A person identified as, Gautam Timung, was killed in Police firing when protester tried to remove a portion of railway lines at a place between Doldoli and Dhansiri on the Diphu-Dimapur line in Karbi Anglong District on Aug 1, reports The Shillong Times. Earlier, the rail-tracks along the same stretch were repaired following the removal of another portion. The protesters were demanding the creation of an “autonomous state” comprising Karbi Anglong District in Assam.

People protested against imposition of curfew and clashed with the police near Matipung reserve forest on Diphu town’s outskirts, adds The Telegraph. The people attacked on-duty cops, forcing the latter to open blank fire. No one, however, was injured in the skirmish. Protesters attacked and damaged the All India Radio (AIR) station and set ablaze two forest department offices in Diphu town. The protesters also attacked the Axom Sahitya Sabha building, which also houses the Diphu museum, at Lorulangso in Diphu town of Karbi Anglong District. The mob’s attempt to set ablaze the building was, however, foiled by police who reached the site immediately after receiving reports about the incident. Further, unidentified arsonists set ablaze a local Congress office at Phuloni and a Public Works Division (PWD) inspection bungalow at Dengaon in Karbi Anglong District. The disturbance also spread to Bokajan & Hamren subdivision where mobs set ablaze three buildings, including two inspection bungalows, a local education department office and a timber-laden truck respectively. A Police source said more Security Forces had reached the hill district today to boost strength of the existing eight companies of Army and Central Armed Police Forces. Meanwhile, former ‘publicity secretary’ of the now-disbanded United People’s Democratic Solidarity (UPDS), Wajuru Mukarang, said that people were angry because the Centre had lied to them, saying no new state was possible without putting in place a States Reorganisation Commission (SRC) first, reports The Telegraph. UPDS leader, Wajuru Mukarang further said, “We were never satisfied; that was not what we wanted. We were made to sign the memorandum of settlement.” Mukarang warned that if the Government could betray them, they could go back to militancy too. Also, Hill State Democratic Party (HSDP), which is demanding a State comprising Karbi Anglong and Dima Hasao District, has called a 100-hour Bandh (strike) from August 5.

Fifteen persons, including eleven Policemen and four civilian were injured during clash between Police and protesters at Dongkamukam in Karbi Anglong District on August 2, reports Assam Tribune. Violence started at Dongkamukam in West Karbi Anglong when around 300 men and women surrounded the Dongkamukam Police Station demanding immediate release of seven persons detained for inciting violence. This was followed by lathi charge by Policemen and stone pelting by protesters. Finally, Police opened fire after 11 of them sustained injuries during stone pelting by the protesters. Meanwhile, a 600-metre portion of railway line was uprooted by the protesters at Langsoliat, between the Diphu and Borlangpher rail stations, causing temporary suspension of rail services. Also, incidents of arson were also reported from Diphu, Sikarighat, Bakaliaghat, Taralangso, Panditghat and Dengaon areas in the District.

The disbanded United Peoples Democratic Solidarity (UPDS) members, which had signed a tripartite Memorandum of Settlement for peace with the Centre and Assam government in Delhi on November 5, 2011, tore the memorandum of Settlement (MoS) in Diphu on August 3 claiming it no longer honoured the peace accord, reports Hindustan Times on August 3. Disbanded UPDS ‘general secretary’, Haren Sing Bey and ‘joint secretary’ Wazaru Mukrang in the presence of their supporters tore up the MoS. Both of them are now the Karbi Anglong Autonomous District Council members after the UPDS surrendered in December 2011 following the peace accord.

Government offices and properties of political leaders were set ablaze by protesters. The protests in the District started after Congress Working Committee gave its nod to the formation of a separate State of Telangana on July 30. District administration re-imposed the curfew, in effect since July 31, after relaxing it between 8 am and 12 pm on August 4, adds Telegraph. “During the past five days, altogether 60 buildings were damaged in different parts of the district,” a Karbi Anglong Administration source said.

