Hmar People's Convention-Democrats (HPC-D) terminated its Churachandpur town ‘commander’ for his alleged detrimental activities towards the current anti-Inner Line Permit System (ILPS) movement in Churachandpur District on October 3, reports Nagaland Post. Five other cadres of the same faction who were charged with the same treason have also publicly apologised on October 3, a statement of the armed group maintaining suspension of operation with government under the fold of the United People’s Front (UPF) said. The statement said that its town ‘commander’, Laltlansang alias Sanga, has been terminated for his reported involvement in activities which are seen as detrimental to the current tribal movement. Five other individuals who are charged with the same treason by the womenfolk have also publicly apologized, it added. The statement alleged the town ‘commander’ Laltlansang along with Glory Wilson, Lalrammawia, Ramthanglien and Laltlansang visited Tipaimukh area of the District sometime last week and circulated pamphlets that seek to justify the area Member of Legislative Assembly (MLA) Dr Chaltonlien Amo and his arguments that the three bills were not detrimental for the tribal people.

Based on a specific intelligence input regarding movement of a Underground (UG) cadre, troops of 45 Assam Rifles (AR) of 9 Sector AR under the aegis of headquarters of Inspector General of Assam Rifles-South (IGAR-S) established a vehicle check post at Pangei in Imphal East District and arrested one National Revolutionary Front of Manipur (NRFM), identified as Santa Yumlembam (28), on October 4, reports The Sangai Express. Yumlembam revealed that he had been providing administrative support to NRFM chief and had also received order from NRFM chief to collect money from various businessmen, contractors and Government Departments, said a press release issued by Public Relations Officer (PRO) headquarters of IGAR-S. Earlier, troops of the 45 AR of 9 Sector AR and 16 AR of 10 Sector AR under the aegis of headquarters of IGAR-S launched a joint operation in Khabam Lamkhai area near Koirengei in Imphal East District and arrested one Kanglei Yawol Kanna Lup (KYKL) cadre on October 4, reports The Sangai Express. The arrestee was identified as No 365, Batch No 26, SS Pvt Thoudam Sanathoi alias Momo Singh (23) of Lamsang Tera Urak, according to a statement issued by the PRO of IGAR-S. Singh revealed that he received training in Burma in 2006. Later, he was handed over to the Heingang Police Station.

A well packed one kilogram weight Improvised Explosive Device (IED) was found lying on an inter-village road on . A Quick Response Team (QRT) of 12 Bihar Regiment detected the IED on the road side of Malom–Bamdiar inter village road connecting the Imphal-Churachandpur section of national highway. The IED was later retrieved by a team of Nambol Police after personnel of D Company of 201 CEDU Bomb Squad defused the same at a gorge between Ichum Kom village and Leimaram village. The IED wrapped in a polythene bag contained one motor cell, RDX, two wires and two detonators.

Vehemently condemning the recent development of looting and robbery along the Trans Asian Highway the Kuki National Front (KNF) warned of action on October 5, reports Kanglaonline. LH Stephen, 'information and publicity secretary' of the outfit said that the frequent occurrence of looting and robbery along the highway is very unfortunate while condemning such incident in the strongest term. He continued that if any militant outfit under Suspension of Operation (SoO) or non-SoO group happen to regrettably involve in such uncalled-for incident should immediate culminate their activities and eschewed from such unlawful movement in future. If the looting and robbery along the highway happen to be the handiwork of any individual and gangs party they should also stop immediate said LH. Stephen. The KNF will be probing the incident of looting and robbery case along the highway and anyone found involving in such criminal activities should be given curative action warned LH. Stephen while warning to those who are involve in the looting and robbery along the highway to shun their outlaw movement immediately. A series of developments in the north-east, especially in Manipur, since the August peace accord between the Centre and the Naga rebel group National Socialist Council of Nagaland –Isak Muivah (NSCN-IM), have raised serious concern that the security situation in the region could dramatically worsen in the coming months. Dim is the assessment from sources in the military and other security agencies about developments in Manipur, where the NSCN-IM has probably set up a training camp, has already recruited a few hundred new cadres, and is contributing to possible new flare-up of inter-tribe tensions in the fragile State. Sources said inputs show that since the August 3, 2015, peace accord, signed in the presence of Prime Minister Narendra Modi in his official residence, reports of extortion, arms and drugs smuggling have registered a rising trend in Manipur. “Most of it is being done by I-M (NSCN-IM) cadres,” an unnamed senior official said. A couple of sources said they believe the outfit has already set up new camps in the hills of Manipur to accommodate fresh cadres recruited since the peace accord. One official said about 400 Nagas may have been recruited by the NSCN-IM since the accord. There were reports last month of the group recruiting new cadre from parts of eastern Nagaland. “Various temptations are being offered, among them that the I-M (NSCN-IM) cadres would get absorbed into the Indian military or paramilitary in the future,” one senior military officer said. The NSCN-IM is believed to have had about 2,500 cadres before the peace accord. The insurgent group could be targeting recruitment of another 1000 cadres, mostly from Manipur, he said.

