Two Police personnel were killed in a daring attack by Lashkar-e-Toiba (LeT) operatives to free a Pakistani terrorist from Police custody when he was taken to SMHS hospital in Srinagar on February 6, reports Daily Excelsior. Naveed Jat alias Abu Hanzullah (22) resident of Sahiwala in Multan Punjab in Pakistan who was arrested on June 21, 2014 from Kulgam District of South Kashmir, fled from Police custody when he was taken to SMHS hospital in Srinagar in the morning from Central Jail Srinagar for medical checkup. Naveed along with five other jail inmates were taken to hospital for treatment in the morning. Sources said that two militants handed him a pistol inside the hospital and in no time, he fired at the Police guarding him, who were injured critically. The two militants and LeT ‘commander’ took the advantage of panic that gripped the hospital and fled away. The two Police Personnel, identified as Head-Constable Mushtaq Ahmad and Constable Babar Ahmad Khan who were being treated in the SMHS hospital, later succumbed to injuries. Senior Superintendent of Police (SSP) Srinagar, Imtiyaz Ismail Parray said that Naveed was brought from Central Jail Srinagar for medical checkup. He had a scuffle with escorting Police party and suddenly two persons appeared and opened fire. In the incident, two Policemen suffered injuries, who later succumbed. Police and Special Operations Group (SoG) of Jammu and Kashmir Police immediately laid a cordon and conducted searches in the area but the LeT commander and his associates had already fled. An alert was sounded in Srinagar district to intensify the searches to trace out the fleeing inmate and his associates. However, no traces of the LeT commander and his associates were found. Naveed was ‘district commander’ of LeT for Shopian district and close associate of LeT ‘chief’ Abu Qasim, killed in 2015. Naveed was operating in South Kashmir since July 2012 and before this he was operating in Lolab in Kupwara District, for one year. He was involved in the killing of an ASI (Assistant Sub Inspector) in Pulwama in 2013 and a Central Reserve Police Force (CRPF) man in Shopian besides snatching of two weapons from them, killing of two Policemen near the District Court complex, Pulwama in 2014. A Police officer, who interrogated him at the time of his arrest, said that Naveed is mentally tough and was most dreaded militant when he was operating in South Kashmir. He said that the LeT was planning to get him out of Jail for last few months with an aim to rejuvenate the outfit. The officer said that if not tackled immediately, Naveed has the potential to re-organize the LeT which has been shattered due to successful operations.

Security Forces (SFs) achieved a major success when a top terrorist, who had travelled to Pakistan on valid visa for arms training in Lashkar-e-Toiba (LeT) camps, surrendered before a joint team of Police and Indian Army in Jammu and Kashmir, reports DNA India on February 9. "He was motivated to join terrorist ranks and moved to Pakistan on Visa through the Wagah Border for getting weapons training", said an army spokesman at South Kashmir based Victor Force headquarters. Sources said Pakistani agencies have embarked on a new strategy to grant valid visas to gullible youth to travel to Islamabad where they are imparted terror training and sent back to replenish the terrorist cadres in Kashmir. The new strategy has been prompted after Indian army strengthened the anti infiltration grid making it difficult for the terrorists to sneak-in through the Line of Control (LoC). The youth, whose identity has not been revealed due to security reasons, was trained in handling small arms and making Improvised Explosive Devices (IEDs). The training was imparted by Lashkar-e-Toiba terrorists code named Hanzallah Adnan and Malik Sahab. Two other groups comprising few youths from Kashmir code named Abu Hatf, Noor Gul and Abdullah Bhai were also involved in the training. "His decision to come back is of great significance as it sends out a clear message regarding the commitment of security forces to encourage youth to shun path of violence", said the spokesman. The surrender of Pakistan trained terrorist comes six days after Jammu and Kashmir Police arrested two terrorists who had traveled to Islamabad on a valid visa to undergo arms training in Lashkar-e-Toiba camps before returning from Wagah.

