Curfew and shutdown paralysed life in Kashmir on September 2, in which over 300 protesters and Policemen were injured in clashes that broke out across Valley, reports Daily Excelsior. Authorities imposed curfew in parts of Srinagar and other towns of South and North Kashmir including Anantnag, Pulwama, Shopian, Kulgam and Baramulla. Thousands of Security Force (SF) personnel were deployed in Srinagar areas including in downtown. They erected barricades and blocked roads with concertina wires. Authorities for the 8th consecutive week disallowed Friday prayers at historic Jamia Masjid in Nowhatta area of downtown Srinagar. Shutdown and curfew paralysed life in Kashmir and all commercial activities remained disrupted for 56th day. Schools, colleges remained shut, Government offices and banks had skeletal staff. The public transport was off the roads with some private vehicles plying in civil lines area. The train services between Banihal and Baramulla remained disrupted for 56th day while mobile internet and pre-paid mobile services continued to be shut down across Kashmir to prevent further violence.

Militants snatched weapon from a security guard posted at the residence of a Communist Party of India–Marxist (CPI-M) leader in Kulgam District on September 4, reports Daily Excelsior. Police said that militants snatched an INSAS (Indian Small Arms System) rifle from security guard posted at the residence of CPI-M Ali Mohammad Koka at Bugam in the District. Curfew, restrictions and shutdown disrupted normal life in Kashmir for 59th day. Police and para-military Security Forces (SFs) were patrolling the curfew bound areas and roads were blocked with concertina wires and iron barricades. The train services between Banihal and Baramulla remained disrupted while mobile internet and pre-paid mobile services continue to remain suspended. A protest rally was organized at Aarath in Budgam District in which thousands of people participated but it passed off peacefully. Around two dozen persons were injured as SFs fired tear smoke and pellets to disperse a rally at Kelum area of Bijbehara in Anantnag District. At Zangalpora village of Kulgam District, thousands of people participated in the protest rally. SFs fired tear smoke and pellets to disperse the protesters.

As turbulence continues unabated in the Valley, the army has quietly moved an entire brigade into South Kashmir as part of operation 'Calm Down' to clear it of militants and protesters, reports The Times of India. Amid intelligence reports of a virtual 'Jungle Raj' prevailing in the area, with militants and their sympathisers calling the shots, holding protests and blocking arterial roads, nearly 4000 additional troops have been pressed into service to restore normalcy, but with clear instructions to use minimum force, official sources said. The troops, mobilised from reserves have fanned out in all the four Districts of South Kashmir-Pulwama, Shopian, Anantnag and Kulgam. These Districts have borne the brunt of the current spiral of violence in the Valley triggered by the encounter killing of Hizb-ul-Mujahideen (HM) militant Burhan Wani, who hailed from this region. The Army troops assisted by Central Reserve Police Force (CRPF) and the State Police are combing the areas minutely and clearing the road blocks put by the protesters by felling trees, electric poles and placing huge boulders and burnt vehicles, to facilitate movement of people, they said. After clearing Karimabad area of Pulwama, the troops have moved into Shopian and Kulgam. The process, which was halted briefly for Bakrid, will resume after the festival, sources said, adding more troops were likely to be pressed into service. The decision was taken after intelligence reports claimed that Kashmiri youth, armed with batons, stones and petrol bombs, were patrolling the arterial roads leading to the National Highway and preventing people from venturing out of their homes or moving towards Srinagar. There were reports that around 100 militants had crossed into South Kashmir since the unrest broke out after Wani's killing on July 8. The areas where they were suspected to be hiding included Heff-Shirmal in Shopian District, Samboora, Lillahar, Pulwama town, Tral and Kakpora of Pulwama District, Qaimoh and Redhwani in Kulgam District and Redhwani in Anantnag District.

