An encounter between Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), and Security Forces (SFs) took place under the Satbarwa Police Station area in Palamu District of Jharkhand on September 1, reports The Print. There was, however, no casualty in the gunfight that lasted for around 30 minutes, Palamu Range Inspector General of Police (IGP) Rajkumar Lakra said. Raids are on to arrest the Maoists, he added.

Border Security Force (BSF) personnel defused an Improvised Explosive Device (IED) during a combing operation suspectedly planted by the Communist Party of India-Maoist (CPI-Maoist) to target the BSF personnel in Taksipadar Forest under Phiringia Police limits in Kandhamal District of Odisha on September 1, reports odishatv.in. The IED was assembled using a 2-litre steel tiffin box, 50-gramme gelatin sticks, a six-volt battery, adhesive tapes, and 20 metres of flexible wire. Following that, a bomb squad was called in, which carefully defused the explosive.

The eight surrendered cadres were identified as Mangadu Kuhdami, Marjum Panchayat 'militia commander’, Kumari Lakhme alias Lakshmi Muchaki, Tetum Panchayat Krantikari Adivasi Mahila Sangthan (KAMS), a frontal wing of Maoists, ‘president’, Mangadu Sodi, Marjum Panchayat Agriculture Branch ‘president’, Kosa Ram Mandavi, Marjum Panchayat 'militia member’, Hadma Muchaki, Tetum Panchayat 'militia member’, Boti Muchaki, Village Kotroom Committee Vice President, Kosi Madkam, Tetam Panchayat KAMS ‘vice president’, Deve Madakam, Tetam Panchayat KAMS member. All eight surrendered cadres were allegedly involved in incidents like cutting roads, putting Naxal [left Wing Extremism, LWE] posters and banners up, and conducting recess for Naxalite leaders in the Katekalyan area, Dantewada Superintendent of Police (SP) Gaurav Rai said, adding that the eight Naxalites who surrendered claimed they were impressed by the Police’s ‘Lon Varratu’ rehabilitation drive and disappointed with the "hollow" Naxal ideology. Out of them, Mangadu Kuhdami and woman cadre Kumari Lakhme, were carrying a reward of INR 100,000 each on their heads, he said.

On September 1, the State Investigation Agency (SIA) arrested two Pakistan-trained militants identified as Firdous Ahmed Wani and Khurshid Ahmed Malik, who have been absconding for last over 30 years in Doda District of Jammu and Kashmir (J&K), reports Daily Excelsior. Earlier, as SATP reported the arrest of eight absconding terrorists on August 31, these arrests were made in the same connection. With these arrests, the total number of militants arrested by the SIA who were wanted in Police records but were running their businesses has gone up to 10.

The National Investigation Agency (NIA) on September 1, made its 13th arrest in the 2022 Islamic State (IS) inspired Coimbatore car Improvised Explosive Device (IED) blast, reports news18.com. The arrested accused, Mohammed Azarudeen alias Azar, is already in jail at the Viyyur High-Security Prison in Thrissur District of Kerala, in another case. He was arrested and charge-sheeted earlier in the Tamil Nadu IS module case and was subsequently sent to judicial custody. Investigations revealed that Azarudeen had previously taken secret classes along with the other accused, including Jamesha Mubeen, the vehicle driver killed in the explosion. It was at these classes that the accused were indoctrinated with IS ideology and motivated to commit violent acts of terror. The NIA further found that Mubeen, along with two other arrested accused, had met Azarudeen in prison. They had then hatched the Sathyamangalam conspiracy (the car bomb blast plan was concretized in the Sathyamangalam forest) to plan and prepare a terror attack to avenge Azarudeen’s arrest and to free him from jail.

A native of Bijapur District in Chhattisgarh, Neela was an Area Committee Member (ACM) of Chatgaon under the North Gadchiroli Division Committee and had an INR 400,000 reward on her head, while Bhudu was a member of the 2nd company of the 3rd platoon of the 1st battalion of the CPI-Maoist under the Dandakaranya Special Zonal Committee and carried a reward of INR 100,000. While Neela had been with the party for the last 18 years, Bhudu had been in the Dalam (armed squad) for the last eight years.

