At least nine persons were injured in clashes that broke out between ‘protesters’ and Security Forces (SFs) after Friday prayers in Srinagar and Baramulla Districts on April 5, reports Daily Excelsior. Reports said that soon after the Friday prayers youth pelted stones on Police and Central Reserve Police Force (CRPF) in Saraf Kadal area of Srinagar leading to the clashes that left three persons injured.‘Protesters’ also pelted stones on Police and CRPF at several places in Baramulla District. Six persons were injured in the clashes that followed.Chief Minister Omar Abdullah has reiterated his wish for phase-wise revocation of Armed Forces (Special Powers) Act (AFSPA). Asked to list two most important wishes he would like to be fulfilled, he replied, “If I had to select two points, it would be one, the phase-wise revocation of the AFSPA and two, the return of NHPC [National Hydroelectric Power Corporation (NHPC)] power projects to the State as recommended by the Rangarajan committee.” His Government has been pitching for phase-wise removal of AFSPA from the State starting from municipal limits of Srinagar and Jammu cities.

Ninety four (94) per cent of fresh recruits of Lashkar-e-Taiba (LeT) see Jammu and Kashmir (J&K) as a fighting front and hail mostly from Pakistan's Punjab Province from families having links with the powerful army and intelligence network, according to a US report on Military Academy in West Point, Indian Today on April 6. While LeT's recruitment is diversified across the north, central and southern parts of Punjab, the highest concentration of militants have come (in order of frequency) from the Districts of Gujranwala, Faisalabad, Lahore, Sheikhupura, Kasur, Sialkot, Bahawalnagar, Bahawalpur, Khanewal and Multan.LeT training has historically occurred in Pakistan-occupied Kashmir's (PoK) capital Muzaffarabad and in Afghanistan. Together, these two locations have accounted for 75 per cent of LeT militant training over time, the report said. In addition, Afghanistan, Chechnya, Tajikistan and Bosnia are also identified as other fronts. "According to our data, the districts of Kupwara, Baramulla and Poonch in Kashmir account for almost half of all LeT militant deaths since 1989. Kupwara, the district with the largest number of militants killed, appears to be becoming less important overall as a fighting area, with its share of deaths declining over time," the report said.

The Army has launched search operation to find out unexploded mortar shells from firing by Pakistani troops around village Churanda in Uri sector (Baramulla District) along the Line of Control (LoC). Several unexploded mortar shells have been found after the melting of snow. General Officer Commanding (GOC) of Baramulla based 19 Division of the Army, Major General V G Khandare, said 45 bombs exploded in the January 6, 2013 firing by Pakistani troops on the village while some of the bombs didn’t explode.

In an operation based on specific inputs, Security Forces (SF) apprehended Qari Naved alias Fahad Ullah, the ‘divisional commander’ of Lashkar-e-Toiba (LeT) outfit on April 17 from Sopore town (Baramulla District), while one of his aide was shot dead in the same District on April 18 during an operation launched on information provided by him, reports Daily Excelsior. Two militants were hiding in an orchard at village Wagub in Sopore area of the District, who upon seeing the SF fired upon the advancing parties and in the retaliatory fire one militant, identified as Shabir Ahmad Sheikh alias Tameem alias Sufiyan, was killed. However, the second militant, Hilal Molvi alias Khalid managed to escape from the area by taking advantage of people working in the orchards.Inspector General of Police (IGP) A G Mir informed, “He (Fahad Ullah) was functioning as divisional commander of LeT outfit in North Kashmir and was coordinator between Pakistan based LeT commander Hanzullah on one side and Qari Yasir of Jaish-e-Mohammad (JeM) and Divisional commander LeT for South Kashmir, Qasim on the other side.”2 AK rifles, 5 AK magazines, 2 Pistols, 5 grenades, 150 AK and pistol rounds in total were recovered from the possession of the arrested and the dead militant.

Following the arrest of Qari Naved alias Fahad Ullah, the ‘divisional commander’ of Lashkar-e-Toiba (LeT), another 12 militants and Over Ground Workers (OGW) of the outfit were arrested from Sopore area (Baramulla District) in raids conducted by the Security Forces (SF) since April 18, Daily Excelsior reported. Some of the arrested militants and OGWs have been identified as Manzoor Tantray, Irshad Dar, Fayaz Ganai, Bashir Ahmad Khan, Tanvir Ahmad, Owais Ahmad Janwari, Hilal Bota, Feroz Dar and Shakir Shoukat Bhat. Two pistols and one AK rifle and some ammunition was recovered from their possession.Reports said that LeT leadership, coordinating the activities of the outfit from Pakistan occupied Kashmir (PoK), suspected the involvement of Fahad Ullah in the killing of 9 militants who were killed by the SF different localities of Sopore in a 6 day long operation in December 2012. Fahad Ullah had confined himself to one of the houses in village Marazigund Rafiabad (Baramulla District) since the killing of 9 top militants in Sopore area.

