Fifteen people were killed and 119 were injured, five of them critically in the twin blasts which happened in quick succession a little after 7 pm, about 100 metres apart in the Dilsukhnagar (Hyderabad Urban District) on February 21, reports NDTV.com. Hyderabad Police sources said that the second bomb had been placed at exactly the same spot that an unexploded bomb was found during the Hyderabad twin blasts of August 25, 2007. The Times of India adds that, Union Minister of Home Affairs, Sushil Kumar Shinde seemed to reflect the principal assumption of the agencies about Indian Mujahideen (IM) being the chief suspects when he said the latest attack was similar to the 2007 serial attacks in the city. The suspicion is derived also from the testimony of the three alleged IM terrorists to Delhi Police in October 2012. Imran, Tabrez and Maqbool told the special cell that they had been assigned to do a recce of Dilsukhnagar and other communally sensitive areas in Hyderabad. Dilsukhnagar has been on the terrorists' radar for long, in 1999 when a bomb was planted near a Hanuman temple. The device was detected in time by Police. It has also been mentioned that Lashkar-e-Toiba (LeT) targeted Dilsukhnagar in the year 2002, planting a bomb near the Saibaba temple killing two persons. Further, top sources disclosed that the twin blasts bore the signature of the IM. First, the use of cycles to plant IEDs is known to be the modus operandi of the IM, according to Indian Express. A Police official stated, ‘’The IEDs were stuffed with shrapnels, nuts and bolts and pieces of steel which points to the fact that the perpetrators intended to cause maximum damage. The use of this material has been typical of IM. But the paste of the explosives appears to be a mixture of Pentaerythritol tetranitrate (PETN) and ammonium nitrate but the analysis of NSG will confirm that,’’ PETN has been known to be used by Jammu and Kashmir (J&K)-based militants, particularly the Harkat-ul-Jihad-al-Islami (HUJI). While evidence suggested the role of IM, the use of PETN turned confusing as it is mostly known to be used by J&K terror outfits. The British intelligence had warned India about a possible terrorist attack by IM. The alert led to a general nationwide alert on February 20, reports The Times of India. The British intelligence alert is believed to have been received by Indian agencies just as British Prime Minister David Cameron was about to land in Mumbai on February 18. The Andhra Pradesh Government has set up two special teams which will conduct an independent inquiry to assist the National Investigation Agency (NIA) in handling the case, reports NDTV. Moreover, Hindustan Times reported on February 22, that on February 13, Intelligence Bureau (IB) had issued another alert on the basis of United Jehad Council (UJC) meeting in Pakistan, where the militant groups were adamant on avenging the hanging of Jaish-e-Mohammed (JeM) terrorist Afzal Guru.

They confirmed that several IM and Lashkar-e-Toiba (LeT) militants, with a mix of Pakistani nationals and Indians, were already present in various cities. According to the interrogation report of IM militant Afatab Alam alias Farooq, "In August 2011, Imran alias Yasin Bhatkal directed me to go to Mangalore and gave me two mobile phones to take the delivery of some items... Next day, I reached Mangalore after which Yasin directed me to go to Noori Masjid... One Salman called me on my second mobile number and asked me to reach a hotel on station road. He came with a two kilogramme carton in a polybag." The investigation in the case has extended to states of Uttar Pradesh, Bihar and Jharkhand as the role of IM was being suspected by probe agencies who got some "leads", reports samaylive.com. Cyberabad Police Commissioner Dwaraka Tirumala Rao said they had gathered enough clues about those involved but added the information could not be divulged. He denied having "detained" anyone in connection with the case. The Times of India reports that according to sources, terrorists used over one kg of ammonium nitrate, 400gm in one and 700gm in another and packed them in aluminum containers with sharpnels.

Hyderabad (Andhra Pradesh) City Police teams are set to launch manhunt beginning February 25, for two Indian Mujahideen (IM) militants, identified as Asadullah Akhtar alias Tabrez, and Waqas alias Ahmed who were spotted in Hyderabad a few days prior to the twin bomb blasts in Dilsukhnagar on February 21, 2013, reports The Times of India. The National Investigation Agency (NIA) on February 25 picked up three Student Islamic Movement in India (SIMI) cadres from Samalkot town in East Godavari District of Andhra Pradesh for questioning regarding the February 21, 2013, Dilsukhnagar (Hyderabad, Andhra Pradesh) blast, reports The Times of India. The Police, emphasizing that Indian Mujahideen (IM) is the new version of SIMI, see a link between the blasts and the disappearance of SIMI activists after the blasts. "Two IM activists, Asadullah Akhtar alias Tabrez and Waqas alias Ahmed, came to Hyderabad from Mumbai and reconnoiter possible crowded places to trigger the bomb including Dilsukhnagar," said an official involved in the probe. He added, "We suspect ex-SIMI activists to be the local module who've gone missing after the crime. We hope to extract information from the three men from East Godavari that could give us vital clues to cracking the case." Maharashtra’s Anti-Terrorism Squad (ATS) obtained permission from the special Maharashtra Control for Organized Crime Act (MCOCA) court on February 25 to interrogate two accused, identified as Firoze Sayyed and Irfan Landge, in the August 1, 2012, Pune (Maharashtra) blasts case in connection with the twin blasts in Hyderabad blast, reports The Hindu.

National Investigation Agency (NIA) has found that not only are Indian Mujahideen's (IM) Pune (Maharashtra) blast (August 1, 2012) module and Lashkar-e-Toiba’s (LeT) Bangalore-Hubli-Nanded terror module linked to each other, but the latter has even helped the IM accused conduct reconnaissance of Dilsukhnagar (Hyderabad, Andhra Pradesh), The Times of India reported on February 27. Investigations have found that Obaidur Rehman from the Bangalore-Hubli-Nanded module helped IM's Syed Maqbool and Imran Khan conduct reconnaissance of Dilsukhnagar and Begum Bazaar in July 2012. The joint reconnaissance by IM's Maqbool and LeT's Rehman is suspected to have been later used by other IM accused under Yasin Bhatkal's instruction to plant bombs in Dilsukhnagar on February 21, 2013. The revelation has led NIA to believe that Maqbool, Imran and Rehman, perhaps, know more about the Hyderabad blasts than they may have revealed so far.