During the search operation by a joint team of Hawk Force and Central Reserve Police Force (CRPF) 123 (Kinhi) in Choriya Chilora Forest area under Lanji Police Station, the team recovered a haul of explosives dumps, which included 15 kilograms of urea, 17 kilograms of charcoal, 1.7 kilograms of sulfur, 1.7 kilograms of ammonium nitrate, two iron saws, one plier, one hammer, 10 feet of cordex (industrial), two bundles of paper (blue and white), one cooker, 11 iron pipe, one bundle of rope, two pieces of wire, and one bundle of wire. The teams also recovered three cooker bombs kept by Maoists to attack the Police team. The Bomb Detection and Disposal Squad (BDDS) team detonated two cooker bombs immediately, and one cooker bomb was safely opened, where gelatine rods, iron nails, and codex wires were found. Sukma Deputy Superintendent of Police (DSP) Rajat Nag said, "Police had received specific inputs about the presence of Maoists of the Jagargunda area committee in the forests of Tadmetla in the Chintagufa region of Sukma. Based on the information that they were hacking out a plan for a major attack, a joint team of battalion 203rd of the CRPF [Central Reserve Police Force] and DRG [District Reserve Guards] went out on an operation." When the SFs were crossing forests between Tadmetla and Minpa, a group of armed Maoists opened indiscriminate firing upon them, which was retaliated against, resulting in an encounter in which two Maoists were killed. SF personnel sanitised the area and recovered two bodies of male Maoists from the encounter site. The slain Maoists, who are identified as Sori Deva and Rama Deva, both residents of Tadmetla and ‘militia’ (people’s army of the Maoists) cadres of the Jagargunda area committee, carried INR 100,000 cash bounty each on their heads, and murder cases were registered against them. Police have also recovered a 12-bore double rifle, a pistol, uniforms, raincoats, and other materials used by the Maoists in the forest.

On September 5, the NIA conducted searches at eight locations in Prayagraj, Varanasi, Chandauli, Azamgarh, and Deoria districts as part of an ongoing investigation into the revival of a banned political party and alleged Naxal organization, the CPI-Maoist. Investigations revealed that Pramod Mishra was the leader of these cadres, sympathizers, and overground workers (OGWs) associated with the organization. The ATS officials also claimed the five key accused arrested [booked under Indian Penal Code (IPC) sections 121-A (waging war against the nation and collecting firearms with intent to wage war against the nation) and other sections of the Unlawful Activities Prevention Act (UAPA), 1967] were working under the leadership of Mishra, who formed an ad hoc committee with the help of another CPI-Maoist leader Santosh Verma after the death of its main leader Sandeep Yadav alias Rupesh, who carried a bounty of INR 8.4 million from different state governments. The NIA said Sandeep was found dead under mysterious circumstances in a village in Gaya District in Bihar in May 2022. On September 9, two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Mangu Nuppo and Hadma Nuppo, surrendered before the Superintendent of Police (SP) Anjaneya Varshney in Bijapur District of Chhattisgarh, reports etvbharat.com. Police said that Mangu Nuppo had joined ‘Bal Sangham’, the children's wing of the Maoists, in 2009 and became a part of the CPI-Maoist organisation. In 2011, he became a part of the supply core of the Maoists and used to collect rice and pulses. He also started the work of mobilising the villagers to recruit them into the Maoist team. A warrant is pending against Mangu. The second Maoist, Hadma has been associated with the CPI-Maoist organisation since 2016. He was earlier also a member of ‘Bal Sangham’, and later on he became a member of Chetna Natya Mandali (CNM), the cultural wing of the Maoists, in 2019. Both Mangu and Hadma, troubled by the Maoist ideology of discriminatory behaviour and harassment, decided to leave path of violence.

