJB is alleged to kill people in the name of ‘anti-outlaw operations’, force women to wear the Hijab (veil) and men to grow beards, reportedly under police collusion. The police are alleged to be supporting the outfit headed by Azizur Rahman alias Bangla Bhai, which has started a drive to 'cleanse' leftist outlaws. It has thus far allegedly killed seven persons and assaulted hundreds of others who oppose them, terming them as Sarbahara (outlaw). However, Rahman while denying the charges has claimed that his group has 300000 activists across the country.

Police stations reportedly did not get instructions on what the Deputy Inspector General (DIG) in Rajshahi on May 17 said was issued. The Home Ministry had reportedly issued the order on May 16 to arrest Bangla Bhai, blamed for killing five underground outlaws in the northwest in vigilante action since April 1. The report quoting unnamed sources also indicated that Bangla Bhai returned to Rajshahi on May 15 from Pabna after villagers caught 19 operatives of his outfit in Kalupara a day earlier. He is currently suspected to be holed up at Bagmara in Rajshahi or Naldanga in Natore, allegedly supported by relatives of a Deputy Minister and supporters of another Bangladesh Nationalist Party lawmaker.

According to Daily Star, after killing three left-wing extremists in Naogaon on May 20, the Islamist vigilante outfit, Jagrata Muslim Janata Bangladesh (JMJB), was now planning 'to punish' seven more people, including a former legislator and four union parishad (local body) chairmen. A top JMJB leader on May 21 disclosed the names on a ‘hit list’ and said his group would continue ‘vigorous outlaw cleansing operations with continued police assistance’ for an indefinite period. The leader claimed the ‘list’ was finalised after Purbo Banglar Communist Party (PBCP) operative Badshah admitted to them that he killed up to 50 people at the directive of a state minister's brother and the chairmen in Raninagar. Badshah was one of the three persons killed by JMJB on May 20. However, Fazlur Rahman, Superintendent of Naogaon Police, termed the reports of the killing of three PBCP activists by the JMJB as false.

Two persons were reportedly killed and at least 100 others, including the British High Commissioner to Bangladesh, Anwar Chowdhury, sustained injuries when a powerful bomb exploded at the Hazrat Shahjalal shrine in the Sylhet town, located in the north-east of the country, on May 21. The incident occurred at the inner main gate when hundreds of devotees had gathered inside the shrine. The Deputy Commissioner of Sylhet, Abul Hussain, was also among those injured in the blast. Anwar, who took over as the High Commissioner on May 15, reportedly went to the shrine on the first day of his three-day visit to Sylhet, his ancestral home. It was the second attack on the shrine this year and the first in which a diplomat was injured. In January, a bomb blast had left five people dead. Meanwhile, The Daily Star reported that Sylhet Police arrested four leaders of main opposition Awami League's student chapter linking them to the blast.

According to Daily Star, a large number of Jagrata Muslim Janata Bangladesh (JMJB) activists staged a demonstration on May 22 in the Rajshahi district and also issued death threats to journalists. They also urged the administration and media to support it in ‘eliminating outlaws’. The JMJB, an Islamist vigilante group, has alleged that the media was 'misreporting' and 'fabricating stories'. The demonstration was held after a half-day strike called by the main opposition party, Awami League, and its allies demanded the arrest of JMJB 'commander', Bangla Bhai, blaming him for spreading panic and the killing of at least eight persons since April 1.