A Central Reserve Police Force (CRPF) trooper, identified as Mujahid Khan was killed and a Police man, identified as Javid Ahmed was injured as they foiled an attempt by Lashkar-e-Toiba (LeT) fidayeen (suicide squad) to storm into their 23rd battalion camp at Karan Nagar area of Srinagar early on February 12, reports Daily Excelsior. A CRPF spokesman said that in the wee hours on February 12, fidayeen, carrying bags and armed with AK 47s, were seen approaching towards the CRPF camp. “The sentries immediately opened fire at around 4.30 am as they noticed two suspicious persons carrying backpacks and weapons”, he said. The firing from the CRPF forced the militants to enter into an under-construction building adjacent to the camp. As the Security Forces (SFs) searched the building, the hiding militants opened fire in which one CRPF man was killed and another Police man was injured. Police and CRPF rescued around 20 persons including children and women from the area. They were taken to safer locations before assault was launched against the fidayeen.Army was later called in to take on the two fidayeen, who are said to be of LeT. Sources said that the fidayeen called their handlers telling them that their mission has failed and they are holed up in a building adjacent to the CRPF camp. Huge explosion were heard from the encounter site during the day as Army used grenades and rockets to blast the building. However, militants were firing at the SFs intermittently. The operation was put on hold for the night and cordon around the building was strengthened to prevent militants from fleeing the area.Later, clashes broke out between the youth and SFs outside CRPF camp in Karan Nagar area of Srinagar, in the afternoon, adds Daily Excelsior. Youth in large numbers assembled near the encounter site and pelted stones on the SFs, triggering clashes. SFs retaliated by firing teargas to disperse the protesters.

Two Fidayeens (suicide squad) of Lashkar-e-Toiba (LeT) were killed in a 32-hour long gun battle by Security Forces (SFs) in Karan Nagar area of Srinagar on February 13, reports Daily Excelsior. The SFs operation to flush out the Fidayeen from the under-construction building in the heart of the city was carried out by a Special Operations Group (SOG) of the Jammu and Kashmir Police and the Central Reserve Police Force (CRPF). A CRPF jawan (trooper) was killed and a Policeman injured in the initial exchange of fire on February 12. On February 12 morning the CRPF foiled an attempt by two LeT Fidayeen to storm into 23rd battalion headquarters of the force at Karan Nagar. The Fidayeen after failing to storm the camp were trapped in an adjacent under-construction building. Huge explosions continued since February 12 till February 13 afternoon. The gun battle ended in the afternoon after SFs eliminated both the militants. SFs recovered two AK-47 assault rifles and eight magazines from the site.Inspector General of Police (IGP), Kashmir, S P Pani said that the militants who tried to attack the CRPF camp in Karan Nagar area early yesterday (February 12) morning belonged to the LeT group. “The materials we recovered from the site of the encounter suggest that the militants belonged to LeT. But the militants have not been identified yet and we are trying to ascertain their identity,” he said. Pani said it was a clean operation without collateral damage, adding that it continued for long as the building where the terrorists were hiding was a five-storey structure.

However, it was not immediately known whether the person is a militant or Over Ground Worker (OGW). He is being questioned by the SFs. Sources said that of late militants have established a strong network in Srinagar and they are trying to conduct strikes in the city. However, the SFs are continuously putting pressure on them but so far they have not been able to break their network. Earlier, there was no presence of militants in Srinagar and they were using it as transit only. But of late as the pressure on militants in South and North Kashmir increased they have established network in Srinagar especially old city area. Sources said that there is sizable presence of militants inside Srinagar which is a major challenge for the SFs.