He served as the state secretary of the banned outfit. His interrogation is underway,” East Champaran Superintendent of Police Kantesh Kumar Mishra said. He was wanted by the National Investigation Agency (NIA) after they neutralised Phulwari Sharif terror module. A case was initially registered on July 12, 2022 at Phulwari Sharif Police Station in Patna (Bihar) after the module was neutralised. The development comes after the NIA filed a supplementary charge sheet on August 30, implicating two active members identified as Mohammad Akbar Ali alias Akbar Ali and Abul Kalam Azad associated with terror modules, Al-Qaeda in the Indian Sub-Continent (AQIS) and Ansarullah Bangla Team (ABT), in a conspiracy to spread terror and violence in India. The accused were arrested on April 5, 2023 and investigations revealed that they were co-conspirators in organizing meetings with the aim of expanding AQIS activities to various religious places in neighboring Districts of Assam. Their mission was to recruit individuals to join Jihadi outfits and work within sleeper cells (Ansars) to establish a base for Al-Qaeda and its various manifestations and outfits in India. It said that the Pakistani Army gave cover fire to infiltrators and targeted quadcopters of the Indian Army. Brigadier P M S Dhillon said, "We strengthened our counter-infiltration and surveillance grid after receiving inputs about the possible infiltration bid in the Uri sector aimed at destabilizing peace in Jammu and Kashmir. Despite bad weather, at 6.40 am, an ambush was noticed by three to four terrorists trying to cross the LoC in the Hathlanga area. Immediately, contact was established, and the firefight continued for two hours. One terrorist was neutralised. The ambush party then realised that two injured terrorists had changed their movements. The ambush party then got into a second firefight with them at around 9.15 am [IST], which continued for about half an hour and resulted in the neutralisation of the second terrorist. The third injured terrorist exfiltrated with the help of firing from a nearby Pakistani post. The Pakistani army post gave fire support for his exfiltration and fired towards us. They fired on our quadcopters as well. According to our estimate, the injured terrorist succumbed about 300 metres from the Pakistani post in the general area. The weather is very bad, but the search continues in the area." The officer said three militants from Pakistan have been neutralised in the operation, and the bodies of the two have been retrieved, adding that the Army used under-barrel grenade launchers (UBGL), multi-grenade launchers (MGL), and rocket launchers to neutralise the heavily armed infiltrators. The Army recovered an AK-47 and AK-74 rifle, seven magazines, a five-kilogramme Improvised Explosive Device (IED), some ammunition, a Chinese pistol, and some grenades, along with Indian and Pakistani currency, from the terrorists.

Dantewada Superintendent of Police (SP) Gaurav Rai said that input was received about the presence of Maoists in Darbha division. He said the Maoists opened fire on the SFs, and an encounter ensued in the forests of Aranpur. "After the firing stopped and the cadres retreated into deep forests, security personnel recovered the bodies of two women Maoists along with an INSAS (Indian Small Arms System) assault rifle and a 12-bore rifle. Besides, a tiffin bomb, IED (Improvised Explosive Device) wires, ammunition, documents, and other items of daily use were also recovered," Rai added. Police said one of the Maoists killed in the encounter was identified as Kumari Lakkhe of the Malangir area committee and ‘area militia commander-in-chief’. "Kumari Lakkhe played an active role in many violent incidents and carried a Rs 5 lakh [INR 500,000] cash reward on her head. Beside this, more than half a dozen cases were lodged against her in Aranpur and Kirandul police stations," the SP said, adding that the other woman cadre was identified as Mangli Padami, who carried an INR 200.000 cash reward and was active as a member of ‘Platoon 24’.

Unga, a resident of Palodu village in Sukma District of Chhattisgarh, was the ‘deputy commander’ of the 8th platoon of the CPI-Maoist and ‘platoon party committee member (PPCM)’. Unga had joined the Maoist Party in 2007. In 2017, he was made PPCM. He had stayed in the Chintoor sub-division in Andhra, in the Charla area in Telangana, and in many parts of Chhattisgarh. The statement from the NIA came a day after the NIA arrested a “trained operative” of the People’s Liberation Army (PLA) of Manipur identified as Moirangthem Anand Singh from Imphal on September 22. An NIA spokesperson said, “Investigation so far has revealed that in furtherance of the conspiracy hatched by the leadership based in Myanmar…proscribed terrorist organisations are recruiting OGWs [over ground workers], cadres and sympathisers to augment the strength to carry out attacks on security forces and opposing ethnic groups by exploiting current unrest in Manipur. On September 25, the Mumbai Crime Branch has filed a 405 pages fifth supplementary charge sheet against Tahawwur Rana, a Canadian national of Pakistani origin, for his involvement in the November 26, 2008 (26/11) terror attack in UAPA Court in Mumbai, reports mid-day.com. Rana is currently incarcerated in a Los Angeles jail, and awaits extradition. Earlier, in June 2020 the Indian Government submitted a detailed dossier to the US and it was supported by the Joe Biden administration. The evidence indicates Rana's active participation as a co-conspirator in the attacks during his presence in India from November 11 to November 21, 2008. On November 20 and 21, 2008, Rana was confirmed to be in Mumbai, staying at a hotel in Powai, and these details are now included in the charge sheet. The officials have said that few days before the attacks he left India via Dubai and travelled to Beijing. Throughout the investigation, the crime branch identified 14-15 crucial witnesses whose statements are also part of the charge sheet.

