A protester, identified as Muzzafar Ahmad son of Mohammad Ramzan resident of Check-e-Kawoosa in Narbal area in Budgam District, who was injured during protests last month succumbed to injuries at Sher-i-Kashmir Institute of Medical Sciences (SKIMS) Soura hospital in Srinagar on October 1, taking the death toll in the ongoing unrest in Kashmir Valley to 88, reports Daily Excelsior. He suffered multiple pellet injuries during the protests in the area on September 14. Thousands of people attended the funeral prayers at his village in the District. The protests were held in the area after his funeral and Police fired tear smoke to foil them.

The curfew like restrictions continued in three Police Station areas of Srinagar’s Old City – MR Gunj, Nowhatta and Khanyar – since early morning of October 1, reports Daily Excelsior. The other areas of the Old City were also under restrictions. However, civilian movement without any disruption was allowed in these areas. According to a statement issued by the Zonal Police Headquarters Kashmir, the situation across the Valley remained by and large peaceful today (October 1). “There was no curfew in any part of the Valley,” it said. The statement said that during the day no untoward incident was reported from any part of the Valley. “There was greater movement of people and vehicular traffic observed in Srinagar city as also in other parts of the Valley,” it said. In the evening, stone-throwing clashes erupted at many Old City areas during which Security Forces fired teargas and pepper gas to foil these protests.

Police on October 4, arrested 57 persons including Dukhtaran-e-Millat (DeM) chairperson, Asiya Andrabi, who was most wanted for inciting violence and was evading arrest since July while clashes and protests were reported during shutdown at many places in Kashmir, reports Daily Excelsior. Asiya and her associate Fehmeeda Sofi were arrested at Kralkhud in Habba Kadal area of Srinagar this afternoon (October 4) and shifted to Kothi Bagh Police Station and they were later shifted to Women’s Police Station Rambagh in the evening. Earlier, clashes erupted at Saloora in Central Kashmir District of Ganderbal after Police tried to arrest Asiya who was leading a protest rally there. Police fired tear smoke to disperse the protesters. However, as the Asiya left Ganderbal Police was tracking her and arrested her. She was wanted for fomenting trouble in Kashmir by organizing protests. She was evading arrest even as Police conducted several raids since July 9, for her. As per Police statement, 57 persons were arrested during past 24 hours for creating disturbances in Kashmir. In its drive to curb the activities of the miscreants, Police during the past 24 hours arrested 57 such individuals involved in various offences of creating disturbances in different part of the Valley.

Curfew remained in force in seven Police Station areas of Srinagar on October 8, following death of a minor boy, who was injured during clashes between protesters and Security Forces (SFs) in Safakadal area of Srinagar city, reports The Hindu. Twelve-year-old Junaid Akhoon succumbed to injuries at Sher-i-Kashmir Institute of Medical Sciences (SKIMS) Soura hospital in Srinagar, taking the death toll in the ongoing unrest in Kashmir to 89. Akhoon was hit by pellets in the head and chest at Saidapora in Safakadal Police Station area on October 7 during clashes between protesters and SFs, a Police official said. The official said curfew remained in force in seven Police Station areas of the city as a precautionary measure for maintaining law and order. He said the Police Station areas where curfew has been imposed are Nowhatta, Khanyar, Rainawari, Safakadal, Maharaj Gunj, Maisuma and Batamaloo. “Restrictions on assembly of people are in force in rest of the Kashmir Valley while security forces have been deployed in strength to maintain law and order,” the official said.

Police arrested 65 persons from different parts of Jammu and Kashmir (J&K) for fomenting trouble even as curfew like restrictions were imposed in parts of Srinagar with shutdown in rest of the Valley paralyzing life for 93rd consecutive day on October 9, reports Daily Excelsior. In its sustained drive against the miscreants across the Kashmir valley, 65 persons who were found involved in different offences of creating public disorder and disruption of normal activities have been arrested by Police during past 24 hours. Shops, business establishments remained closed while public transport was off the roads. However, traffic with private cars was plying in Civil Lines area of Srinagar. The train services between Banihal and Baramulla and prepaid mobile services and mobile internet remained suspended since July. Curfew like restrictions remained in place in parts of Srinagar to maintain law and order in these areas. The areas, where there was curfew like restrictions include areas falling Nowhatta, Maharaj Gunj, Rainawari, Safa Kadal and Khanyar Police Stations. Security Forces (SFs) were heavily deployed in these areas to foil any protests. They erected barricades and closed main roads with concertina wire to prevent movement of people and vehicles. Clashes were reported from Saidapora area of Eidgah in Srinagar where a boy was killed by pellet firing on October 8. Hundreds of people, mostly youth, took to streets since the morning leading to dingdong battles in the locality. SFs fired tear gas to disperse the protesters who pelted stones at them. In Narbal area in Budgam District, SFs used force against women who were protesting against the arrest of a youth on charges of stone pelting. These women staged protest against the arrest of Arif Ahmad Rather who was arrested early morning on October 9. The women were canecharged and SFs and tear, gas was also fired at them. A Police spokesman said that the situation across Kashmir remained by and large peaceful although a couple of stone pelting incidents were reported. “There was a huge rush of vendors in the markets as well as lanes. People were seen doing normal shopping from the vendors as well as shops in some markets. The increased volume of the vehicles was seen in the towns as well as on the roads connecting different towns and villages of the Kashmir valley”, the statement said.