The Srinagar Central Jail is a hub for recruiting militants with inmates establishing a ‘parallel administrative’ set-up, ignored by local Police despite warnings by prison authorities, said a report by the Jammu and Kashmir Criminal Investigation Department (CID), reports Daily Excelsior on February 21. The role of the Central Jail is presently so important that every new militant is recruited only after approval from inside the prison, the report said, quoting reliable sources. “However, as to who gives such an approval is being ascertained,” it said. Director General of Police (DGP) S P Vaid sent the report, prepared under A G Mir, Inspector General of the State CID, to the State Government last year (2017). He also sought stricter vigilance within the prison.According to the report, the inmates have a ‘parallel administrative set up’ with an ‘Ameer-e-Zindaan’ (chief of prison) appointed by a self-styled ‘shura’ (a consultative council) for six months. Former Director General of Prisons S K Mishra, who was recently shunted following the escape of Lashkar-e-Toiba (LeT) terrorist Mohammed Naveed Jhatt on February 6, said in a lengthy reply to the report that he had long been highlighting the issue. He said he had told the State Government about several communications to former Inspector General of Police (IGP)-Kashmir, Muneer Khan and the Deputy Inspector General for a thorough search of jail but this was not done.In his reply to the Government, Mishra also said he had flagged issues related to poor infrastructure in the jail which does not allow for proper segregation of the inmates. Mishra, who is the senior-most IPS (Indian Police Service) officer of the State and is now Chairman-Managing Director of JK Police Housing Corporation, also said that he had decided to shift many hardened terrorists and their sympathisers outside Kashmir but this could not be done following orders from various courts. “At a time five to 20 people remain inside to guard the 300 prisoners and it cannot be expected with this thin force to discipline the inmates with iron fist.….Request for deputation of 150 police personnel to supplement the requirement of security of Central Jail and other jails have not been considered by the Government,” the reply said.The Central Jail, he said, is located in the heart of downtown Srinagar and high profile terrorists lodged there have links with locals in the area. “They (militants) directly or indirectly threaten the staff,” he said, adding that this was not brought to the notice of senior jail officials.

Separately, militants fired and killed another Police person, identified as Farooq Ahmad Yatoo who was guarding the residence of a senior All Parties Hurriyat Conference-Mirwaiz (APHC-M) leader at Soura area of Srinagar District and decamped with his service rifle on February 25 evening, adds Daily Excelsior. A senior Police officer said that the militants attacked the Police guard, Farooq Ahmad Yatoo at the residence of Hurriyat leader Fazal Haq Qureshi at Bilal Colony Soura in Srinagar District. He was shifted in critical condition to nearby SKIMS hospital in Soura where he succumbed to injuries. Militants also de-camped with the service rifle of the Policeman.

General officer Commanding (GoC) of Srinagar-based Chinar Corps, Lieutenant General A K Bhatt said reporters on the sidelines of a passing out parade at the Jammu and Kashmir Light Infantry Centre in Srinagar that this year due to less snow, militants might attempt early infiltration. “We have inputs of many infiltrators waiting at the launching pads and we think infiltration will start sooner this year because of less snow. But we are taking counter measures. One reason for the firing can be this (to push infiltrators). Whenever there is firing by Pakistan, it is certain there is an attempt to push infiltrators. The same thing happened in Kupwara and Tanghdar,” the GOC said. He added that the militants are waiting in groups of 30-40 at many places near the LoC in PoK. “The militants waiting across the LoC are in groups of 30-40 at many places from Lepa valley to Mandal area, near 161 brigade, Rampur, and other areas, he said.A K Bhatt said that Army will not open entire front but will retaliate wherever Pakistan indulges in aggressive action or pushes in infiltrators. “The cease fire violations, initiated by Pakistan, have been appropriately responded to. But I would also like to tell you it is more of a local affair where due to their actions we have reacted at specific places. We do not intend to open the entire front. Our only thing is that we will retaliate if Pakistan indulges in any aggressive action or pushes infiltrators across,” he said.

The incident took place in Soura area of Srinagar, and militants escaped with the slain Policeman’s rifle. “Assassinated an element of police in firing near city of Srinagar in Kashmir yesterday [February 25],” Al Amaq News Agencyof the IS has claimed.