According to a notification, the AFSPA has been extended in whole of eight Districts and in the areas of 21 Police stations in five other districts of Nagaland. The eight Districts are Dimapur, Niuland, Chumoukedima, Mon, Kiphire, Noklak, Phek and Peren. In Arunachal Pradesh, the districts of Tirap, Changlang and Longding and the areas falling within the jurisdiction of Namsai, Mahadevpur and Chowkham Police stations in Namsai district along the Assam border were declared as ‘disturbed area’ under Section 3 of the AFSPA. As many as six armed Maoists barged into the office and broke the glass door panels of the reception counter of the office, according to KFDC officials. They destroyed furniture, computers, a photocopy machine, a printer, and a phone kept at the reception counter. The group fled after sticking posters demanding that better houses be provided to the workers of the Kambamala tea estate plantation, the officials said. They shouted slogans demanding better houses for the estate workers, who are reportedly living under asbestos sheds. One constable of the Central Reserve Police Force’s (CRPF) Commando Battalion for Resolute Action (CoBRA) unit, Rajesh Kumar, was killed while an inspector-ranked officer, Bhupendra Kumar, was injured in an Improvised Explosive Device (IED) blast triggered by the cadres of the Communist Party of India-Maoist (CPI-Maoist) during an anti-Naxal [Left Wing Extremism, LWE] operation in the hilly forest area between Tumba Haka and Sarjamburu villages under the Tonto Police Station limits in West Singhbhum District of Jharkhand on September 28, reports The New Indian Express. According to the Police, the blast took place at about 12.15 p.m. [IST] at a forest stretch between Tumba Haka and Sarjamburu villages in the Kolhan Forest division while the Security Forces (SFs) were defusing the three IEDs recovered from a bush. Superintendent of Police (SP) Ashutosh Shekar said before falling victim to the explosion, the Bomb Detection and Disposal Squad (BDDS) had already destroyed two IEDs of five to eight kilograms each, 240 spikes, and 31 spike holes dug up by the Naxals targeting the SFs. SP Shekar said that the state Police along with the SFs are continuously conducting operations to neutralise Maoist squads led by top Maoists including – Misir Besra, Patiram Majhi alias Anal-da alias Ramesh, Ajay Mahato, Anmol-da, Mochu, Chaman, Sagen Angariya, Kande and Ashwin, who have been active in the hills and jungles of Tumba Haka, Sarjamburu, Patatorob and Anjedbera villages.

A newly recruited Bastar Fighter jawan (trooper), identified as Shankar Kudiyam (28), has been abducted by cadres of the Communist Party of India-Maoist (CPI-Maoist) from Ittampar-Uspari village in Bijapur District of Chhattisgarh, reports The Indian Express on October 6. While the abduction took place on September 29, the incident has been confirmed by the Bijapur Police only after Maoists, in their standard style, claimed the abduction by releasing a press note anonymously on October 4. The Maoists stated it was the work of their People’s Liberation Guerrilla Army (PLGA), the military wing of the CPI-Maoists, who are interrogating the jawan, and “their decision will depend on the next stand of police administration”. As per a press note purportedly issued in the name of Anita Mandavi, 'secretary' of the Maad Divisional Committee of the CPI-Maoist, Kudiyam, a resident of Eramnar village, was abducted by them on September 29, and his “interrogation” was underway.

A top Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Kamalu (25), who carried a reward of INR 1.4 million, was killed in an encounter with an elite combat unit Hawk Force in the Kundal-Koddapar and Sounguda Forest areas under Roopjhar Police Station limits in Balaghat District of Madhya Pradesh on September 29, reports The Times of India. Kamalu, who was a member of the Tada Dadekasa Dalam (armed squad), had 24 criminal cases against his name, including murder, attempted murder, abduction, and arson. Kamlu was carrying a cumulative reward of INR 1.4 million on his head, which consists of INR 600,000 announced by the Maharashtra government, INR 500,000 by Chhattisgarh, and INR 300,000 by the Madhya Pradesh government. The haul included one AK series rifle, four AK magazines, two UBGLs (Under Barrel Grenade Launcher), two hand grenades, 26 UBGL grenades, 2088 rounds of 7.62 mm AK ammunition, one silencer (Sound Suppressor), 900 grams of PEK (Potassium Nitrate), 20 No.27 detonators, 19 commercial detonators with wire, two booster charges, two explosive devices (exact type yet to be determined), 10 modified mechanism devices, four 9V batteries and one ICom Radio Set.