Twopersons were killed and over 100 injured as protesters defied curfew at over 90 places across Jammu and Kashmir on Eidul Adha on September 13, leading to massive clashes despite Security Forces (SFs) taking assistance of drones and helicopters at many places, reports Daily Excelsior. Authorities imposed curfew in entire Kashmir valley on Eid to prevent assembly of people in prayer grounds and major Masjids across the Valley in view of separatists call for march to the United Nations Military Observers office in Srinagar on September 13. Despite tough measures, people defied curfew at over 90 places across Kashmir forcing SFs to fire tear smoke, pellets, chilly grenades to foil these protests. A protester was killed as clashes broke out between SFs and protesters in Bandipora District. One Mustafa Mir (22), son of Hameed Mir of Dachigam village of Bandipora was hit by a tear smoke shell as SFs fired tear smoke and pellets to disperse the protesters. Mir was declared brought dead at the hospital. Clashes broke out in Bandipora after SFs prevented people from marching towards Eidgah where they were planning to offer prayers. Several protesters were injured in pellet and tear smoke firing. A protester, Shabir Ahmad son of Mohammad Yousuf, resident of Nagbal village of Imam Sahib area was killed in clashes between SFs and protesters in Shopian District of South Kashmir.In the meanwhile, six people were injured in the clashes that broke out in Shopian and they were rushed to Primary Health Centre (PHC) Harmain. Around 20 protesters were injured at Memandar village in Shopian. Reports said that clashes broke out at Memandar after protesters pelted stones at SFs who fired tear smoke and pellets to disperse them. At least 20 protesters were injured in clashes between SFs and protesters in Dooru area of Anantnag in Anantnag District. Clashes erupted after SFs tried to foil a protest march in Dooru area. Over a dozen protesters were injured in Bijbehara area of Anantnag District after SFs barred people from offering Eid prayers at Eidgah. At least eight protesters were injured in clashes with SFs in Kulgam District. Reports said that clashes erupted after people defied curfew in Kulgam town. SFs fired tear smoke and pellets to disperse the protesters in which 8 persons suffered pellet injuries. At least 12 persons, including a woman, were injured after SFs allegedly barged into homes in Zallura village of Sopore in North Kashmir and beat up the inmates. Reports said that the injured included an 80-year-old woman Saja Begum.In the meantime, a Police spokesman said that in view of the UNO march call of some groups, curfew and restrictions were imposed in major parts of the Valley to avoid loss of life and property. “Forty four incidents of stone pelting were reported from across the Valley till filing of this report. Despite serious provocations by the stone pelting mobs, the police and security force personnel exhibited maximum restraint”, the spokesman said.

Rasik Ahmed Bhat (23), son of Muhammad Yousuf Bhat of Nowpora, Kulgam was hit by bullet in his head during clashes with SFs on September 5. The protests broke out at Nowpora in Kulgam soon after the body of Bhat reached there. Large number of people took to streets and held a protest demonstration.Elsewhere, curfew and curfew like restrictions in parts of Srinagar and other major towns and shutdown paralysed life in Kashmir during which protests were reported at few places. The shops and commercial establishments, petrol pumps, school and colleges remained closed and traffic was off the roads and train services between Banihal and Baramulla also remained suspended for 69th day. However, there was some movement of private cars in Civil Lines area of Srinagar city. The BSNL broadband, internet and mobile phone services across Kashmir valley remained shut. Postpaid mobile phones of BSNL are working, but outgoing call facility on pre-paid phones continued to remain suspended. The broadband services have been snapped for the second time since July 9, a day after the killing of Hizb-ul-Mujahedeen (HM) ‘commander’ Burhan Wani.

