Armed Forces (Special Powers) Act (AFSPA) was extended in by another six months in Tirap, Longding and Changlang, which border Myanmar and specific areas under eight police stations of seven other districts bordering Assam, reports Nagaland Post on April 2. The three districts have been under the AFSPA, 1958 since January, 2016. A Union Ministry of Home Affairs (UMHA) notification stated that ‘Now, therefore, Tirap, Changlang and Longding Districts in Arunachal Pradesh and the areas falling within the jurisdiction of the following eight Police Stations in the Districts of Arunachal Pradesh, bordering the state of Assam, are declared as disturbed area’ under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to September 30, 2018 w.e.f. April 1, 2018, unless withdrawn earlier’.Meanwhile, AFSPA was partially withdrawn in two police station areas in West Siang and East Siang Districts bordering Assam, reports Nagaland Post. The two police station areas from where the Act has been withdrawn are Likabali Police station in West Siang District and Ruksin police station in East Siang district.The eight Police Stations where the Act will stay are Balemu and Bhalukpong police stations in West Kameng district, Seijosa police station in East Kameng district, Balijan Police station in Papumpare District, Namsai and Mahadevpur police stations in Namsai district, Roing Police station in Lower Dibang Valley district and Sunpura police station in Lohit district. Apart from Arunachal, the centre has put in force the Act is in whole of Nagaland state, a 10-km strip inside Meghalaya bordering Assam while the State Governments of Assam and Manipur now have the powers to keep or revoke the Act.

Wancho Council, the apex organization of the Wancho community along with Wancho Students’ Union (WSU), Longding District Students’ Union (LDSU) have opposed the government’s reported move to shift the 1st Indian Reserve Battalion (IR Bn) from Longding district to Tezu in Lohit District, reports The Sentinel on April 12. Terming the ‘move’ as against the interest of the indigenous people, the organizations, in a press note, appealed to reconsider such sudden and shocking order for the immediate shifting of the IR Bn. Wancho Council stated that the State government need to rethink it (the decision) with the strategic importance of Longding, which is bordering Myanmar, Assam and Nagaland. Council stated that the District is in need of more security forces for maintaining law and order, and added that Longding have been facing confrontations because of militants and the boundary disputes with Assam.

Government of India (GoI) has revoked Armed Forces Special Powers Act (AFSPA) from Meghalaya and eight Districts of Arunachal Pradesh following improved security situation in the region, reports The Telegraph on April 23. According to an official of Union Ministry of Home Affairs (UMHA), ‘The AFSPA has been removed from all of Meghalaya and it has been reduced from 16 police stations in Arunachal Pradesh bordering Assam to eight with effect from March 31’. The law was withdrawn from Tripura in 2015. Earlier, a 20 kilometer inside Meghalaya along its border with Assam, was under AFSPA. In Arunachal Pradesh, it is now reduced from 16 police stations bordering Assam to eight police stations, besides Tirap, Changlang and Longding Districts which border Myanmar. According to sources, Assam Government is also exploring the possibility of revoking AFSPA from certain districts of the state which are free of insurgency. AFSPA was imposed in Assam on November 27, 1990.2017 recorded the lowest insurgency incidents and casualties since 1997. As compared to 1,963 incidents in 2000, only 308 were reported in 2017 (down 85%). There was also a 96% fall in casualties of civilians and security forces, reports Times of India on April 23. In Assam, sustained operations against National Democratic Front of Bodoland-Saraigowra (NDFB-S) saw 63 of its cadres killed and 1,052 arrested between December 2014 and March 2018. The Hindu further adds that On March 20, Hansraj Gangaram Ahir, MoS Home, informed the Lok Sabha that Centre was considering a proposal to make AFSPA more “operationally effective and humane.” Assam Tribune on April 23 reports that Assam has witnessed a decrease in violent incidents by United Liberation Front of Asom-Independent (ULFA-I) the outfit along with NDFB-S and Naga militant groups has unleashed a reign of terror in neighboring Arunachal Pradesh that has now emerged as the lone northeastern state where violence level has increased. According to the latest report of the Ministry of Home Affairs (MHA), violence level in Assam has been lowest since 1997 and it decreased by 56 per cent compared to 2016. Nagaland (67 per cent), Manipur (28 per cent) and Meghalaya (59 per cent) also recorded a decrease in violence level. However, there was an increase in violent incidents (by 22 per cent) in Arunachal Pradesh in 2017. The report said though Arunachal Pradesh does not have any active indigenous insurgent group the state is affected by spillover militant activities of National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), NSCN-Reformation (NSCN-R), NSCN-Khaplang (NSCN-K) and NSCN(Neopao Konyak-Kitovi) in Tirap, Changlang and Longding Districts. In 2017, there were 61 insurgency incidents in which nine insurgents were killed and 44 others were arrested. There were 27 cases of extortion and kidnapping in Assam in 2017. There was, however, no casualty in security forces in the state in 2017. According to the report, major militant outfits presently active in Assam are ULFA-I and NDFB-S, besides the Karbi People’s Liberation Tigers (KPLT). The report said there was a substantial improvement in security situation in Assam with insurgency-related incidents declining from 75 in 2016 to 33 in 2017. In 2015, there were 81 incidents of violence in Assam. The number of insurgency-related incidents in the region decreased by more than 36 per cent compared to 2016. The year 2017 witnessed the lowest number of insurgency-related incidents since 1997.

