He also said the wanted leaders also included JeM chief Maulana Masood Azhar and Al-Umar Mujahideen chief Mushtaq Ahmed Zargar. "The legal offensive against the militants has already been set in motion and once the process is completed we will approach Interpol to issue red corner notices against them," Kumar added. As a first step, he said the courts where cases are pending against the terrorists have to declare them as proclaimed offenders.

Maintaining that the Government recognised that to resolve political issues, all forms of dialogue should continue, he hoped the All Parties Hurriyat Conference (APHC), which has boycotted even the Second Round Table, would at the "appropriate time" join the meet and share their views. Suggesting that the leaders representing different shades of opinion focus on five areas, he said these included strengthening security of the people, human rights and good governance, bringing closer different regions of the State while recognising their distinct identities, working on economic future of the State and firming up institutional arrangement to bring people from both sides of the Line of Control closer to each other.

Addressing the second Round Table Conference in Srinagar, Dr. Singh said the welfare of Jammu and Kashmir is of "top most priority" of the Congress-led Union Government. He said it was the Government’s endeavour to put behind the tragic memories of the past while working to build a prosperous future for the State. The Prime Minister also said "there are some elements within the State who do not wish this dream to become a reality. Their inhumane acts have cost many lives, destroyed many families. Who these elements are, we all know."