Troops of Assam Rifles (AR) detected an Improvised Explosive Device (IED) and destroyed the same on October 6, at Leimaram area in Bishnupur District, reports The Sangai Express. According to a statement issued by the Public Relation Officer (PRO) of Inspector General of Assam Rifles-South (IGAR-S), the troops were out on regular patrolling when they spotted a green coloured suspicious looking bag. The suspicious bag was identified as an IED and the Bomb Disposal Squad called to deactivate the IED. The IED was destroyed in an open patch in Leimaram area. Other items including war like stores were also destroyed which included one kilogram of explosive, one mortar shell, one detonator No 33 and six meters IED cable, it said.

Conveying deepest regards to all the countrymen, revolutionary leaders/cadres and all those people who have been killed in the course of the revolutionary movement on the occasion of the Red Army’s 39th raising day, the outfit’s chairman L Paliba M asserted that Kangleipak (Manipur) is the ‘promised land’ for all the indigenous ethnic groups of the land. To protect the ‘promised land’ is the responsibility of all the indigenous people. All ethnic based movements should be tackled collectively with the collective history of the land. It’s time for all the scholars and intellectuals to come forward and show the right path to all those people pursuing narrow, parochial agenda. A statement of the CorCom said it has been observing the day when Manipur king Bodhachandra was made to sign the Merger Agreement under duress in Shillong and enforced on October 15, 1949 as National Black Day. For several years, people from all corners of Manipur have been protesting against the agreement and several public discussions on the issue had observed that `India had annexed Manipur and it was not a merger’, it said. The statement said people of all communities residing in Manipur have also hold rallies and conventions against the forced agreement and resolving that the people’s right to national self-determination should be restored.

Intelligence and media reports have suggested that the NSCN-IM has been openly recruiting fresh cadres both in Manipur and in neighbouring Nagaland. The drive, the reports said, began immediately after the signing of the framework agreement on August 3. It is not clear why the Naga group has been recruiting fresh cadres as the Centre and the group have been pushing for a final peace agreement at the earliest. Sources speculated that the recruitment drive could be fuelled by the hope that the Centre would raise security battalions with the cadres of the group once the final settlement is made.

KPLF/A has been imposing economic blockade on the national highways in Manipur with effect from the midnight of October 21 till October 31. At the same time, UNC has imposed 48-hour total bandh in all hill Districts of Manipur with effect from October 22 midnight. The strikes have been called as a part of the ongoing protest against the passing of three bills- The Protection of Manipur People Bill-2015, The Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill-2015 and The Manipur Shops and Establishments (Second Amendment) Bil-2015 by Manipur Assembly on August 31 last by various tribal based civil and student organizations. Around 20 Imphal-bound loaded trucks were stranded at Mao gate and beyond it on Nagaland side and only around 10 Imphal-bound loaded trucks stranded at Jiribam, reports said. Supporters of UNC sponsored bandh took to the streets on the highways at various places to enforce the bandh. On NH-37, bandh supporters reportedly blocked vehicular movement at Nungba and Oinamlong area of Tamenglong District. Bandh supporters also blocked Imphal-Ukhrul road at Litan of the District and Imphal-Moreh section of NH-102 at Liwa Chaning and Lamkang Khunou area. Almost all shops and business establishment at Senapati District head quarters closed down their shutters for the day. Government offices witnessed a thin attendance.