Sixty six persons were arrested on charges of stone pelting and creating trouble in Jammu and Kashmir while shutdown and restrictions paralysed life in Valley for 95th consecutive day on October 11,reports Daily Excelsior. Police said that action against the trouble mongers and miscreants initiated by Police is on, and in last 24 hours 66 persons involved in crimes of creating hurdles in movement of people, stone pelting and creating trouble for the common people have been arrested across Kashmir. Restrictions were imposed in parts of Srinagar and Police and Para-Military Security Forces (SFs) were deployed in strength to prevent violence. Shops, business establishments were closed and public transport was off the roads. However, some private vehicles were plying. A Police spokesman said that following improvement in situation curfew was lifted from six Police Stations of South and East Srinagar. However, restrictions continued in some Police Station areas of the Old City. There was no curfew anywhere across the Valley. “The situation remained by and large peaceful although stray incidents of stone pelting were reported”, Police said. Over a dozen of Shiites were injured after SFs tried to foil the Muharram procession in Baba Demb area of Old City. Restrictions were imposed in the areas falling under five Police Stations of MR Gunj, Khanyar, Nowhatta, Rainawari and Safa Kadal. Police and Central Reserve Police Force (CRPF) deployed in full strength in these areas and they had closed the roads with barbed wire to restrict the movement of traffic and civilians. Police and CRPF also deployed in strength in Habba Kadal and Maisuma areas of Srinagar. According to the statement issued by Zonal Police Headquarters Kashmir said the situation across Kashmir remained peaceful on October 13. “There was no curfew anywhere in the Valley and there was no report of any untoward incident from anywhere,” the statement said adding adequate deployment was made in sensitive areas. The statement said the roads witnessed constant increase in traffic in Srinagar city as well as in the towns across the Valley. “Shops were open and a large number of vendors were on the streets,” it said.

A senior Police officer said that a group of militants fired at the SSB party in Zakura area in the outskirts of Srinagar city killing the SSB personnel and injuring eight others including a Policeman. Militants attacked the SSB vehicles and fled away from the spot leaving eight SSB personnel and their driver from India Reserve Police (IRP) 13battalion, Zulfikar Ahmad, injured. The injured were removed to SKIMS hospital in Srinagar where one of the SSB personnel, Gansham, succumbed to his injuries. Zulfikar is stated to be critical and he is being operated upon.

The flea market from Tourist Reception Centre to Regal Chowk witnessed heavy rush of people. The people were seen busy in shopping along one kilometer stretch of flea market. The market opened despite shutdown call by separatists for the first time. The Sunday market opened for shops for last week at many places in Srinagar and other areas started opening up gradually. Some shops at several other places in the City were also open and there was movement of private vehicles in Civil Lines area of Srinagar giving a semblance of normalcy for the first time in last 100 days. A Police spokesman said that Sunday market in Srinagar witnessed a huge rush of shoppers as people from different parts of the city and elsewhere thronged it to purchase different articles. The spokesman said that the situation across the Valley remained normal and no untoward incident was reported from anywhere. “During the day, normal life was observed across the Valley as normal flow of vehicular traffic including the public transport was seen on the city roads as also in the main towns and interdistrict roads of the Valley,” he said. The spokesman said that in its sustained action to curb the activities of miscreants, Police arrested 62 such individuals involved in disrupting the public order in different parts of the Valley during past 24 hours.

At Barthana near Parimpora, two Sumo taxis were set ablaze by masked youth for defying shutdown call of separatists this morning (October 17). Hundreds of Security Force (SF) personnel were deployed in five Police Station areas of Srinagar’s Old City – MR Gunj, Nowhatta, Safa Kada, Rainawari and Khanyar – and Habba Kadal and Maisuma. However, the movement of the civilians and traffic was allowed in these areas. A Scorpio vehicle was damaged in a mysterious fire at Saderbal in Srinagar. Police said the vehicle was reportedly parked opposite Javaid Automobiles at Saderbal when it caught fire. Police has registered a case and cause of fire is being ascertained. In another incident, some masked youths barged into Budshah Nagar branch of Jammu Kashmir Bank at Natipora area and damaged some articles inside for defying shutdown. Police said ‘miscreants’ damaged CCTV screen, LED, glass panes and other valuable items in the bank. Police said that in its drive to curb the activities of the ‘trouble mongers’ involved in various crimes of disrupting the public order in different parts of the Valley, Police has arrested 104 such individuals during past 24 hours.