The Hill State Democratic Party (HSDP), a party fighting for a separate state constituting Karbi Anglong and Dima Hasao Districts, announced a 100-hour bandh (strike) starting August 5 in Dima Hasao District, reports Times of India. "Earlier, Karbi Anglong was also under the purview of the proposed 100-hour bandh. However, given the volatile situation the district is facing at present, it has been decided that Karbi Anglong would not be included in the agitation programme," said HSDP District president, Suraj Naiding on August 4. Apart from HSDP, the Dimasa Students’ Union (DSU), Dimasa Women’s Society (DWS), Karbi Students Association (KSA), are also supporting the bandh. Karbi People’s Liberation Tiger (KPLT) militants on August 7-8 carried out two attacks in Karbi Anglong District during the 300-hour Karbi Anglong bandh (General Shut Down) called by the outfit, reports Assam Tribune. The first firing incident took place when a group of KPLT militants armed with sophisticated weapons, attacked the Uttarborbil Police Outpost under Howraghat Police Station at around 8.46pm on August 7. The militants fired indiscriminately and lobbed grenades at the police outpost with the help of rocket propelled guns (RPG). The police retaliated and the exchange of fire continued for about 10 minutes. Later, the militants fled from the spot under the cover of darkness. No casualty was reported. In the second incident, a vehicle carrying chickens was attacked by suspected KPLT militants at Deopani under Sarupathar Police Station in Bokajan Sub-Division of the District. The occupants of the vehicle escaped unhurt, even as the vehicle suffered minor damage.

"We have no problem if the government agrees to give Karbi Anglong statehood. All we want is Bokajan sub-division should be kept out of it. The non-Karbis in the district have been deprived of their constitutional rights since the formation of the council. We are not even allowed to sell or buy land. Moreover, non-Karbis are victims of extortion, abduction and even killing. Therefore, we want the government to take steps to safeguard our rights and make Bokajan a separate District," said Nirnjan Karmakar, ‘general secretary’ of BDDC. The BDDC claimed that about 73 per cent of people in Bokajan sub-division are non-Karbis. "The home ministry is yet to fix the dates for the talks that will be held separately with each group," a source said. Earlier, on August 15, Chief Minister Tarun Gogoi announced that the Central government would hold tripartite discussions with agitating ethnic groups in Assam that are demanding separate states, reports The Shillong Times. Gogoi, however, reiterated his call to all the communities in the State to live together in the State like a ‘big joint family’. “It is unfortunate to see the movements turning violent in some parts. I would to like to reiterate that violence is not the answer to the problems,” Gogoi said, adds The Telegraph. Further, several Bodo groups and the All Koch Rajbongshi Students’ Union (AKRSU) on August 16 temporarily suspended their agitation for separate states to be carved out of Assam following a formal assurance of tripartite talks from the Central and State Government, reports The Telegraph. The Bodo groups, however, warned that they would resume their agitation if the government does not hold talks by the end of this month. The Bodo groups included the Peoples’ Joint Action Committee for Bodoland Movement (PJACBM), the ruling Bodoland Peoples Front (BPF), the Bodo National Conference (BNC) and the Pro-Talks faction of National Democratic Front of Bodoland (NDFB-PTF). However, the All Bodo Students Union (ABSU), which has announced a series of agitations from August 20, has not given any statement on whether it will go ahead with its stir. The first to hold talks will be the All Bodo Students Union (ABSU), whose ‘president’, Pramod Boro has been on hunger strike since August 21. The union has been very strident and is taken very seriously by the Centre along with the Pro-Talks faction of National Democratic Front of Boroland (NDFB-PTF). Negotiations will be held separately with the different Bodo groups, NDFB, Bodo National Conference (BNC), ABSU and All Koch-Rajbongshi Students’ Union (AKRSU). AKRSU has demanded a separate Kamtapur State. Karbi and Dimasa groups may be invited to come for negotiations together, as there is a demand for a united state of the two tribes by the Hill State Democratic Party (HSDP).

With the date for tripartite discussion on an autonomous state of Karbi Anglong and Dima Hasao Districts drawing near, non-tribal groups in the two Districts are under fear of being isolated and neglected under a new system of governance, reports Times of India on August 29. The Centre and State Government are scheduled to discuss the demand for autonomous or separate State with Joint Action Committee for Autonomous state (JACAS) representing the two Districts on September 2. The non-tribal population in Karbi Anglong District, which include Assamese and Bengali-speaking people, account for about 43 per cent of population of the District, while in neighbouring Dima Hasao District, the non-tribal population is a shade higher at about 44 per cent. A delegation of Karbi Anglong District's Bengali-speaking people met Chief Minister (CM) Tarun Gogoi on August 27 and urged him to take all steps to protect their rights in the event of the District getting upgraded from the present autonomous District set up to an autonomous state. Another delegation of Assamese-speaking people met CM, Gogoi on August 26 and pleaded for the same protection.