The panchayat (local body) elections in Arunachal Pradesh have been delayed after Arunachal Pradesh Panchayat Raj Amendment Bill, 2018 from the three-tier Panchayati Raj system to a two-tier one, reports The Hindu. Arunachal Pradesh’s State Election Commissioner Hage Kojeen said on April 20 that the State Election Commission (SEC) was awaiting the approval of the Pema Khandu government to the draft panchayat notification sent in February. The SEC needs the go-ahead for financial and manpower support to conduct the rural polls. The change in structure meant doing away with the Anchal Samiti, the intermediate level of the three-tier Panchayati Raj system, to set up a two-tier system, involving Gram Panchayats and Zilla Parishads. Defending the structural switch, Panchayat Minister Alo Libang said, “INR 5 crore is spent annually on honorarium for 1,779 Anchal Samiti members. This money will now be available for development work,” he said. The Government referred to sub-clause 2 of Article 243 B of the Constitution and its 73rd Amendment that allows a State with a population of less than 2 million not to have the intermediate level. The Central government and Naga armed groups are said to have finalised the substantive portions of the peace accord which is likely to be signed before the monsoon session of Parliament, reports Indian Express on April 26. The accord, according to officials does not change the boundary of states; provides autonomous Naga territorial councils for Arunachal and Manipur; a common cultural body for Nagas across states; specific institutions for state’s development, integration and rehabilitation of non-state Naga militia and the removal of the Armed Forces Special Powers Act. RN Ravi the Government Interlocutor stated that ‘Yes, we are pretty close to finalising the (Naga Peace) accord’. Talks between Ravi and Naga bodies, the Naga National Political Groups (NNPGs) — comprising the representatives of six influential Naga rebel groups — and NSCN-IM are currently taking place in Delhi. One issue still being negotiated is a “symbolic one”, wherein Naga groups are demanding a separate flag for the state. The Centre has, however, made it clear to the Naga groups that it will not be able to concede that demand in the peace accord.Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. This body, which is envisaged as a socio-political platform, with “no political role”, will have representatives from all Naga tribes. The Naga armed groups will stand disbanded after the accord and the non-state armed militia who are eligible will be absorbed in central or state forces. Those who are not eligible will be rehabilitated by the government. The accord also promises the removal of AFSPA from Nagaland as a logical consequence of these actions.The accord does not involve any change in the boundaries of the states, thereby allaying fears in Manipur about the deal. It preserves the paramountcy of the Manipur state government while providing for an autonomous Naga territorial council in the state. Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. This body, which is envisaged as a socio-political platform, with “no political role”, will have representatives from all Naga tribes.

"We expressed apprehension regarding enrolment of Chakma and Hajong people in the electoral roll and categorically stated that no fresh enrolment should be done since the two communities are not citizens of the country,"Nepha Wangsa, deputy spokesperson of AAPSU said.The over three-hour long meeting, held in Arunachal Pradesh's capital Itanagar, was attended by representatives of the Centre, Arunachal Government, AAPSU and Chakma and Hajong communities.