Security agencies have listed over 1200 Over Ground Workers (OGWs) across Kashmir who are helping militants in logistics besides carrying out reconnaissance for them, reports Daily Excelsior on October 24. Sources said that security agencies have listed 1242 OGWs across Kashmir and are keeping a close watch on their activities. These OGWs, as per reports, are helping militants in logistics and are carrying out reconnaissance for militant attacks. However, unofficially the number of OGWs in Kashmir has been put at 1850. Out of these OGWs, 350 are in North, 350 in South and 200 in Central Kashmir. However, unofficially the figure of OGWS in North, South and Central Kashmir is at 550, 1100 and 200 respectively. A top security official said that as per the official records there are 235 militants active in Kashmir. However, he put the unofficial figures of militants across Kashmir at 360. The official said that in Kupwara, 80 militants are active while unofficially, he put the figure at 100. In Sopore, there are 18 militants of Jaish-e-Mohammad (JeM), Laskhar-e-Toiba (LeT) and Hizbul Mujahideen (HM) active while unofficially the figure is 35. In Bandipora, there are 9 JeM and LeT militants but unofficially the figure is 15 while in Baramulla, the number of active militants is 12 and unofficially the figure is 25. The official said that in South Kashmir, there are 81 militants of HM, JeM and LeT active while unofficially the number is 130. And in Central Kashmir, the official put the figures at 35 while unofficial figure of number of militants in Central Kashmir is 54. The official said in Srinagar, that was few months back militancy free, has 18 active militants with 5 of them locals and rest are foreigners. Sources said that out 235 militants operating in Kashmir, 153 are Pakistanis and rest are locals. Out of these Pakistani militants, as per Multi Agency Centre (MAC) figures, 83 have infiltrated into Kashmir from Pakistan occupied Kashmir (PoK) this year till August while rest are Kashmiris and around 50 of them have joined militancy this year only.

Chairman of the All Party Hurriyat Conference-Mirwaiz (APHC-M), Mirwaiz Umar Farooq, on October 25, said the separatist leadership in Kashmiris not against any dialogue or engagement process and asked the Government of India (GoI) to accept Kashmir as a political dispute, reports Daily Excelsior. Mirwaiz while addressing a press conference, shortly after meeting a five-member civil society delegation led by former Union External Affairs Minister Yashwant Sinha at his Nigeen residence in Srinagar, said “our biggest issue is that the Government of India wants to change the perspective or dilute it by terming it as a law and order problem or security issue or by talking about incentives”. The moderate separatist leader said that till Kashmir is accepted as a dispute and a process initiated between all the parties towards a final resolution, the uncertainty in Jammu and Kashmir, in some shape, will continue and its impact will remain on the whole subcontinent. Mirwaiz, who was released on October 24, from Cheshmashahi sub-jail after being detained there since August 27, said he talked to Syed Ali Shah Geelani – who heads All Party Hurriyat Conference-Geelani (APHC-G) – over phone. He said that the separatist leadership including Geelani and Yasin Malik are not against dialogue. “Let me make it absolutely clear, as far as Hurriyat (APHC) is concerned – whether Geelani, Malik or me, nobody has ever been opposed to any engagement or dialogue but the problem is dialogue for what? Our main focus is resolution of Jammu and Kashmir, acknowledgement of the fact that Kashmir is a dispute, acknowledgement of the fact that India, Pakistan and Kashmir have to work together for resolution of Kashmir issue, the fact that right to self-determination for the people of J-K is non-negotiable,” he said.

On October 29 curfew was lifted from Srinagar leading to movement of people and transport in the city while restrictions on public assembly continued in Kashmir, Daily Excelsior reports. Curfew was lifted from six police station areas of the city where the curbs were imposed on October 28. The curfew was imposed on October 28 to maintain law and order in the wake of the separatists’ call for a march to Jamia Masjid in Nowhatta area of the city, but was lifted in the morning of October 29 following improvement in the situation. However, restrictions on the assembly of public under Section 144 CrPc were in place throughout the Valley. The lifting of the curbs led to improvement in the movement of people and transport in the city. However, normal life continued to remain affected in the Valley for the 113th day due to the separatist-sponsored strike.An unnamed police spokesman said that with considerable increase in vehicles and pedestrian rush the situation across the Valley remained normal and under control today. “During the day, no untoward incident was reported from any part of the Valley till filing of this report”, he said. “The vehicles were seen plying on the roads of the city as well as on the roads connecting different towns and villages. The shops were open and huge number of vendors were seen doing their normal business”, the spokesman said. He further said that adequate deployment of police and security forces was made at vulnerable points in Srinagar city, in main towns as also on the roads, lanes and by-lanes connecting different places.