Jammu and Kashmir Police on April 22 arrested Feroze Ahmad Dar, an LeT terrorist, for the earlier reported killing a youth inside a mosque near Sopore in Baramulla district on March 19. Sopore SP Imtiyaz Hussian said Feroze Ahmad Dar had allegedly chased and killed Suhail Ahmad Sofi at the behest of LeT ‘commander’ Fahadullah for being an informer. "Feroze had earlier worked for Hizb-ul-Mujahideen and later joined LeT under the command of Fahadullah," he said. The Chinese pistol he had used to kill Sofi was recovered from him. He said Fahadullah, a Pakistani national, had revealed that Dar killed Sofi after he was arrested on April 18.

Militants in the evening of April 26 laid ambush and killed four Police personnel near Haigam locality along the Sopore-Kupwara road in Baramulla District, reports Daily Excelsior. Inspector General of Police (IGP) A G Mir said that four Policemen were on their way to Haigam to probe a complaint of robbery when they were ambushed by militants in a lane of the village. The slain troopers have been identified as Head Constable Abdul Rehman, Constable Mudasir Ahmad and Special Police Officers (SPO) Gulshan and Mudasir Ahmad Parray. Baleeg-ud-Din, ‘spokesperson’ of Hizb-ul-Mujahideen (HM), through a phone call to a local new agency has claimed responsibility of the attack, Kashmir Times added. The Times of India further adds militants took away three AK-47 rifles from the slain troopers.

As the focus of security agencies, has been to neutralize the activities of Lashker-e-Toiba (LeT) in Sopore town (Baramulla District) of Jammu and Kashmir (J&K), it is the Kashmir’s oldest militant outfit Hizb-ul-Mujahideen (HM) which can prove to be a bigger threat in the coming times, Deccan Herald reports on April 27. According to sources LeT is receiving major setback due to killing and arrest of its top commanders, the focus of security agencies is likely to shift to HM. Police sources believe that conspiracy for most of the attacks is done in Sopore because it is easier for the militants to receive logistic support locally. HM has built a strong network in Sopore and its adjoining areas. “Hizb has seven Pakistan trained local militants and dozens of over ground workers (OGWs) in the town…Police have little or no knowledge about the activities of HM and its operation chief Qayoom Najar alias Jan sahib,” sources added. An unnamed senior Police officer told that HM has carried out most of the killings of Panchayat (village level local self-government institution) members in north Kashmir in past one year. He described HM as more dangerous than the LeT due to its indigenous character.“People support HM militants more as the outfit draws its cadres primarily from indigenous Kashmiris. Another reason for HM’s resurgence is that it is very close to both the Jamaat-e-Islami (JeI) in Kashmir and Pakistan due to which it has lot of sources and resources to sustain for a longer time,” he added. The officer said the HM cadres are dedicated and claim to have support within the system. “Jamaat-e-Islami has a strong support base within the police, bureaucracy and judiciary due to which tracking HM militants is tougher than those of LeT,” he claimed.

Sustained interrogation of the arrested Lashkar-e-Toiba (LeT) ‘divisional commander’ Fahd Ullah reveals that militants have changed strategy in the State and are fanning out in South Kashmir region instead of concentrating into north Kashmir region which has witnessed highest concentration of militants in past, says Jammu and Kashmir (J&K) Police, Greater Kashmir reports on April 29.Sources said, “He (Fahd Ullah) has revealed that militants started to migrate towards less vulnerable areas in south Kashmir in November last year (2012). He told the interrogators that Sopore (Baramulla District) is a springboard for militants. He revealed that those who cross over into this side of Kashmir from Kupwara, Baramulla (districts) and other areas of north Kashmir pass through Sopore to fan out into other areas.” Director General of Police (DGP) Ashok Prasad said Fahd Ullah revealed that 13 foreign militants of LeT sneaked into south Kashmir in November last year (2012)”. He further added, “He (Fahd Ullah) also admitted that he has visited some areas of south Kashmir. Following the revelation, we have intensified operation against militants in south Kashmir.”

These militants are being supervised by their top ‘commander’ Qayoom Najar. Sources further added that HM and other militant organizations of late have shifted to Taliban style use of human couriers for communication rather than using cell phone and other communication system. Electronic modes of communication had led to their tracking by security agencies in the past. However, militants also use Voice Over Internet Protocol (VOIP) to communicate, which becomes difficult for security agencies to track. “The LeT (Lashkar-e-Toiba) ‘top commander’ Fahad Ullah was using Skipe (not Skype) to communicate with his handler and LeT commander Hazulla based in Pakistan occupied Kashmir (PoK).”
