Security force personnel killed ten civilians, including a woman, at Malom near the Tulihal airport, on November 2, in indiscriminate firing. The incident took place on the Tiddim Road where a suspected underground outfit exploded an improvised explosive device (IED) on a convoy of Assam Rifles personnel. Soon after the explosion, security force personnel fired several rounds indiscriminately in and around the explosion-site killing eight civilians who were standing near the bus stand. Besides, two more standing on a bridge nearby were also killed. Later reports stated that an indefinite curfew has been clamped on some areas in Imphal and Greater Imphal suspecting violence.

Also, a demand had been made for a judicial inquiry into the incident. The government has already a ordered a magisterial inquiry into the incident, which had occurred near the capital Imphal.

A top official of the Central Reserve Police Force (CRPF) said on November 15 that every year, on an average, at least 30 CRPF personnel were being killed in terrorist attacks in Nagaland and Manipur. He added that during the parliamentary elections (1999) and Assembly elections (2000) in Manipur, 12 CRPF personnel were killed and ten more were injured. Since 1997, the CRPF had killed 22 terrorists and arrested 514 in Manipur State. In Nagaland, two terrorists were killed and 78 were arrested. The CRPF also recovered 200 weapons in Manipur and 32 weapons in Nagaland.

The State Police in Manipur claimed to have killed nine terrorists, arrested 28, and seized 14 firearms in separate counter-insurgency operations in the last 20 days. At a display of the captured fire arms which included AK 56 and AK 47 rifles, revolvers, country made pistols, walkie-talkie sets, combat dresses, in Imphal on November 15, police stated that they were involved in eight major encounters with terrorists since the last week of October. The police also provided a list of terrorists killed, arrested and surrendered. Two terrorists of the People’s Revolutionary Party of Kangleipak PREPAK were killed, one arrested and two People’s Liberation Army (PLA) terrorists were killed, 12 arrested. Besides, four United National Liberation Front (UNLF) terrorists were killed, 10 arrested, one Kanglei Yawol Kunna Lup (KYKL-t) terrorist was killed, two arrested and three Kangleipak Communist Party (KCP) terrorists arrested. In addition two People’s United Liberation Front (PULF) terrorists surrendered in Imphal East district. On the political front, Manipur People’s Party (MPP), the oldest political party in the entire North-east region urged the Prime Minister to dismiss the State government for failing to control the deteriorating law-and-order situation in the State.

Meanwhile, a JACOBTO spokesman told a visiting journalist team in Moreh that the strike was in force since November 6. The spokesman added that, while transport operators were paying an annual "vehicle tax" to several outlawed organisations, including the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), Kanglei Yawow Kann Lup, Kuki National Army and other outfits, a recently imposed "goods tax" had proved to be unbearable, and that two vehicles had been set ablaze by the militants for not paying the "underground tax".