Police on September 22, arrested 57 persons on charges of stone pelting and creating trouble in Jammu and Kashmir while curfew in parts of Srinagar, restrictions and shutdown paralysed life in Valley, reports Daily Excelsior. Curfew remained in force in parts of Srinagar on September 22, with Police and Central Reserve Police Force (CRPF) patrolling the streets, which had blocked the main roads with concertina wire and stationed mobile bunkers at various places in these areas to prevent violence. However, in rest of the Valley, there was no curfew but restrictions at many places. The shops, business establishments, schools and colleges remained closed and traffic was off the roads. However, some private vehicles were plying in Civil Lines area of Srinagar. The train services between Banihal and Baramulla remained suspended since July 9. The mobile internet and pre-paid mobile services remained suspended. According to a statement issued by the Zonal Police Headquarters Kashmir, the overall situation remained under control across the Valley. “There was no curfew in the Valley except in Anantnag town and the areas falling under three police stations of Srinagar city,” the statement said. It said 57 individuals found involved in creating disruption in traffic movement, opening of shops as also damaging public, private property were arrested.Stone-throwing clashes were reported at Habba Kadal and Fateh Kadal areas of Old Srinagar during which Security Forces (SFs) used teargas and pepper gas against the protesters. In the evening, stone-pelting clashes erupted at Nowhatta, Rajouri Kadal, Zaldagar, Gojwara and few other areas of Old City. Clashes erupted after SFs contingents were withdrawn from the old city areas. Police fired teargas and pepper grenades against the protesters. Clashes erupted at Gugloosa and Trehgam villages of Kupwara district, Balsoo village of Kulgam district and in Shopian town. At Pulwama villages, the protesters enforcing shutdown resorted to stone-pelting on private vehicles. The violent stone-throwing clashes also erupted at Khanpora in Baramulla District after Police arrested one Fayaz Kumar from the area. Police responded by firing teargas towards the rock-throwing protesters. The clashes continued for several hours but no one was reported to have sustained injuries. Clashes erupted between youth and SFs in Bijbehara area of South Kashmir’s Anantnag District while scores of vehicles were damaged by the youth in the area. The youth took to streets and ransacked windowpanes of vehicles and started pelting stones on SFs at Goriwan area. SFs fired tear gas to disperse the youth.

Police said militants hurled a grenade at around 2 pm on a CRPF party of 90th battalion who were performing law and order duties. The grenade exploded injuring the CRPF personnel. A manhunt was launched to arrest the attackers. Police in a statement said: “This afternoon unknown militants hurled a grenade on CRPF party of 99-Bn deployed for ROP (Road Opening Party) duty near Government Higher Secondary School Wanpoh, Mir Bazaar in district Kulgam. Three CRPF personnel sustained injuries in the incident. The injured were shifted to Hospital for treatment. Security forces cordoned off the area and launched a manhunt to nab the attackers.” Hizb-ul-Mujahideen (HM), while claiming responsibility for the attack, said that such attacks will continue in future.

Three Police Station areas of Srinagar’s Old City – MR Gunj, Nowhatta and Khanyar -were placed under restrictions with hundreds of Police and paramilitary personnel deployed on streets since morning of September 27, reports Daily Excelsior. However, in other areas of Srinagar Security Forces (SFs) were deployed in sensitive areas but there was civilian movement without any disruption in these areas. In the evening, stone-throwing clashes erupted at many Old City localities including Nowhatta and Noorbagh during which SFs fired teargas and pepper gas at the protesters. In Civil Lines and uptown areas of the Srinagar, movement of private transport and pedestrians was seen since early morning but shops, commercial establishments, educational institutes and most of the banks were closed. The SFs were deployed at sensitive areas in strength. Clashes and protests erupted at Samboora area of Pulwama District in which three people sustained injuries and also at Bijbehara in Anantnag District and Drugmulla in Kupwara District of Central Kashmir. The Zonal Police Headquarters Kashmir statement said that the situation remained by and large normal and peaceful on September 27 although a couple of stray stone pelting incidents were reported. The statement, an incident of arson was reported from Kulgam this afternoon (September 27). “Miscreants in their attempt to disturb the situation set on fire a Panchayat Ghar at village Kujar in District Kulgam,” it said.
