On December 7, at a press conference in Warangal, the CPI-Maoist emissary, Varavara Rao, asked the Andhra Pradesh government to extend the ceasefire agreement by another six months and raise the issue of arms during the second phase of talks with Naxalite groups. Rao accused the Home Minister, K. Jana Reddy, of issuing `irresponsible statements' over peace talks. It was the State Government, which violated the ceasefire agreement and not the naxal groups, he added. He also wanted Monitoring Committee members to visit villages and seek public opinion as to whether Naxalites should give up arms and there would be any loss if they moved with arms. "Ceasefire means Naxalites will have arms but they will not use them," he said.

According to a media report, six left wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist), including a ‘district committee secretary’, two ‘district committee’ members and two ‘commanders’ from Warangal, Cuddapah and Adilabad districts surrendered before the Andhra Pradesh Director General of Police (DGP), S R Sukumara, in Hyderabad on December 8. The DGP, however, accused the Naxalites of violating the ceasefire on different occasions. "They have been repeatedly and in a one-sided manner violating the ceasefire. We will not go and chase them. But if they give us cause for action, we will not hesitate to act,'' said the DGP.

518 people, including 420 civilians and 98 security force personnel, were killed in left-wing extremist (also called Naxalite) violence in 10 States till November 30 this year, Minister of State for Home, Sriprakash Jaiswal, said in the Parliament on December 14. In year 2003, 504 people, including 410 civilians, had died. According to the Minister, Bihar with 155 deaths reported the largest number of killings, up from 128 last year. It was followed by Jharkhand with 150 deaths as against 117 last year. The toll in Naxalite violence in other States was Andhra Pradesh with 74 deaths, less than the 139 last year; Chhattisgarh 75, one more than last year; Maharashtra 15 compared to 31 the year before; Orissa eight (15 last year); Uttar Pradesh 23 with eight earlier; Madhya Pradesh three; West Bengal 14, (one last year); and Karnataka one.

Varvara Rao and Kalyan Rao, representatives of the CPI-Maoist and Chandranna of Janashakti, told reporters in Hyderabad that it was the desire of the public and democratic organisations to have the second round of peace talks to find out a lasting solution to the Naxalite problem. They also alleged that it was the Government, which is ‘vitiating’ the peaceful atmosphere by asking police to carry out combing operations in villages.

According to The Hindu, four police personnel belonging to the Grey Hounds division were injured in a landmine blast triggered by left-wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist) in G.K. Veedhi revenue division of Andhra Pradesh’s Visakhapatnam district on December 15. The incident occurred when a party of 15 Grey Hound personnel was passing by the villages of Kannavaram and Yerracheruvulu. Another media report said that, on the same day, the Naxalites also attacked the Indian Navy helicopter carrying the four injured Grey Hound personnel. The report added that the Naxalites had detonated six landmines.

According to The Hindu, the Government is reluctant to officially commit itself to a cease-fire extension and is arguing that as there is no such "formal agreement" there is no necessity to extend it. Commenting on the extension, Home Minister K Jana Reddy is reported to have said, "We have not given any thought at all to this issue… We are ready to face any challenges that are thrown by the Naxalites." He also added, "With or without the ceasefire it is the same for the Naxalites as they are acting as per their whims and fancies, extorting money from the poor and helpless and blasting the landmines."

Speaking in Hyderabad on December 30, the outgoing Director General of Police, S.R. Sukumara, stated that the peace process initiated by the Congress Government after it assumed office in May has resulted in a steep decline in the left-wing extremist (also known as Naxalite) violence in Andhra Pradesh. The violence went down by 80 to 90 per cent, he added. According to statistics released by Sukumara, Naxalites killed 66 persons, including seven police personnel, in encounters and other attacks, up to May 14 and only four afterwards. There were no casualties among both policemen and extremists although there were five encounters during the peace period. There were 57 encounters prior to May 14 in which 45 extremists were killed. Overall, the Naxalite violence receded by 14.4 per cent in the year 2004 with 790 offences reported as against 923 in the previous year. Sukumara, however, maintained that there was no change in the attitude of the Communist Party of India-Maoist (CPI-Maoist) and Communist Party of India-Marxist Leninist (CPI-ML) Janasakthi groups.
